The City Commission met in-regular session,Mayor Dudley and Commissioners Hedges and
Zoonse vot ing aye on roll ca 11:
Moved by •Dudley, seconded. by Hedges, that the minutes of the regular meeting cf IMonday,
August 51[.*h,l929, .and the Special and. Adjourned meeting thereof be approved asread.;

ORDINANCE NO..A= 1166, entitled:" An Ordinance providing for the calling and holding of
a special election to be held in 'the City of Yakima, on 1iond.ay, September 16,1929, for
the purpose of electing fifteen freeholders to frame a charter for said City, declaring
the qualifications of nandidates and providing for the filing of declarations cc' can -
didacy and for the placing of candidates' names upon ballots, for the printing of
ballots and the method.of voting,thereon, providing that the .fifteen candidates receiv-
ing the highest number of votes shall be dee+lared.-elected. and-shall convene within ten
days thereafter and frame a charter for said City and that within thirty days the reafte
they or a majority of their number shall submit such charter to the City Commission of
said. City, and declaring an emergency ", was introduced-by-Coonse -and read by the City
Clerk.

Section 4.. The City Clerk shall cause to• be printed upon said. ballots the
name of each qualified elector who shall have duly filed his declaration of candidacy
as prescribed in Ordinance No.A -1166. In add.it ion to t -he printed naives of candidates
u -pon said ballots, the Clerk shall also leave blank spaces 'thereon for the writing in
of at least five additional names.

to improve Browne Avenue from. Sixteenth Avenue_ North, to Eighteenth Avenue North, -and
Eighteenth Avenue North from Summitview Avenue to the north line of Nob Hill Home
Acres, in the City. of Yakima,' Washington, by grading and paving the same with a one
course Portland cement concrete paver_nent 24 feet in width, by constructing concrete
curbs along both sides of the pave:-iient on Eighteenth Avenue North, by constructing six
inch vitrified clay pipe sewer connections from the sewers located. on the center lines
of saidnavenues to the curb lines of said avenues,tand by doing all such other. work a.s
may be necessary in connection therewith, all in accordance with plans and specifica;�
tions therefor. to be prepared by the City Engineer.
All persons who may desire to object to said proposed improvement are hereby
notified to: appear. and, present such objecti ins at a meeting of the City Commission to
be held at its offices in the ,City Office Building in the City of Yakima,''dashington,
at the hour of nine o'clock A.IJI., on Tuesday, the 3rd 'day of Septeinber,1929, which
time and place are. hereby fixed for the hearing of all matters relating to said pro-
posed improvement or objections thereto and for determining the method of payment
