RoII CaII Present: Council: Mayor Mary Place, presiding, Council Members Lynn Buchanan, Paul George, Larry Mattson, John Puccinelli, and Bernard Sims Staff: Glenn Rice, Assistant City Manager; Dueane Calvin, Water and Irrigation Manager; Dave Brown, Water and Irrigation Engineer; and City Clerk Roberts Absent: Council Member Clarence Barnett (excused) Consultant: Thomas Coleman, Thomas E. Coleman, P.E., Consulting Services 2. Update of Water System Plan • Remarks made by Dueane Calvin Stating that he was involved in the 1996 Comprehensive Water Plan and worked with that document throughout its life, Mr. Calvin provided information on the major changes or events since the previous update: • Soda ash and fluoride is now added to the drinking water • A Wellhead Protection Plan has been put in place • An irrigation utility was created • Settlement of the Acquavella lawsuit occurred • An Aquifer Storage and Recovery (ASR) test program was developed, however, more work needs to be done • Tri- Government ground water study was initiated • The Yakima Basin Watershed Plan was submitted for approval He elaborated on the importance of the Yakima Basin Water Shed Plan, which is covered in Chapter 3. • • Questions and Answers Mayor Place asked staff to review the population figures in the plan, indicating that she agrees with what Phil Hoge wrote in his letter. Dave Brown spoke about the process they followed to project the population trend, including working with Tom Sellsted and a GIS program, using the State Office of Financial Management information, and discussions about the process with Bruce Benson, City Planner. He commented that this keeps us within our current water rights. All of the comments from the County will be incorporated into the, Plan. Staff is here to answer questions and to see if Council has anything they want included in the Plan. 426 JULY 15, 2003 — ADJOURNED MEETING Mayor Place asked if the 60 -foot deep Raney Well would be considered a ground water right. Mr. Brown responded that it is classified as ground water rights, but we know we are taking river water. We were talking about moving some of the Raney rights to Kissel and some to a new well at Elks Park. We believe those water rights can be transferred as a ground water right. Referencing Map 1 -6, Mayor Place asked if Terrace Heights, Selah, and Nob Hill Water have sufficient water to meet their needs, or will we be called upon to do anything? Mr. Brown answered that they looked at some of the different purveyors. Nob Hill Water is relatively in good shape; Union Gap has drilled a new well; Selah is in good shape, except they need more storage; and Yakima County is in relatively good shape. Discussing the water service to Gleed, Mr. Brown stated that if we were to serve more than the area indicated by the yellow squares on the 1 -6 map, we would take over the water rights for the property being developed or find additional rights. Council Member Puccinelli asked if we would get credit for water that is returned to the river due to the Stormwater regulations, or could we sell that water? Mr. Brown indicated that the answer is "probably not" since we would not increase the flows of the river by doing that. It would soak into the ground and end up in the river anyway. He stated that we may do re -use of water sometime in the future. However, the down side is that people down river are saying that is water that would have been in the river available to them if it had not been re -used. Council briefly discussed: • The Tri County Ground Water Committee • ASR Pilot Study not included in the plan due to its size, but it is discussed in Chapter 4 • Possibly storing water for surrounding purveyors (for a fee) • The population under multi - family subtotal is incorrect • An Executive Summary was considered; however, Mr. Brown responded that this is more of a working plan, which typically does not contain a summary. • Following a suggestion, Dave Brown said he could add some information in the historical section regarding water rights and the Acquavella lawsuit. • Develop a method (suggested: utilize utility statements) to educate citizens about water conservation and mention it in the Plan. Inform citizens about leak detection, the cost of leaky faucets and how to fix one, or a graph that shows water usage, etc. • Impact from the Wapatox closure: will do some fish barrier protection for the Bureau of Reclamation in exchange for help with maintenance • Discussion of the cleaning of fish screen resulted in a request for a tour of the fish screen • Anticipated new rules and regulations: filter backwash recycle flow • Security of the water supply system 2 JULY 15, 2003 — ADJOURNED MEETING 4 2 7 • • Conclusion Dave Brown stated that today `s remarks will be incorporated into the Plan and then will come back to Council for adoption. After adoption by Council, the Plan will be submitted to the State for approval. Council Member George suggested a short preface to incorporate the remarks that Dueane Calvin made at the beginning of the session. 3.
