Moved by Riley, seconded by Washburn that the minutes of the regular meeting of Mon- day, September 25th, 1939 and adjourned meeting thereof be approved as read: carried, Riley, Washburn and Clark voting aye on roll call. Moved by Riley, seconded by Washburn that there is hereby created the office of iden- tification clerk in the Police Department of.the City.of Yakima; said office to take effect October 1st, 1939 and continue during the pleasure of the City Commission: carried, Riley, Washburn and Clark voting aye on roll call. Moved by.Wa.shburn, seconded by Riley that the following payrolls be allowed and the City Clerk authorized to issue warrants as ,follows: Irrigation $149.23; Local Improve- ment District Revolving $310.30 and Water 0780.15: carried, Riley, Washburn and Clark voting aye on roll call. Moved by Clark, seconded by Washburn that the City Engineer having reported the com- pletion of the improvement in Local Improvement District No. 551, providing for the construction of curbs and gutters in Stanley Park and other streets in the City of Yakima; said work is hereby accepted and the City Engineer authorized to prepare an assessment roll for said district and the City 'Clerk instructed to give notice of hear- ing on said roll for Monday, November 6th, 1939 at 10 o'clock A. M: carried, Riley, Washburn and Clark voting aye on roll call. Moved by Riley, seconded by Washburn that this being the time for the hearing on Resolution No. 0-434, providing for the construction of a domestic water system on 20th Avenue and other street.s in the City of Yakima and there being protests intered by owners abutting upon 20th. Avenue in said district; it is ordered that said hearing be continued to Monday, October 16th, 1939 at 10 o'clock A. M: carried., Riley, Wash- burn and Clark voting aye on roll. call. RESOLUTION NO. C -439, BE IT RESOLVED BY THE CITY OF YAKIMA, WASHINGTON: That it is its intention to construct an irrigation system to serve all the lots and tracts of land included within the following district: Beginning at the intersection of Tieton Drive with the west line of the East Half of the East Half of the Northwest Quarter of Section 26, Township 13 North, Range 18 E. W. M.; thence easterly along Tieton Drive to the right of way of the Natchez and Cowychee Ditch; thence following said right of way in a southeasterly, southerly and westerly dir- ection to the said west line of the East Half of the East Half of the Northwest Quar- ter of Section 26, Township 13 North, Range 18 E.W.M.; thence north along said. west line to the point of beginning, said district to include all of the lands lying south of Tieton Drive above the right of way of the Natchez and Cowychee Ditch and within the - present City Limits of Yakima; said improvement to consist of the acquiring of right of way easements, water rights, and the construction of the necessary mains, laterals, service connections and other appurtenances for the purpose of delivering water for irrigation purposes, and to be constructed in full accordance with the plans and specifications to be prepared by the City Engineer and filed with the City Clerk. All persons who may desire to object to said proposed improvement are hereby notified to appear and present such objection, if any, at a meeting of the 'City Com- mission, to be hela at its office.in the City Hall in the City of Yakima, Yakima County Washington, at the hour of ten o'clock A. M., on Monday, the 30th day of October, 1939, which time and place are hereby fixed for the hearing on.all matters relating to the said proposed improvement, or objections thereto, and for determining the method of payment therefor; and the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement. . The cost and expense of said improvement shall be distributed as follows: The labor shall be furnished by the Works Progress Administriation, and the balance of the cost and expense incident thereto shall-be levied and assessed against the property included in the district as is legally and properly assessable therefor, as provided by law and as above described; and the City Engineer is hereby directed to submit to the City Commission at or prior to'the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted.
