Gentlemen: I hereby report that I have tabulated and checked the proposals received De- cember 17, 1934, for furnishing material, consisting of cast iron pipe to be used in the improvement of the municipal water system of the City of Yakima, Washington. Our specifications for this pipe admit alternate proposals upon several kinds of pipe, and the City reserves the right at the time of awarding; contract to reject any and all bids, -to reduce or increase the amount or quantity on all items listed in the proposal. The following is a summary of the bids received together with my recommenda- tion as to the award of contract. In making this recommendation I have kept in mind the fact that the lowest price does not always represent the best proposition. Other things being equal, the lowest price should prevail, but all elements entering into their use and into the maintenance of the water system must be considered. After a careful recheck of the materials required, and after considering the dates of delivery, and the types of material. required, I have arrived at my recommendation as indicated herein: - SUMl1+r.ARY OF BIDS RECEIVED Pacific States Cast Iron Pipe Company $2,163.61) United States Pipe & Foundry Company 1,915.64 United States Pipe & Foundry Co.,(alternate bid) 21115.66 Inland Pipe & Supply Company 2,163.60 R. D. Wood & Company 2,173.72 My recommendation is that the contract be awarded to the Inland Pipe and Sup- ply Company. All said materials to be furnished and delivered and be in _full. accordance with the instructions to Bidders and Specifications therefor prepared by the Water Superintendent and filed with the City Clerk, a copy of said specifications being at- tached to and made a part of said Proposal. Gil- man, Superintendent of Water Department above set forth, bids received on cast iron pipe it is ordered that said recommendation be accepted and the contract be awarded to the Inland Pipe and Supply Co's bid of $2,163.60: carried, Stratton, Washburn and Clark voting aye on roll call. R. & P. $729.75; The City Commission met in regular session, Mayor Stratton and Commissioners Washburn and Clark present on roll call. Moved by Stratton, seconded by Washburn that the minutes of the regular meeting of Mon- day, December 10th, 1 0,34 and adjourned meeting thereof be approved as read: carried, Stratton, Washburn and Clark voting aye on roll call. ORDINANCE NO. B -81, entitled, "AN ORDINANCE authorizing the City of Yakima to enter into a, contract with the Pacific Power &: Light Company, a corporation, to obtain from the latter a permit to construct, mainta.in,.and operate a water main under and across the Pacit'ic Power & Light Company's Fruitvale Canal, along the westerly side of Twenty - third Avenue within the City of Yakima, subject to certain covenants and conditions, and declaring an emergency ", was introduced by Washburn and read by the City Clerk. Moved. by Clark, seconded by Stratton that Ordinance No. B -81 be passed to its second reading and read by title only: carried, Stratton, Washburn and Clark voting aye on roll-call.
