Gentlemen: I hereby report that I have tabulated and checked the proposals received February 20,' 1934, for furnishing materials, consisting of sand, gravel, cement, form lumber, nails, wire, reinforcing steel, copper water stop, concrete pipe, gate valves, Calco gates, and other materials, to be used in the improvement of the municipal water system I RESOLUTION NO. 0-79,'A RESOLUTION authorizing the execution of an agreement between the Northern Pacific Railway Company, and the City of Yakima, Washington, a Municipal Cor- poration, to construct, operate and maintain upon its right of way and beneath its tracks a-thirty inch sewer pipe line along the course described as follows: Crossing the first partie's main line right of way along a line approximately parallel with and distant ten feet, more or less, north, measured at right angles, from the south line of the N.W.i, Sec. 30, Township 13 North, Range 19, E.W..M., in Yakima County, Washington, -at Yakima Station. The rights hereby granted are subject to existing permits granted by said Railway Company along or across the above described premises. NOW, THEREFORE, the Mayor and City Clerk of said -City of Yakima are hereby authorized to execute said agreement on behalf of the City of Yakima and de- liver copies thereof to the said Northern Pacific Railway Company. f ADOPTED by the City Commission this 25th day of February, 1.934. Our specifications for these materials admit alternate proposals upon several kinds of pipe and other various appurtenances and the City reserves the right at the time of awarding contracts to reject any and all bids, to reduce or increase the amount or quan- tity of all items listed in the "proposal, and to award separate contracts to several bidders for the different items. The following is a summary of the bids received together with my recommendation as to the awards of contract. In making these recommendations I have kept in mind the fact that the lowest price does not always represent the best proposition. Other things be- ing equal, the lowest price should prevail, but all elements entering into their use and into the maintenance of the water system must be considered.
