The City Commission met pursuant to adjournment, Mayor Stratton and Commissioner Wash- burn present on roll call, Commissioner Clark absent. ORDINANCE NO. B -61, entitled, "AN ORDINANCE creating a special fund to be known a' "Fifth Avenue Improvement Fund" providing for the use of funds therefor, designating the source of revenue and declaring an emergency ", was introduced by Stratton and read by the City Clerk. Moved by Washburn, seconded by Stratton that Ordinance No. B -61 be passed to its second reading and read by title only: carried, Stratton and Washburn voting aye on roll call, Clark absent. Moved by Washburn, seconded by Stratton that Ordinance No. B -61 be passed to its third reading and read in full: carried, Stratton and Washburn voting aye on roll call, Clark absent.
