The City Commission met in regular session, Mayor Buck and Commissioners Bishop and
Clark present on roll call.
The minutes of the regular meeting of Monday, May 10, 1948 and adjourned meeting there-
for were approved as read.
Moved by Bishop, seconded by Buck that the following payrolls be allowed and the City
Clerk authorized to issue warrants in payment therefor as follows: Sanitation $2236.45;
Parking Meters $411.20; Street $2961.55; Cemetery $672.35; Water $3094 ®901 carried
Buck, Bishop and Clark voting aye on roll call.
Moved by 31shop,.seconded by Buck that claims on the following funds be allowed and
the City Clerk authorized to issue warrants as follows: Current Expense $11,999.48;.
Street $7384.26; Library ,,$519.13; Cemetery 0260.97; Irrigation $460.76; Water $7348.38;.
Cum. Res. (St. Equip.) $4934.59; Gas & Oil 1933.51: carried Buck, Bishop and Clark
voting aye on roll call.
Moved by Bishop, seconded by.-Clark that this being the time for receiving bids for a
Turbine Pump for the Water Department. The following were received; Food Machinery
Co. on.Item 1, $1664.00, Item 2 $3880.00; Rankin Equipment.Co., Item 1 $1875.00 Item 2
$3935.00; Yakima Pump and Plumbing Co. $1914.25, Item 2 $4415.95; Decoto Bros. Item
1, $1748.00, Item 2.$3794.66: The bid of Food Machinery Co. on Item 1, for $1664.00
and Rankin Equipment Co. on Item 2 for $3935.00 was accepted as the lowest and best
bid :_ carried Buck,, Bishop and Clark voting aye on roll call.
Moved by Bishop, seconded by Clark that this being the time-for receiving bids for a
motorcycle with side car for the Police Dept., the following bid.was received and
accepted: E. W. Poulin for a Harley - Davidson, in the total sum of $1056.17: carried
Buck, Bishop and Clark voting aye on roll call.
Moved by Buck, seconded by Bishop that the 'City Engineer be instructed to submit a
report on the resurfacing of Naches Avenue and South 11th Avenue, together with the-
estimated cost; this work to be financed through an L.I.D. but ,with a contribution
from the Street Fund in the amount of 25%: carried Buck, Bishop and Clark voting aye
on roll call.
Moved by Buck, seconded by Clark that the City Engineer be instructed to figure the
preliminary assessment on the Englewood Sewer District on the following basis: 582
of the cost of the main sewer to be advanced by the City and later charged against
adjoining property when said property is connected to the sewer; the balance of the
cost to be, assessed to the property to be immediately served: carried Buck, Bishop
and Clark voting aye on roll.call.
ORDINANCE NO: B -873, authorizing the purchase of equipment not budgeted and declaring
an emergency.
Moved by Bishop, seconded by Clark that Ordinance No. B -873 authorizing the purchase of
a station wagon for the Engineers be passed as read: carried Buck, Bishop and Clark
voting aye on roll call.
ORDINANCE NO. B -874, authorizing the purchase of supplies and equipment, and the ex-
penditure of funds not budgeted and declaring an emergency.
Moved by Bishop, seconded by Clark that Ordinance No. B -874 providing for the expendi-
ture - of $27,431.88 for a traffic control system, and $5000.00 for repairs and main-
tenance on the existing traffic control system be passed as read: carried Buck, Bishop
and (Clark voting aye on roll call.
ORDINANCE NO. B -875, regulating the sale of goods, wares, merchandise and services on
the streets and sidewalks; prohibiting peddling from house to house in the City of
Yakima; regulating religious solicitation; providing a penalty for violation; repealing
Section 1 (r) of Ordinance No. B -86, Section 13 of Ordinance No. A -152, Ordinance No.
A -4669 Ordinance No. B -650 and Ordinance No. B -785 of the City of Yakima, and all
other ordinances or parts of ordinances in conflict herewith.
Moved by Buck, seconded by Bishop that Ordinance No. B -875 regulating the sale of
goods, wares, merchandise and services, etc. be passed as read: carried Buck and
Bishop voting aye on roll call. Clark voting no.
RESOLUTION NO. C -782, BE IT RESOLVED BY THE CITY COMMISSION OF THE 'CITY OF YAKIMA, WN:
That it is its intention to improve the lots and tracts of land
included within the following described district by constructing pipe sewers with the
necessary wye branches, manholes, flush tanks and water connections therefor, all of
said improvements to be constructed in full accordance with the plans and specifications
to be prepared by the City Engineer and filed with the ''City Clerk.
The district to be served by and specially benefited by and as-
sessed for the above described improvement is situate within the rCity of Yakima, Yakima
County, Washington, and is bounded as follows:
Beginning at the intersection of Jerome Avenue
and Sixth Avenue North; thence north along Sixth
Avenue North to Fruitvale Boulevard; thence west-
erly along Fruitvale Boulevard to Sixteenth Avenue
North; thence southerly along Sixteenth Avenue
North to the extension of Jerome Avenue; thence
easterly along the extension of Jerome Avenue
and Jerome Avenue to the point of beginning.
All persons who may desire to object to said proposed improve-
ment are hereby notified to_appear and present such objection, if any, at a meeting
of the City Commission to be held at its. office in the City Hall in the 'City of
Yakima, Yakima County, Washington, at the hour of 10 o'clock A.M., on: Monday, the

14th day of June, 1948, which time and place are hereby fixed for the hearing of all
matters relating to said proposed improvement or objections thereto, and for determin-
ing the method of payment for said improvement; and the City Clerk is hereby directed
to give due notice of said hearing and of the intention to make the aforesaid improve-
ment,
The cost and expense of said improvement, including the cost of
acquiring right of way easements, engineering, surveying,advertising, publication of
notices, and all other expenses incident thereto, shall be borne by and assessed
against all of the property legally and properly assessable therefor as provided by
law and as above described; and the :City Engineer is hereby directed to submit to the
City Commission at or prior to the date fixed herein for said hearing., all of the
data and other information required by law to be by him submitted.
ADOPTED BY THE CITY COMMISSION this 17th day of May, 1948.

RESOLUTION N0. C -783, BE IT RESOLVED BY THE CITY COMMISSION OF THE 'CITY-OF YAKIMA, WN:

Yakima County, Washington, at the hour of 10 01 clock A.M., on Monday, the 21st day of
June, 1948, which time and place are hereby fixed for the hearing of all matters re-

due notice of said hearing and of the intention to make the aforesaid improvement.
The cost and expense of said improvement including the cost of

which will be paid by the City of Yakima shall be borne by and assessed against all
of the property legally and properly assessable-therefor-as provided-by law and as

mission at or prior to the date fixed herein for said hearing, all of the data and
other information required by law to be by him submitted.
