The minutes of the regular meeting of Monday, April 26, 1948 be approved as read. Moved by Bishop, seconded by Buck that the payrolls for April, 1948, be allowed and the ,City Clerk authorized warrants in payment therefore as follows: Various Dept. $6,201.93 Fire Dept. $13,415.00; Police Dept. $12,245.00; Engineering ;$3,335.31; Library $1,940.20 F.R. & P. $1,997.30; P.R. &.P. $310.00; Cemetery $230.00; Street $404.50; Water ¢$8687.00 carried Buck, Bishop and Clark voting aye on roll call. Moved by Bishop, seconded by Buck that the following payrolls be allowed and the City Clerk authorized to issue warrants as follows: Sanitation Dept. $2,503.60; Parking Meters $558.30; Garage $48.40; Electrical $12.10; Street $3105.15; Irrigation $35.20; Water $3,123.98: carried Buck, Bishop and Clark voting aye on moll call. Moved by Clark, seconded by Buck that the.City Engineer having reported on the comple- tion of the improvement in L.I.D. No. 632, being a sewer system on Viola Avenue and other streets in the City of Yakima, said work is hereby accepted: carried Buck, Bishop and Clark voting aye on roll call. Moved by Clark, seconded by Bishop that the City Engineer having reported the completion of the improvement in L.I.D. No. 630 being a sewer system for the North First Street } Sewer, said work is hereby accepted: carried Buck, Bishop and Clark voting aye on roll call. Moved by Clark, seconded by Bishop that the City Engineer having filed with the City Clerk the assessment roll in L.I.D. No. 588, for the construction of a domestic water system, known as the 11th Ave. South System; said clerk is hereby instructed to give notice of hearing on said assessment roll for Tuesday, June 1, 1948 at 10 o'clock A.M: �. carried Buck, Bishop and Clark voting aye on roll call. Moved by Clark, seconded by Buck that the 'City Engineer having filed with the City Clerk the assessment roll for the construction of a domestic water system in L.I.D. No. 604, known as the Broadway Park 10uater District No. 3, said clerk is hereby instructed to give notice of hearing on said roll for Tuesday, June 1, 1948, at 10 o'clock A.M: carried Buck, Bishop and Clark voting aye on roll call. Moved by Bishop, seconded by Buck that the City proceed to obtain an option on the land now being used for well drilling test: carried Buck and Bishop voting aye on roll call. Clark not voting. bloved by Bishop, seconded by Buck that the City Commission accept the recommendation of the Planning Board to rezone 30th Avenue f rom-a "B" District to "C" District: carried Buck and Bishop voting aye on roll call. Moved by Buck, seconded by Bishop that Ordinance No. B -869 authorizing the purchase of equipment not budgeted and declaring an emergency, be finally passed as read: carried Buck, Bishop and Clark voting aye on roll call. ORDINANCE NO. B -869, authorizing the purchase of equipment not budgeted and declaring an emergency. RESOLUTION NO. C -779, WHEREAS, the City Commission considers it to be for the best interests of the {City of Yakima to purchase the property hereinafter described for future use for city hall purposes or such other purposes as the 'City may desire, and WHEREAS the owners of .record of said property offered to sell the same to the City of Yakima for the sum of $39,500.00 plus pro rata taxes from July 15,'1948, to December 31, 1948, in the sum of $87.94 and it appearing that said price is the present fair and reasonable market value -of said property. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF YAKIMA, WASHINGTON. That it purchase from J. B. Garras and Alvilda Garras, husband and wife, and B. J. Garras, • a bachelor, the following described property situate in Yakima County, Washington, to -wit: Lots 23 and 24, Block 49, 'Town of North Yakima .(now Yakima, Washington) according to the of- ficial plat thereof on file and of record in the office of the auditor of Yakima County, Washington, said purchase to be for the price of $39,500.00 plus pro rata taxes as above mentioned in the sum of ,$87.94 and the City Clerk is hereby authorized and directed to draw a warrant upon the proper fund of -the City of Yakima to the order of said J. B. Garras and wife and B. J. Garras in the said sum of 4$39,587.94 upon their execution and de- livery to the (City of a good and sufficient warranty deed to said premises accompanied by a policy.of title insurance showing marketable title to said premises and the City of Yakima. day of May, 1948. C -780, BE IT RESOLVED BY THE CITY 'COMMISSION OF THE CITY OF YAKIMA, WASH That it is its intention to improve the alleys extending from Bell ,Street to Division Street,.between Fifteenth Avenue South and Seventeenth Avenue South and the alley extending from west Walnut Street to L,Jest Spruce Street, between Seventh Avenue South and Eighth Avenue South, by paving the same with asphaltic concrete placed on a gravel base, all of said improvements to be constructed in full accordance with the plans and specifications to be prepared by.the City Engineer and filed with the City Clerk. The district to be served by and assessed for the above described improvements is described as follows, to -wit: Lots 1 to 24 inclusive of Block 11 Elliott Heights Addition; Lots.l to 24 inclusive of Block 33 Loma Vista Addition and Lots 1 to 16 inclusive of Block 333, 'Capitol Addition to Yakima, Washington. All persons who may desire to object to said proposed improvement are hereby notified to appear and present such objection, if any, at a meeting of the City Commission to be held at its office in the City Hall in the 'City of Yakima, Yakima County, Washington, at -the hour of 10 o'clock A.M. on Monday the 24th day of May, 1948, which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto, and for determining the method of payment for said improvement; and the City .Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement. The costs and expenses of said improvement, including the cost of acquiring right of way easements, engineering, surveying, advertising, publiction of notices, and'all other expenses incident thereto, shall be borne by and assessed against all of the property legally and properly assessable therefor as provided by law and as above described; and the ;City Engineer is hereby directed to submit to the City Commis- sion at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted.
