The City Commission met in regular session, Mayor Buck and 'Commissioners Clark and
Bishop present on roll call.
The minutes of the regular meeting of Monday, January 19, 1948, be approved as read:
Moved by Bishop, seconded by Buck that claims be allowed on -the following funds and
the City (Clerk instructed to issue warrants as follows: C. E. $4344.68; Street $1491.51
Library $1129.04; Cemetery $52.51; L.I.D. No. 621 - 28.70; Irrigation $3605.91 and
Water $724.72: carried Buck,. Bishop _a -nd (Clark voting-aye on roll call."
Moved by Bishop, seconded'by Buck that the following payrolls be allowed and the City
Clerk authorized to issue warrants as follows: Fire Dept. $177.42; Electrical Dept.
$149.11• (Cemetery $514.80; Street $3027.55; Sanitation $2226.90; Parking Meters $247.50;
Garage 105.60 and Water $2069.65: carried Buck, Bishop and (Clark voting aye on roll
call.
Moved by Bishop, seconded by Buck that this being the time for receiving bids on two
chapel tents for --the ;Cemetery and the bid of Steril Mfg. (Co. in the sum of $296.00 and
$233.00 respectively, being the lowest and best bid,said bi.d was awarded to said Co.:
carried Buck, Bishop and Clark voting aye on roll call.
Moved by Clark, seconded by Bishop that this being the time for receiving bids on the
West Side Storm Drain, the following were received, read by the City Clerk and referred
to the City Engineer fort abulation: State Construction Co. $35,403.00; H. Halvorson,
Inc. $42,887.35; Gallagher & Brandt $39,855.35; Harold E. Olds $49,119.17; J.M. DeBlasio
`42,895.05: T he.bid of the State Construction !Co., being the lowest and best bid, said
contract was awarded to it and the Mayor and City Clerk authorized to enter into a
contract on behalf of the City of Yakima upon the filing of the proper bond: carried
Buck, Bishop and Clark voting aye on roll call.
Moved by {Clark, seconded by Bishop that this being the time for-receiving bids for the
construction of a storm drain in Modern Addition,the following bids were received and
referred to the City Engineer for tabulation: State Construction Co. $42,289.90;
Gallagher and Brandt $45,909.38: The bid of the State Construction Co. being the low-
est and best bid, said contract was awarded tothem and the Mayor and City !Clerk author-
ized to enter into a contract on- behalf of the City of Yakima upon the filing of the
proper bonds carried Buck, Bishop and (Clark voting aye on roll call.
RESOLUTION NO. (C -771, WHEREAS, the 'City Commission has heretofore decided to construct
a pipe drain beginning at Jerome Avenue, 497 feet East of Lewis Avenue, thence South
to Fairbanks Avenue'in accordance with plans and specifications to be prepared by the
City Engineer, -and
WHEREAS, it 'is necessary for the protection of the public
streets and for the--property in said area that said drain be constructed as soon as
possible and that time does not permit the advertising of said work for bids for the
time required by the City Charter, said work to be done by contract the cost of which
will exceed $1000.00.
NOW, THEREFORE, BE IT RESOLVED BY THE (CITY (COM1IVISSION OF YAKIMA,
WASHINGTON:
That an emergency exists with reference to the construction of
said pipe drain, and that the ,City Engineer be and he hereby is authorized to proceed
with the construction thereof without the necessity of first advertising for bids as
provided by the<<City Charter,
day of January, 1948.

carried Buck, Bishop and (Clark voting aye on roll call.
01-MINANCE NO. B -849, fixing the time of delinquency of installments of assessments
levied for the payment of the cost of the improvement in Local Improvement District No.
631, and providing for the method of payment of the unpaid portion thereof.
Moved by Buck, seconded by Clark that Ordinance No. B -849 be passed as read: carried
Buck, Bishop and Clark voting aye on roll call.
Moved by Buck, seconded by Bishop that we do now adjourn: carried Buck, Bishop and
Clark voting aye on roll call..
