The minutes of the regular meeting of Monday, December 8, 1947, were approved as read: Moved by Bishop, seconded by Buck that the following payrolls be allowed and the City Clerk authorized to issue warrants as follows: Street Dept. $2951.20; Parking Meters $283.55; Water $2360.80; Cemetery $445.40; Garage $100.80; Electrical $86.63; Sanitation 1998.40; 'carried Buck, Bishop and Clark voting aye on roll call. Moved by Buck, seconded by Bishop that the hearing on the petition of W. W. Nettleship for permission to change a Class "B" residential District to a business district be continued to Friday, December 19, 1947, at 10 o'clock A.M: carried Buck, Bishop and Clark voting aye on roll call. Moved by Bishop, seconded by Buck that _this being the Traffic Control System, the following were submitted: Mackey Electric Co. $29,203.00; Yakima Electric Co. $31,210.00 and an alternation bid of $30,368.00. The the lowest and best bid, said contract was awarded to Clark voting aye on roll call. time for receiving bids on the Best Electric (Co. $27,211.88; 29,627.95; Estep Electric Co. bid of Best Electric Co. being its carried Buck, Bishop and Moved by Clark, seconded by Buck that this being the time for receiving bids for the construction of a sewer system on the 27th Avenue Sewer District, the following were submitted: Gallagher and Brandt $2994.92; Fannan Constructionico. $2786.25; H. Halvor- son Inc. $2593.66; State Construction Co. $2518.75; The bid of the State Construction Co. was accepted as the lowest and best bid and the Mayor and City Clerk authorized to enter into a contract on behalf of the City upon the filing of the proper bond as pro- vided by law: carried Buck, Bishop and :Clark voting aye on roll call. RESOLUTION NO. C-7642 WHEREAS, the Water Department of the .City of Yakima is, and will continue to be for an indefinite.period, in need of water meter covers, and due to the unsettled condition of the market it is impossible to secure bids under terms as favor- able as can be secured in the open market; and WHEREAS, the Engineering Department requires the purchase by the City of an engineer's transit, and it is impossible to secure bids under terms as favorable as can be secured in the open.market; and WHEREAS, the Sanitation Department requires that a steel garbage body and hoist be installed on a 'truck used in t1m collection of garbage for the 'City of Yakima, and it is impossible to secure bids under terms as favorable as can be se- cured in the open market; and WHEREAS, it appears to be to the best interests of the (City to authorize said purchases without receiving competitive bids, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION of Yakima, Washington, that an emergency exists with reference to the above - mentioned purchases, and therefore the purchasing agent of the City be and he is hereby authorized to pur- chase in the open market (1) For the Water Department, water meter covers in the approx- imate amount of 1100.00, (2) For the Engineering Department, one engineerts transit, in the approximate amount of $600.00, (3) For the Sanitation Department, one steel garbage body and hoist, in the approximate amount of $950.00. day of December, 19479 ATTEST: PEARL BEN,TAMIN !City Clerk ADOPTED THE THE CITY COMMISSION, signed and approved this 15th ( SEAL) N. B -837, fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 610, and providing for the method of payment of the unpaid portion thereof. Moved by Clark, seconded by Bishop that Ordinance No. B -837 be passed as read: carried Buck, Bishop and Clark voting aye on roll call. ORDINANCE NO. B -838, fixing the time of delinquency of installments:of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 614, and providing for the method of payment of the unpaid portion thereoft Moved by Clark, seconded by Bishop that Ordinance No. B -838 be passed as read: carried Buck, Bishop and Clark voting aye on roll call. ORDINANCE NO. B -839, fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 615, and providing for the method of payment of the unpaid portion thereof. B -840, fixing the time of delinquency of installments of assessments levied for the payment of the cost of.the improvement in Local Improvement District No. 619, and providing for the method of payment of the unpaid portion thereof. Moved by Clark, seconded by Bishop that Ordinance No. B -840 be passed as read: carried Buck, Bishop and Clark voting aye on roll call. ORDINANCE NO. B -841, fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 620, and providing for the method of payment of the unpaid portion thereof. Moved by Clark, seconded by Bishop that Ordinance No. B -841 be passed as read: carried Buck, Bishop and Clark voting aye on roll call. ADJOURNED MEETING, FRIDAY, DECEMBER 19, 1947 Moved by Buck, seconded by Bishop that the City Commission hereby accept the recommend- ation of the Planning 'Commission as set forth in its letter of December 15, 1947, re- lative to changing the zoning ordinance to include areas in the vicinity of North 5th Avenue and North Avenue, and that the City Engineer and ,City Attorney be instructed to prepare the necessary map and ordinance therefor: carried Buck, Bishop and Clark voting aye on roll call.
