Moved by Buck, seconded by Bishop that the.minutes of the regular meeting of Monday, October 6, 1947, and adjourned meeting thereof.be approved as read: carried Buck, Bishop and Clark voting aye on' roll call. Moved by Bishop, seconded by Clark that this -being the time for receiving bids :for paving the alley in Block Three Heerman's Addition, L.I.D. No. 635, and the bid of the Columbia Asphalt and Paving Co. in the sum of $799.00 being the only one received; It is ordered that said award be made to them and the Mayor and City Clerk are hereby authorized to enter into a contract for the doing of said work upon filing of the proper bond as required by law: carried Buck, Bishop and Clark voting aye on roll call. RESOLUTION NO. C -754, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WN: That it is its intention to improve Queen Avenue from Hamm Ave- nue to Viola Avenue by constructing concrete curbs and gutters, all of said improve- ment to be constructed in full accordance with the plans and specifications to be pre- pared by the :City :Engineer and filed with the City Clerk. The district to be served by and assessed for the above described improvement is situate in Yakima County, Washington and described as follows, to -wit: Beginning at the intersection of the west line of Queen Avenue and the north line of Viola Avenue, a distance of 136 feet, thence northerly parallel. with the west line of Queen Avenue to Hamm Avenue; ;-thence easterly along Hamm Avenue to a point 136 feet east of the east line of Queen Avenue; thence southerly and parallel with Queen Avenue to the northerly line of Viola Avenue; thence westerly along said northerly line to point of beginning. All Persons who may desire to object to said proposed improve- ment are hereby notified to appear and present such objections, if any, at a meeting of the (City Commission to be held at its office in the (City Hall in the City of Yakima, Yakima County, . Washington, at the hour of 10 b1 clock A. M., on Monday the 10th day of November, 1947, which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto, and for determining the method of payment for said improvement; and the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement. The cost. and expense of said improvement, including the cost of acquiring right of way easements, engineering, surveying, advertising, publication of notices, and all other expenses incident thereto, shall be borne by and assessed against all of the property legally and properly assessable therefor as provided by law and as'above described; and the city Engineer is hereby directed to submit-to the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him-submitted. , ADOPTED BY THE CITY COMMISSION this 14th day of October, 1947. RESOLUTION NO -. {C -7551 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WN: That it is its intention to improve property in the (City'of Yakima by installing a Sewage Lift Pump and by constructing a pipe sewer with the nec- essary wye branches, manholes, flush tanks and the water connections therefor, all of said improvement to be constructed in full accordance with the plans and specifications to be prepared by the City Engineer and filed with the City Clerk. The district to be served by and assessed for the above des- cribed improvement is situate in Yakima County, Washington and described as follows, to -wit: Beginning at the intersection of Nob Hill Boule- vard and South Grandview Avenue; thence southerly along South Grandview Avenue a distance of 660 feet; thence easterly and parallel with South Nob Hill Boulevard a distance. of 332.2 feet to the center line of 31st Avenue South; thence northerly along'31st Avenue South to Nob Hill Boulevard; thence westerly along Nob Hill Boulevard to the point of beginning; said district being otherwise described as the West -Half of the Northwest quarter of the Northwest quarter of the southwest quarter of Section Twenty -six (26), Township Thirteen (13) North, Range 18 E. BUCK Mayor Moved by 'Clark, seconded, by Buck that Resolution No. C -756 be adopted as read: carried Buck, Bishop and Clark voting aye on roll call. RESOLUTION NO. (C -757, RESOLUTION authorizing investment of funds. WHEREAS the 'City of Yakima has on hand certain monies in inactive and in other funds in- excess of the current needs of the City; AND WHEREAS certain United States Savings Bonds, Series F, are available for investment, and the Finance (Committee of the City of Yakima has given its approval to the investment of such funds in the said bonds; NOW, THEREFORE, in pursuance to Chapter 92 of the Session Laws of 1943 of the State of Washington, it is hereby resolved by the City :Commission of Yakima that the purchase of not to exceed $100,000.00 in bonds as above described be and it is hereby authorized, the said investment to be from such funds as above mentioned as shall be authorized from time to time by the Finance Committee of the City of Yakima. BUCK (city Clerk Mayor Moved by Bishop, seconded by Buck that Resolution No. 'C -757 be adopted as read: carried Buck, Bishop and Clark voting aye on roll call. This being the time for- the hearing on Resolution No. jC -748, to grade, surface, and construct concrete curbs and gutters on Tieton Drive from 27th Ave- nue South to 34th Avenue South, and other sect -ions. Paul.D. Lightfoot appeared on be- half of himself and 14 other property owners and filed a remonstrance against the adop- tion of said improvement. A number of other property owners appeared and a general dis- cussion was had. After explanation as to the method of assessment, Mr. T.Aghtfoot ann- ounced that he believed the remonstrance had been signed under misapprehension and he expressed the opinion that the remonstrance could be ignored. It was the consensus among the audience and the commission that the program be changed to eliminate the sur- facing and to confine the work to concrete curbs, gutters and ballasting and the city attorney was instructed to amend the proposed ordinance accordingly. B -817, providing for the improvement of property in the ,City of Yakima, Washington by the construction of concrete curbs and gutters; establishing a Local Im- provement District, providing for the method of payment therefor and creating a special fund. Moved by Clark, seconded by Bishop that Ordinance No. B -817 be passed as read: carried Buck, Bishop and 'Clark voting aye on roll call. Moved by Clark, seconded by Bishop that the City Clerk is hereby instructed to give notice to contractors for the construction of curbs and gutters and ballasting in L.I. D. No. 635. Said bids to be received on Monday, November 3, 1947, at 10 o'clock A.Ms carried Buck, Bishop and Clark voting aye on roll call.
