T,Zoved<by Bishop, seconded by Buck that the following report of the Investment Committee relative to investments made by City Treasurer be accepted and approved: City Commission, Yakima, Washington. Gentlemen: For your information, the following investments were purchased during the month of July: Cumulative Reserve for Municipal Purposes: Yakima L.I.D. 610 $ 531.98 Warrants #3850 to 3860 incl. Yakima L.I.D. 611 223.25 Warrant #3848 Yakima L.I.D. 614 708.01 Warrants #3861 to 3874 incl. Yakima L. I. D.'615 1, 430.33 Warrants #3875 to 3893 incl. Yakima L. I. Moved by Clark, seconded by Bishop that on account of the annexation of the property north of Summitview Avenue from 28th Avenue North to 35th Avenue North and extending to the north side of Lincoln A venue, a new precinct is hereby added to the City of Yakima to be known and designated as Precinct No. 46, and the City ,Clerk is hereby authorized and directed to transfer all voters formerly living on the north side of Summitview Avenue north to Lincoln Avenue in Precinct No. 38 to said Precinct No. 46, as provided by law: carried Buck, Bishop and Clark voting aye on roll call. Moved by Bishop, seconded by Buck that this being the time for receiving bids on twenty tires for the Garage Department, and the bid of Tire Sales and Service being the sum of $47.65 for sixteen tires and $56.85 for four tires, plus two per cent discount, being the lowest and best bid received: It is ordered that said bid be accepted: carried Buck, Bishop and Clark voting aye on roll call. Moved by Clark, seconded by Bishop that this being the time for receiving bids for the purchase of a crusher owned by the .City of Yakima, and the bid of the Riverside Sand and Gravel Co. whereby they propose to furnish 1000 cubic yards of 5/8" minus crushed rock at their bunker plant for the sum of $1.35 per yard being the only offer for said crusher received: It is ordered that their proposition above set forth be accepted: carried, Buck, Bishop and Clark voting aye on roll call. Moved by Clark, seconded by Bishop that the ,City Engineer having reported the completion of the track removal job by the contractor, Chris Yonlick, in the sum of $24,949.69, said work is hereby accepted: carried Buck and Bishop voting aye on.roll call, "'Clark not voting. Moved by Clark, seconded by Bishop that the City Engineer having filed an assessment roll in L.I.D. No. 611, providing for the construction of a Curb and Gutter District, said roll is hereby accepted and the .City Clerk instructed to give Notice of Hearing on said roll for Monday, August 25, 1947, at 10 o'clock A.M: carried Buck, Bishop and .!Clark voting aye on roll call.. Moved by Bishop, seconded by Buck that the City Engineer having reported the completion of the construction of the Hanratty Drive Curb and Gutter District, being L.I.D. No. 623 and that the same is ready for acceptance: -It is ordered that said work be accepted subject to corrections or any defects appearing within 30 days : carried Buck and Bishop voting.; aye on roll call, Clark not voting. Moved by Buck, seconded by Bishop that the City Engineer having reported the completion of the construction of a sewer system on Cornell Avenue, being L.I.D. No. 617: It is ordered that said work be accepted, subject to any corrections or defects which may appear within 30 days: carried Buck and Bishop voting aye on roll call, Clark not vot- ing. F, 548 August 4, 1947 ORDINANCE NO. B -797, authorizing the purchase of equipment not budgeted, and declaring an emergency. Moved by !Clark,, seconded by Bishop that Ordinance No. B -797 be passed as read: carried -- Buck, Bishop and Clark voting aye on roll call. ORDINANCE NO. B -798, .fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 6079 and providing for the issuance of bonds with coupons attached 'for the payment of the unpaid portion thereof. Moved by Clark, seconded by Buck that Ordinance No. B -798 be passed as read: carried Buck, Bishop and Clark voting aye on roll call. ORDINANCE .NO. B -799, fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 609, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. C -742, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKTMA, WASH: That it is its intention to improve the Pots and tracts of land included within the following described °district by constructing pipe - sewers with the necessary wye branches, manholes, flush tanks and water connections therefor, all of said improvements to be-constructed in full accordance with the plans and specifications to be prepared by the City Engineer and-filed with the City Clerk. The district to be served by and specially benefited by and as- sessed for the above..described improvement is situate within the City of Yakima, Yakima County, Washington, and-is bounded as follows: Beginning at the intersection of West Lenox Avenue with the easterly line of Terminal Addition; thence southerly along said easterly line and the easterly line of Edwards Addition to Viola Avenue; thence westerly along Viola Avenue to Fourth Avenue South; thence southerly along Fourth.Avenue South to Logan Avenue; thence westerly along Logan Avenue to Fifth Avenue South; thence northerly along Fifth Avenue South to Viola Avenue; thence westerly along Viola Avenue to Cornell Avenue; thence northerly along Cornell Avenue to West Lenox Avenue; thence easterly along West Lenox Avenue to the point of beginning. All persons who may desire to object to said proposed improvement are hereby notified to appear and present such objection, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10 otclock A.M., on Tuesday, the 2nd day of September, 1947, which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto, and for determining the method of pay- ment for said improvement; and the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement. -The cost and expense of said improvement, including the cost of acquiring right of way easements, engineering, surveying, advertising, publication of notices, and all other expenses incident thereto, shall be borne by and assessed. against all of the property legally and properly assessable therefor as provided by law and as above described; and the City Engineer is hereby directed to submit to the City Comm- ission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted. C -743, WHEREAS the City Commission of the City of Yakima, Washington, after due consideration, deem it advisable to establish in conjunction with Yakima County a "Public Health Pooling Fund" pursuant to .Chapter 190 of the Session Laws of 1943, as amended by Chapter 46 of the Session Laws of 1945 and in order to obtain more efficient management and control of all moneys coming to said City for public health, purposes. NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Commission of the 'City of Yakima, Washington, that the City shall Join with Yakima County in the est- ablishment of a public health pooling fund for said City and {County, the same to be administered in the manner provided by the aforementioned laws of the State of Washingto . 'C -744, WHEREAS, the ;City of Yakima is the owner of certain street light- ing standards now being removed and replaced by a new street lighting system, And 1%1HEREAS, the Metropolitan Park District of Yakima, Washington has need for all, or part of, said old lighting standards and fixtures, and the City Commission deeming it advisable and for the best interests of the citizens of the 'City of Yakima that said old street lighting standards be donated to said Metropolitan Park District, now, therefore, BE IT RESOLVED BY THE !CI'T'Y COMMISSION OF THE CITY OF YAKIMA: That all of the old street lighting standards and fixtures, or so many thereof as may be needed, be donated to the Metropolitan Park District of Yakima, Washington, for such use in the public parks and play grounds within said Metropolitan Park District as the Commissioners thereof may require.
