Moved.by Buck, seconded by Bishop that the minutes of the regular meeting of Monday, March .3rd,, 1947 be approved as read: carried, Buck and Bishop voting aye on roll call, Clark ,absent . Moved by Bishop, seconded by Buck that the following payrolls be allowed and the City Clerk - instructed to issue.warrants as follows,: Health Department $76.21; Street Depart- ment $2,194.45; Sanitation Department $'..670,20; Cemetery $416.40; Parking Meters $220.5 carried, Buck and Bishop voting aye on roll call, Clark. absent. RESOLUTION NO. C -715, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WASH That it is its intention to improve the south side of Summitview Avenue of .Yakima, Washington .from 25th Avenut North to a point 94 feet east of 24th Avenue North by constructing a Portland - Cement concrete sidewalk five feet in width, ae= cording to plans and specifications to be prepared by the City Engineer and filed with the City Clerk. The district to be served and specially benefited by the assessed for the above described improvement is situate in the City of Yakima, Yakima County,, Wash- ington and described as follows, to -wit: Lots 5 and 6, Block 2 of First Nob Hill Addition, and -- Lots 1,. 29 3, 22, 23 and 24, Block 1, of Altadena Park. All persons who may desire to object to said proposed improvement are hereby notified to appear and present such objections, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima,, Yakima County, Washington, at the hour of 10 o'clock A,M,, on Monday, the 7th day of April, 1947, which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto., and for determining the method of pay- ment for said improvement; and the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement. The cost and expense of,said improvement, including the cost of acquiring right.of way easements, engineering, surveying, advertising, publication of notices, and all othereexpenses incident--thereto, shall -be borne by and assessed against all of the property legally and properly assessable therefor as provided by law and as above described; and the City Engineer is hereby directed to submit to the City Commis- sion at or- prior to the date fixed herein for said hearing, all of the data and other information required by iw to ,be by him submitted. RESOLUTION N0, C -716, BE IT RESOLVED BY THE CITY COMrIISSIOIv OF THE CITY OF YAKIMA. WA That it is its intention to construct an irrigation system to serve the following described property situate in the City of Yakima, Yakima County, Washington, to -wit: Beginning at the intersection of Summitview Avenue and the westerly City Limits of the City of Yakima; thence northerly following said City Limits to Lincoln Avenue; thence easterly along.Lincoln Avenue to 35th Avenue North; thence southerly along 35th Avenue North to Summitview Avenue; thence westerly along Summitview Avenue to the point of beginning. Also Lots 4, 5 and 6 of Gouldfs Acre Tracts; Lots 8, 9, 10 and 11 of Nagle's Half Acre Tracts; Lots 13, 14 and 15 of Glenn Acres. said improvement to consist of the installation of necessary laterals, service connec- tions and other appurtenances for the purpose of delivering water for irrigation purpose to each lot and tract of land within the proposed district described above and to be constructed in full accordance with the plans and specifications to be prepared by the City Engineer and filed with the City Clerk.;. RESOLUTION NO, C -717, BE IT RESOLVED. BY THE "CITY COMMMISSION OF THE CITY OF YAKIMA, WASH.: That it is its intention to improve the lots and tracts of land included within the following described district by the construction of a pipe line with the necessary manholes, inlets and other appurtenances for the purpose of eliminating the surface ,water from said property, all of said improvements to be constructed in accordance�:nArith the plans and specifications-to be prepared by the City Engineer and filed with the City Clerk. The district to be served and specially benefited by and assessed for the above described improvement is situate in the City of Yakima, Yakima County, Washington, and is bounded as follows: Beginning 209 feet east of the northwest corner of the northeast quarter of the northeast quarter of Section 19, Township 13 North, Range 19 E.W.M., thence south 209 feet; thence east-173 feet; thence south to a point 130 feet north of the north line of East Yakima Avenue; thence northeasterly and parallel with said north line to a point 250 feet east of the easterly line of Lot 2 of Larrison ►s Addition; thence south 69071 East 130 feet to the north line of East Yakima Avenue; thence northeasterly along said north line to a point 140 feet east of the east line of North 11th Street; thence north and parallel with said east line to the center line of East A Street; thence westerly along said centerline of East A Street a distance of 40 feet; thence north to the north line of the south half of the south half of the south half of the southeast quarter of the southeast quarter of Section 18, Township .13 North, Range 19 E.W.M., thence westerly along said north line a distance of 280 feet; thence south 165 feet to the center line of East A Street; thence westerly along said center-'?..line to the point of beginning. ADJOURNED MEETING, THURSDAY, MARCH 13, 1947, 10 A.M. The City Commission met pursuant to adjournment, Mayor Buck and Commissioner Bishop present on roll call, Clark absent. Moved by Buck, seconded by Bishop that Yakima Valley Transportation Company having here- tofore, requested in writing, for permission to relocate its tracks as now situated on South 2nd Street between West Walnut and West Spruce Streets, and it further appearing that said relocation of said tracks is for the best interests of the City of Yakima; it is ordered that Ordinance No. B -765 granting permission to relocate said tracks be passe as read: carried, Buck and.Bishop voting aye on roll call, Clark absent. ORDINANCE NO. B -765, AN ORDINANCE - Granting to Barnes Grain and Feed Company permission to construct, maintain and operate a railway spur track across South Second Avenue between West Walnut Street and West Spruce Street within the City of Yakima. Moved by Buck, seconded by Bishop that Ordinance No. B -765 be passed as read carried, Buck and Bishop voting aye on roll call, Clark absent. NOW THEREFORE, BE IT RESOLVED BY the City Commission of Yakima tha it hereby undertakes to regulate by suitable ordinance the said streets as above indicat ed as to parking; and the Commission hereby agrees that at the proper time and immediate ly subsequent to the improvement of said First Street, that it will enact an ordinance prohibiting parking of vehicles on both sides of the street within the limits of the channelized area, the limits of said "No Parking" area to be as follows, to -wit: 3 OF RESOLUTION NO. C -7189 WHEREAS the City of Yakima through its commission has undertaken to bear a part of the expense for the resurfacing of First Street in the City of Yakima and the United States Public Roads Administration is bearing a part of the cost of such improvement, and it is one of the requirements of the United States Public Roads Admin- istratibn:-ythat First Street where the parking of automobiles should be prohibited on those portions of Sout channelization is to be constructed and on South Third and Washington Streets vrithi.n the city of Yakima at their intersection with South First Street, NOW THEREFORE, BE IT RESOLVED BY the City Commission of Yakima tha it hereby undertakes to regulate by suitable ordinance the said streets as above indicat ed as to parking; and the Commission hereby agrees that at the proper time and immediate ly subsequent to the improvement of said First Street, that it will enact an ordinance prohibiting parking of vehicles on both sides of the street within the limits of the channelized area, the limits of said "No Parking" area to be as follows, to -wit: 3 OF March 10, 1947 First Street.from Station 9490 to Station 102/80 and Station 108/60 to the south corporate limits. Third Street, for a distance of 100 feet north of the north property line of ffahhington Street. Washington Street, for a distance of approximately 100 feet east of the east property line of Third Street and for a distance of approximately 100 feet west of the west property line of First Street. Adopted by the City Commission this 13th day of March, 1947.
