C -712, A RESOLUTION directing the City.Attorney to prepare an ordinance providing for the annexation of certain contiguous territory to the City of Yakima. WHEREAS a majority of the residents of the property herein de- scribed at a special election duly called and held as provided by Chapter 245 of the Laws of 1907 voted to have said property annexed as a part of the City of Yakima, Wash - i ngtcn, and ,TVfHE EAS the Board of County Commissioners of Yakima County, Washington, has duly canvassed the results of said election and has heretofore filed an abstract thereof with the City Clerk of Yakima, 17ashington, and it appearing that said election was duly and regularly held as provided by laws and statutes of the State of tVashinGton, ark. RESOLVED BY TIaE CiTY CO1%: -' IISSI ON OF THE CITY OF YAKIM, WASH.: That it is its intention to improve the lots and tracts of land included within the following described district by constructing pipe sewers with the necessary w7, re branches, manholes, flush tanks and zTrater connections. therefor, all of said improvement to be constructed in _full accordance with';the plans and specifications to one prepared by the City Engineer and filed with the City Clerk. ADJOURITED MEETING, TUESDAY, MARCH 4, 1947, 10 A.T:T. The City Commission met pursuant to adjournment, 41ayor Buck and Commissioners Bishop and Clark-present on roll call. Moved by Clark, seconded by Bishop that the following tabulated report, compiled by N. A.. Gilman, Water Superintendent, of a11- bids received on Monday, March 3rd, 1947, for plater pine, fittings, valves, etc. together with his recommendation of awards is hereby unanimously accepted, with the exception of Item 30, for Fire Hydrants, Buck voting "No" on said item, and the Mayor and the City Clerk are hereby authorized to enter into a contract on behalf of the City of Yakima with said Contractors for the furnishing of said material: To the City Corimission of the City of Yakima, 1111ashington. Gentlemen: I hereby report that I have tabulated and checked the proposals received on March 3, 1947, for furnishing water pipe, i'ittin"s, valves, and other appurtenances to be used in the improvement of the Municipal Dilater System of the City of Yakima, Washington. Our specifications for these materials call for alternate proposals upon several ]rinds of pipe and various appurtenances, and the City reserved the right at the time of awarding contracts to reject any and. all bi ds, to reduce or increase the amount or quantity of all items listed in the proposal, and to award separate contracts to se_reral bidders for .the different items. - The following, is a sur.Z~7ary of my recommendation as to the awards of contracts. In malkirg these recoimnendations i have kept in mind the fact that the lowest pri -ce does not always represent the best proposition, Other things being equal, the low price should prevail, but when the cost of materials offered vary as much as they do in this bidding, all elements entering into their use and into the maintenance of the pipe line must be con- sidered. After a careful re -check of the materials required, and after considering the dates of delivery, types of material, expected service life and maintenance, I hereby recommend that contracts be awarded to the several bidders as follows: Items 1, 2, 3 and 4.
