Moved by Mogren, seconded by Sanford that the minutes of the regular meeting of Monday, March 4th, 1946 be approved as read: carried, Mogren, Sanford and Clark voting aye on roll call. MovPcL by Sanford, seconded by Clark that this being the time for receiving bids for pipe, valves, etc for the City Water Department the following is a report of bids received and award of contracts; by the.Superintendent of_the Water Department: To the City Commission of the City of Yakima, Washington. Gentlemen: I hereby report that I have tabulated and checked the proposals received on March 11, 1946, for furnishing water pipe, fittings, valves, and other appurtenances to be used in:the improvement of the Municipal Water System of the City of Yakima., Washington. Our specifications for these materials call for alternate proposals upon several kinds of pipe and various appurtenances, and the City reserved the right at the time of awarding contracts to reject any and all bids, to reduce or increase the amount or quantity of all items listed in the proposal, and to award separate contracts to several bidders for the different items. The following is a summary of my recommendation as to the awards of contracts. In making these recommendations I have kept in mind the fact that the lowest price does - not always represent the best proposition. Other things.being equal, the low.price should prevail, but when the cost of materials offered vary as much as they do in this bidding, all elements entering into their use and into the maintenance of the pipe line must be considered. After a careful re -check of the materials required, and after considering. the dates of delivery, types of material, expected service life and maintenance, I hlre- b,y recommend that contracts be awarded to the several bidders as follows: Items 1, 2 and 3. Cast Iron Pibe Items 4, 51 6, 7, 8, 91 10 11, 12, 13, 14, 15, 90 l6, 17, 19 and Fittings Item 20 Valve Boxes Items"21, 22, 23, and 24.
