For Meeting of: July 6, 2021 ITEM TITLE: Consideration of hiring a grant writer for the City of Yakima SUBMITTED BY: Bob Harrison, City Manager SUMMARY EXPLANATION: A City Grant Writer position job description has been developed to enhance the City's ability to pursue grants and other similar funding sources, thereby increasing the City's capacity to fund new and existing projects and programs. The position will support all City departments and divisions by researching, writing, developing, monitoring and assisting with the execution of federal, state, local and foundation grant proposals for the City of Yakima. The position will also work directly with outside stakeholders to support and enhance grant procurement, compliance and community partnerships. The Chief Examiner has completed an internal and external review of the position and salary survey, and it is recommended the position be allocated to pay code 20.0 ($26.95-$32.39 per hour). This salary range is equal with several other City classifications holding similar levels of independence, authority, and responsibility such as the Economic & Community Affairs Specialist and the Economic Development Assistant. The grant writer position will be funded through existing general fund savings through the balance of the year. There are many opportunities at the federal and state level for grants that we should be applying for but don't have the capacity or organizational expertise to effectively apply for and win these grant awards. There is also the opportunity to explore foundations that can provide grants. Additionally, this position will work with our non-profit partners and provide technical assistance/guidance as they seek grant opportunities. The pay range for the position is $26.95 to $32.39 per hour. Projecting the financial impact using a September 1, 2021 start date, it is anticipated this cost will be approximately$30,000 for the balance of the year. This position will be funded through existing general fund savings.
