Moved by Mogren, seconded by Washburn that the minutes of the regular meeting of Mon- day, April 27, 1942 and adjourned meeting thereof be approved as read: carried, Mo- gren, Washburn and Clark voting aye on roll call. Meve(I by Washburn, seconded by Mogren that the following payrolls be allowed and the City Clerk authorized to issue warrants as follows: City Street $091. 2; Crusher $370. 10; Park $370.50; Irrigation $139.96; Cemetery $254.00; Cemetery Care 390.00; Sanita- tion $1036.51; Water $962.17; City Street Mtse. $524.90 and Project x#35 $821.10: carried Mogren, Washburn and Clark voting aye on roll call. ADJOURNED MEETING, TUESDAY, MAY 5, 1942,, 9 A. M. The City Commission met pursuahit to adjournment, Mayor Mogren and Commissioners Wash- burn and Clark present on roll-call. RESOLUTION NO. C -545, A RESOLUTION declaring need for Housing Authority in the City of Yakima. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA that insanitary or unsafe inhabited dwelling accommodations exist in the City of Yakima., and that there is a shortage of safe or sanitary dwelling accommodations in the City of Yakima.arailable to persons of low income at rental they can afford, and that there is a need for a Housing Authority in the City of Yakima; and BE IT FURTHER RESOLVED that the Mayor of the City of Yakima is hereby notified of the adoption of this Resolution and that said Mayor shall appoint five persons as Commissioners of the Housing Authority created. for this City, said Commissioners first appointed to be designated to serve for terms of one, two, three, four and five years, respectively, from the date of their appointment, and thereafter to be appointed by the Mayor for a term of Office of five years; Proviede that any va- cancy shall be filled for the unexpired term. No Commissioner may be an employee of the City of Yakima, and each Commissioner shall hold office until his successor has been appointed and has qualified, unless sooner removed according to law. A certificate of the appointment of such Commissioner shall be filed with the Clerk of the City of Yakima BE IT FURTHER RESOLVED that said Housing Authority shall have all of the powers, and shall be subject to all of the limitations and restrictions, as provided by Sections 6999 -1 to•6889 -39, of Rem hgton's Revised Statutes of the State of Washington. WHEREAS, there was created in each city of the State of Washing- ton, by Chapter 23 of the Session Laws of 1939 of the State of Washington, a, public body, corporate and-politic, to be known as the Housing Authority of each such city, which legislation provided that such authority should not transact any business or exer- cise its powers until the governing body of the city should, by proper resolution, de- clare a. need to exist for such authority to function in such city; and WHEREAS, the City Commission of the City of Yakima has considered a survey of available rental property in the City of Yakima made by the Yakima Post Office and the Yakima.
