I own my home and live at 110 1 Nth 4m St. Here in Yakima. I have lived at this address on and off for the past 37 years. I have seen my neighborhood slowly change over the years and not for the better. Over the last 10 years or so, the terrorist gangs and the vandalism graffiti has steadily increased to the point we are at today. The need for a permanent solution to this plage is necessary to stop the events that I foresee in the near future. The citizens of this and city, and many others like it, are at the breaking point. Many of these citizens do not have the patience that I have, nor the self control that I myself am running out of The current process of painting over the graffiti so that the terrorists have a clean slate to re -paint the next night or week is not an acceptable. A new strategy is the only way to stop people from taking matters into there own hands and causing bodily harm to these terrorists or worse. Many would say that I am an alarmist, but I say that I am a realist. You can only tell people to hide in there homes for so long, as I myself have been told by the Yakima Police Department, until you come to the realization that enough is enough. I can not take nor will I stand by while my property or my neighbors is vandalized. As we have seen in Afghanistan and Iraq, terrorist don't like it when you push back. I have been threatened many times by terrorist gang members and drug dealers while standing in my own yard. I have mowed my yard wearing my gun twice not because I like to but because there was that much of a threat at that time. This is not acceptable. I believe that it is within the power of the city of Yakima and its police force to deal with this problem if you take swift and decisive action now before this goes any further. Do not just put them in detention or jail. Make them clean up this mess they have created. I have to work at least eight hours a day and so should they. l Thank you for your time. CHARLES NOEL
