maintaining of a complete municipal water works _systern for the City .of Yakima and. its
inhabitants, specifying and. adopting such. syst.em or plan, .d:e.claring the .estimated costs
thereof-- as near as :nay be, and. submittin- - sai.d ... syst-em. ar: plan and the. proposition of the
issuance of general bonds in the sum of 450,000, and special'.revenue. bonds in the sum of
51,050,000 in payment for said. system, in the, qualified- voters of the City of Yakima for
.ratification or rejection at a special election, providing for the terms and. method of
payment of said bonds and. providing for the calling and holding of such election, and,
