Moved by Rovig, seconded. by Fraser, that the minutes of the regular meeting of Monday, August
21st,,1.922.,, be, approved as read; carried, Rovig,Fraser and Yarble voting aye on roll call.
Moved by Marble, seconded by`Fraser,that the completion of the construction of-the Fob Hill
`Pater System in Local Improvement District No.352 by-the contractor, J.M. DeBlnsio, in the
sgm of $950.17, is hereby accepted and the City Clerk authorized to give notice of hearing
on the assessment roll on Monday, the 18th dny,•of Sept ember, 1.922; at 9 o'clock A.M. carried,

Moved by Marble, seconded by Fraser, that the completion of the construction of paving; vlest
Chestnut Street In Local. Improvement District No.336, by the Contractor, R.M. Hardy,:in the
sum of 0.49,562.46 is hereby accepted, end the City Clerk is hereby authorized to give notice
of hearing on the assessment roll. for Monday, September 18th,1922, at 9' o'clock'-.A.Y.

construction of the Broadway Sewer in Local Improvement District lgo.345, be granted to

Moved by Marble, seconded by Rovig, that an extension of time to October lst Jc.)P^, for the
completion of the General Water System in Local Improvement District No. 308, be granted to

Moved by Marble, seconded by Rovig, that the bid of the Yakima Ps-ving Company for paving .
South Third Street in Local Improvement No.340, with a bituminous concrete on concrete base
`in the sum of $60,201.30 is hereby accepted as the lowest and best bid and the Dayor and
City Clerk authorized to enter into a contract therefor; carried, Rovig,Fra. er and Y rble
voting aye on roll. call.

Resolution No B -805 providing for grading and pr,ving Plock 11-0.72, and no one appearing to
object to said proposed improvement, it is ordered that the ordinance creating a Local
Improvement District be laid on the table for one week; carried, Rovig,Frsser and Marble vot
aye on roll. call.
Moved by Marble, seconded. by Fraser, that this being the time and pl=ace for the hearing on
Resolution No.B -806, providing for grading, graveling and cement sidewalk on 18thbAvenue,
and no one appearing .,to object to sni d proposed improvement, it is ordered that the'
ordinance creating a Local. Improver -ent District be laid on the table for one week; carried,
Rovig,Fraser and Marble voting aye on roll call.

one appearing to object to said proposed improvement, it 1e ordered that the ordinance _
creating a Local Improvement District be laid. on the table for one week; carried, Rovig,
Fraser and Marble voting aye on roll call..

District be lsid on the table for one week; carried, Rovig,Fraser and marble voting aye on
roll call.

RESOLUTION NO.191-810, WHEREAS, THE AFRO ALARM COMPANY, of Seattle , Washington, has applied
to the City of Yakima 'for a franchise to operate a signal system in said City, and
WHEREAS., in order to grant such a franchise, the same must be submitted t(
a vote of the people of said City, and
VvHEREAS, the City Commission desires to permit said Compsny to construct
to portion of its system pending the submiae; ion of said franchise to a vote, in order to
afford increased fire protection to the various persons to whom service is rendered,
NOV THEFIEFORE, BE IT RESOLVED by the' City Commission of the City of
Yakima:
THAT THE AERO -0LARY COMPANY; a corporation, re end it is hereby granted
a permit to construct, maintain and operate, on,over, and under such streets, aileSs and
other publicc.places in the City of Yakima, as may be set forth and designated by the City
Commission, such conduits, ducte,poles, fixtures, wires ,snd apparatus necessary for the
purpose of operating a signal system in said City and transmitting such signals by electric
currents, or otherwise, to its central or receiving station or stations, end to the signal
receiving station or stations cf the police and Fire Department of said City.
Whenever the said Aero Alarm Company shall desire to commence any of slid
construction work.:, it :shall notify the City Com,rnis;sion thei,eof the mature of the same and
the routes of the wiring, and the same shall be constructed in accordance with such
directions as the Chief of the Fire Department of said City shall prescribe; The said
Con',?any shall make use of the poles alrendy erected in the strdets so far ns is practicable,
but such other poles as may be necessary to be erected, shall be placed iri such loeat:ion and
in such ,a manner a s ` t`ie Chief of the Fire Department shall. direct.
The Company shall have the ri -ght to install a pair of wires on the poles,
bre,ckets or cross arm: now used by the city fire alarm system, with the right to connect the
their automatic and manual. auxiliary fire alarm boxes, as may be directed by the Chief of
the Fire Department; and a11 such % ^,riring , when installed, shall be and becorc the property
of the City of YakimA, and a part of its fire alarm system.
The repairs to such system and maintenance necessary to furnish the
service contracted for by the Company to its patrons, sliall be 'borne and assumed by said
Company.
The Chief of the Fire Department shall. have the right, at all times, t)
inspect s� +id system and if any repairs are necessary to be made thereto, to make gafe `and
efficient, such repairs will be made by the Company upon direction of the Chief of the
Fire Department so to do.
IT IS UNDERSTOOD that this resolution grants a revocable permit to the
Aero Alarm-Company, to install the aforesaid :system, and shall not be deemed or considered
as a franchise; but the City agrees that before there shall be any revocation thereof, not.ic
shall be given in writing, to said Company at its Seattle Office 60 days.prior to the same
being effective .,and a reasonable time thereafter -al.iowed. the Aero Alarm Company to remove
its equipment.

That it iesits intention to. improve Armstrong; Avenue from the`south line :of
SummitView,Avenue to the south line of Tract No.19 irk the Yakima Heights Residence Tracts
by grading; and paving the same with either a one course Portland cement pavement or with a
pavement having a bituminous concrete wearing surface and either a Portland`cement concrete
base, a black base, or a crushed rock base, or with a pnvertent havihug a bitulithic wearing
surface and either a Portland cement concrete base, a black base, or s crushed rock base,
said pavement to be 24 feet in width; by constructing concrete curbs along both sides of
said street, and by doing all such other work as may be necessary in connection therewith,
all in accordance with the plans and specifications therefor, prepared by the City Engineer
and filed with the City Clerk. .
Al.l pereons who may desire to object to said proposed improvement-are hereby
notified to appear and present such`objectiono at a meeting of the City Commission to be
held at its offices in the City Office Building in the City of Yakima,Washington at the hour
of nine o'clock A.M. on Monday, the 18th day of September,1922, which time and place are.
hereby fixed. for the hearing of 91.1 matters relating to said °proposed improvement, all
objections thereto and for determining the method of payment therefor, and the City Clerk
is hereby directed to give due notice of said hearing and of the intention to make the

all in accordance with the pla.ns and specifications therefor, prepared by the City Engineer

from the alley north of West Yakima Avenue to West D Street, ?nd the north side of West D
Street from Second. Avenue North to Sixth Avenue North, by the construction of Portland
