The City °Commission met in regular session, Mayor Buck and Commissioners Bishop and
Clark present on roll call.
Tile minutes of the regular meeting of Monday, November 8, 1948, were approved as read.
Moved by Buck, seconded by Bishop that the City Engineer having reported the completion
of the sewer .job on Pierce Avenue Storm Sewer, said work is hereby accepted: carried
Buck, Bishop and Clark voting aye on roll call.
Moved by Buck, seconded by Bishop that the mayor and city clerk are hereby authorized
to enter into a contract on behalf of the 'City of Yakima with the U.S.A. for permission
for transient use by military aircraft of the landing area of the Yakima Municipal Air-
port: carried Buc:�, Bishop and Clark voting aye on roll call.
ORDINANCE NO. B -937, confirming the assessment roll covering Local Improvement District
No. 621 as created and established by Ordinance No. B -775 of the ordinances of the City
of Yakima.
Moved by ,Clark, seconded by Bishop that this being the time for the hearing on the
assessment roll in L.I.D. No. 621 and. there being no objections in writing or otherwise
to said assessment roll or any part thereof; It is ordered that Ordinance,No. B -937
confirming said roll and every part thereof be passed as read: carried Buck, Bishop
and .Clark voting aye on roll call.
ORDINANCE NO. B -938, confirming the assessment roll covering Local Improvement District
No. 633 as created and established by Ordinance No. B -809 of the Ordinances of the City
of Yakima.
Moved by Bishop, seconded by Buck that this being the time for the hearing on the
assessment roll in L.I:D. No. 633 and a protest being filed in writing by V.O. Battles,
et ux and Frank Clark residing on Surlmitview to said assessment; It is ordered that
insufficient protest having been filed by said parties, Ordinance No. B• -938 providing
for the confirmation of said assessment roll and every part thereof be passed as read:

ORDINANCE NO. B -939, confirming the assessment roll covering Local Improvement District
No. 653 as created and established by Ordinance No. B -904 of the Ordinances of the City
of Yakima.
Moved by Bishop, seconded by Buck that this being the time for the hearing on the
assessment roll in L.I.D. No. 653, and there being no objections in writing or other-
wise to said assessment roll or any part thereof; It is ordered that ordinance No. B-
939 confirming said assessment roll and every part thereof be passed as read: carried
Buck, Bishop and Clark voting aye on roll call
Moved by 'Clark, seconded by Bishop that this being the time for the hearing on Resolu-
tion No. C -802 providing for the construction of a Portland Cement Concrete sidewalk
six feet in width on the west side of South Eighth Street from East Maple Street to
East Pine Street and a number of property owners appeared and objected to the width of
said walk; It is ordered that Ordinance No. 8 -940 establishing a Local Improvement
District and changing the width of said walk from six feet to five feet, be passed as
read: carried Buck, Bishop and Clark voting aye on roll call.
ORDINANCE NO. B -9401 providing for the improvement of the west side of South Eighth
Street from East Maple Street to East Pine Street by constructing a Portland Cement
concrete-sidewalk five feet in width; establishing a Local Improvement District, pro-
viding for the method of payment and creating a special fund.
Moved by Clark, seconded by Bishop that the !City Clerk is hereby instructed to call for
bids by publication as required by law, for the construction of a Portland Cement Con-
crete sidewalk, five feet, in L.I.D. No. 655 as provided by said Ordinance No. B -940;
said bids to be received on Monday, November 29, 1948, at 10 :00 olclock A.M: carried
Buck, Bishop and Clark voting aye on roll call.
Moved by Clark, seconded by Buck that this being the time for the hearing on the peti-
tion of the property owners at 16th Avenue and Nob Hill Boulevard and other property
more particularly set forth in said petition, and there being no objections to said
annexation of said property, or any part thereof, to said�City of Yakima; It is
ordered that Ordinance No. B -941 providing for said annexation be passed as read:

ORDINANCE NO. B -941, providing for the annexation by the ;City of Yakima, Washington,
of certain property contiguous to the present boundaries of said City.
ORDINANCE NO. B -942, amending Ordinance No. 8 -131 entitled: "AN ORDINANCE relating to
and regulating traffic, travel and transportation and their incidents upon the streets
and other ways open to the public; prescribing the powers and duties of officers and
others in relation ttiereto; defining offenses; providing penalties and repealing certain
ordinances concerned with or relating to the subject matter of this ordinance, and de-
claring an emergency ", as amended, by amending Sections 107 and 108 thereof.
Moved by Buck, seconded by Bishop that Ordinance No. B -942 be passed as read: carried

RESOLUTION NO. 0-804, BE IT RESOLVED BY TIM 'CITY COMMISSION OF THE CITY OF Y.AK:IMA,WN:
A Resolution authorizing the Mayor and the City Clerk of the
City of Yakima to execute, for and on behalf of the City of Yakima, a written easement,
granted b:� the Oregon- Washington Railroad and Navigation Company, and the Union Pacific
Railway Company to the .City of Yakima, for a 21 inch sanitary sewer pipe across the
property of the said Companies located at Meade Avenue in the vicinity of Yakima, 'Nash -
ington.
Section 1. That the Mayor and City +Clerk of the 'City of Yakima
be and they are hereby authorized and instructed to execute, in behalf of the City of
Yakima, that certain written easement heretofore prepared, wherein the Oregon- V+lashingtoi

Railroad and Navigation Company and the Union Pacific Railroad Company, known as the
railroad companies, party of the first part, and the City of Yakima, known as Licensee,
is party of the second part, which said easement is for a 21 inch sanitary sewer pipe
across the property of the said 'Companies located at Meade Avenue in the vicinity of
Yakima, Washington.
ADOPTED BY THE CITY COMMISSION this 15th day of November, 1948.

RESOLUTION NO. C -805, WHEREAS, one of the requirements of those cities joining the
STATEWIDE CITY EMPLOYEE'S RETIREMENT.SYSTEM, is a Certificate showing prior service of
all employees entitled to benefits of said system; and
WHEREAS, a list of such employees has been prepared by.the City
Clerk of the City of Yakima, Washington, including a. Certificate validating such list.
NOW, THEREFORE,- Be it Resolved by the City Commission of the
City of Yakima, Washington, that the Mayor and ;City Clerk be and they are hereby auth-
orized to execute the Certificate of Prior Service attached to the said list and to
remit the same to the Board of Trustees of the said Retirement System.
Done at the regular meeting of the ;City Commission by unanimous
vote of the Commission this 15th day of November, 1948.

RESOLUTION NO. C -806, BE IT RESOLVED BY THE CITY -COMMISSION OF THE CITY OF YAKIMA, INN:
That it is its intention to improve Bonnie Doone Avenue from
26th Avenue South to 29th Avenue South; 27th Avenue South from Arlington Street to a
point 315.3 feet South of Bonnie Doone Avenue; 28th Avenue South and 29th Avenue South
from Bonnie Doone Avenue to Nob Hill Blvd., by constructing concrete curbs and gutters,
grading and placing a rock base, all of said improvement to be constructed in full
accordance with the plans and specifications to be prepared by the City Engineer and
.filed with the 'City Clerk.
The district to be served by and assessed for the above describe
improvement is situate in Yakima :County, Washington and described as follows, to -wit:
The boundaries of the proposed district are as follows:
Beginning at a point on the north line of Nob Dill Boulevard 133.2 feet
west of the west line of 29th Avenue South; thence northerly and parallel
with said west line extended to a point 310 feet north of north line of
Bonnie Doone Avenue; thence easterly and parallel with said north line
to a point 126 feet west of west line of 27th Avenue South; thence
northerly and parallel with said west line to Arlington Street; thence
easterly along Arlington Street to a point 140 feet east of east line of
27th Avenue South; thence southerly and parallel with said east line to
a point 306.8 feet north of north line of Bonnie Doone Avenue; thence
easterly and parallel with said north line to 26th Avenue South; thence
south along 26th Avenue South to the south line of Shaver Addition; thence
westerly along said south line to a point midway between 27th Avenue South
and 28th Avenue South; thence southerly and parallel with the easterly
line of 28th Avenue South to the north line of Nob Hill Boulevard; thence
westerly along said north line to point of beginning.
All persons who may desire to object to said proposed improve-
ment are hereby notified to appear and present such objections, if any, at a meeting
of the City Commission to be held at its office in the City Mall in the City of Yakima,
Yakima -County, Washington, at the hour of 10 o'clock A.M., on Monday the 13th day of
December, 1948, which time and place are hereby .fixed for the hearing of all matters
relating to said proposed improvement or objections thereto, and for determining the
method of payment for said improvement; and the City .Clerk is hereby directed to give
due notice of said hearing and of the intention to make the aforesaid improvement.
The cost and expense of said improvement, including the cost of
acquiring right of way easements, engineering, surveying, advertising, publication of
notices, and all other expenses incident thereto, shall be borne by and assessed
against all of the property legally and properly assessable therefor as provided by law
and as above described; and the .city Engineer is hereby directed to submit to the City
Commission at or prior to the date fixed herein for said hearing, all of the data and
other information required by law to 'be by him submitted.
