HomeMy WebLinkAbout03/08/1965 Business Meeting636 MARCH $, 1965 The City Council met in regular session, Mayor Larson, Councilmen Brazier, Brown, Kurbitz, Lambe Larson, Lynch and Robinson, City Manager and City Attorney Andrews present on roll call. The invocation was given by Councilman Lambert. The minutes of the regular meeting of March 1, 1965 having been certified accurate as corrected by two Councilmen and no one wishing to have said minutes read at this meeting, Mayor Larson declared them approved as recorded and corrected. In accordance with action taken by the City Council at their regular meeting of March 1, 1965, the matter of reconsidering the vote cast to pass Ordinance No. 625 relating to licensing of Community Antenna Television systems was brought on for consideration. Councilmen Lambert and Robinson again disqualified themselves. Councilman Kurbitz explained that, in the manner pre- scribed by the Council's rules of procedure, this matter can be moved for reconsideration. He further indicated that much has been learned since the first date of consideration of this matter and that perhaps the Council is tossing aside some $50,000.00 revenue,'that Mr. Bostic's offer does not measure up to the most lucrative offer in his estimation and that further con- sideration and study should be'given to the matter. Mr. Fred Lugar representing the Yakima Chamber of Commerce requested that he be allowed to read a resolution passed by the Chamber. Mrs Stanley Mc Cormick questioned the Council's procedure and asked for more information on the sub- ject.. Mrs. Delbert Peterson asked for more information on a third TV Station in the City of Yakima. These people were advised that no further discussion could be had on this matter until such time as a motion for reconsideration had been made and seconded by Council Members. Councilman Kurbitz then MOVED for reconsideration and his motion lost for the want of a second. No further action was taken on the matter. An ordinance appropriating $25,000.00 from the unappropriated monies in the Street Fund to the 1965 Budget for said Fund having been read in its entirety at the regular meeting of March 1, 191 was read by title only at this meeting and it was MOVED by Robinson, seconded by Lynch that Ordinance No. 627 providing for said appropriation, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll_ call. ORDINANCE NO. 627, AN ORDINANCE appropriating the sum of $25,000.00 from unappropriated money in Fund No. 310- Street Fund to the 1965 appropriation for said Fund. Petitons No. 345 and 346 having been filed with the City Clerk on March 1, and March 2, 1965 by Walter C. Dissen and Hazel Rae Cooke respectively, said petitions requesting the vacation of specific properties described therein, it was MOVED by Lynch, seconded by Lambert that said petitions be referred to the Staff for study and recommendation- carried, Brazier, Brown, Kurbitz, Lambert, Larson Lynch and Robinson voting aye by voice vote. Moved by Lynch, seconded by Brown that Resolution No. D -777 authorizing the execution of a farm lease agreement with Joe Wong for the leasing of Aiport property to be used for grzing purposed, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. RESOLUTION NO. D 777, A. RESOLUTION authorizing and directing the Cite Manager and the City Clerk to execute -a Farm Lease agreement between the City of Yakima and Joe Wong. Moved by Robinson, seconded b;r Lambert that Resolution No. D -778 authorizing the execution of a farm lease agreement with Leon Z. Rowley for the leasing of Airport property to be used for grazing, be passed as read:: Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. RESOLUTION NO. D 7 7$, A RESOLUTION authorizing and directing the City Manager and the City Clerk to execute a Farm Lease agreement between the City of Yakima and Leon Z. Rowley. The City Engineer reporting the completion of L.I.D. No. 913, South 45th Avenue and Various Others Paving District, it was MOVED by Li'mch, seconded by Lambert that April 5, 1965 be fixed a the date for the hearing on said assessment roll and that the City Clerk give due notice of said hearing by publication and to each .property owner as required by statute:, carried, Brazier, Broom, Kurbitz, Lambert, Larson, Lynch. and Robinson voting aye by voice vote.. Madden 358.55 3,062.71 4,064.35 LID 933 9.070.64 LID 915 8,792.69 6,510.89 it was MOVED by Robinson, seconded by Brown that said report dated March 4, 1965 be accepted and approved and that the estimates therein set forth be approved and payment authorized: carried, Brazier, Broom, Kurbitz, Lambert, Larson, Lynch and Robinson voting Ave by voice vote. Mr. Jim Gatliff, owner of Jim's Garage, Tieton Washington and a Massey Ferguson Dealer was present with two factory representatives and protested the awarding of,a bid to a John Deere dealer for the purchase of a Tractor and Back Hoe. Discussion indicated that there had been a pre bid conference on this item, at which time it was decided that the Massey Ferguson equipment could meet specifications and that,when the final bids were received and awarded, it was decidec that this tractor did not meet specifications regarding weighted wheels. It was further brought out that a long distance call had been made to the factory training school in the east and that misinformation had been given on the weighted wheels. Since the Purchasing Agent was absent on this date, this matter was referred to the City Manager. Mrs. Ernest Lee of 3409 "Lincoln Avenue protested the speed of traffic on Lincoln Avenue and re- quested that the four lanes of traffic be changed back to two lanes, stating that the lanes are to narrow and the trucks traveling on this street extend over the sidewalk. Council members in dicated that four lanes are necessary to carry the flow of traffic on this arterial and referre the matter to the staff for study. he Chamber of Commerce having,requested by letter that the City of Yakima change the names of four- main east west arterials, namely Lincoln, Chestnut, Tieton Drive and Lincoln, indicating 1 1 C 1 637 MARCH $, 1965 that they be named as such from their origin to conclusion and further recommending that the City Council and County Commissioners work together to accomplish an over -all change in modern- izing the present and future_: street naming and that thoroughfares west of the tracks be named avenues and all east of the tracks be 'streets, Manager Smith recorrmended that this matter be re- ferred to the Planning Commission for study and recommendation. After discussion and Planning Director Rudy Gast verifying that this matter can be heard at the April Planning Commission meeting, it was MOVED by Brazier, seconded by Robinson that the matter of changing street names be referred to the Planning Department for study and recommnedation: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. The matter of a traffic signal at 4th and "C" Street was again discussed and Manager Smith re- ported that since Public Works Director John Mavo is on vacation this week, it will probably be March 22 meeting before statistical information will. be ready. Councilman Brown suggested that the staff request the school to put the School Patrol back into service on this intersection un- til such time as this matter is settled. Planning Director Rudy Gast reported on and requested authorization for an outside Utility Con- nection for the A.R.Larson property located at 1604 South 12th Avenue. This lot is adjacent to the city limits by virtue of the recent annexation of Blossom Hill Tract by Sparkman & Mc Lean Co. The City Council reiterated its policy of requiring annexation to -tree City wherever possibl rather than granting a utility connection outside the city limits. The Planning Director was in structed by the Council to assist Mr. Larson in initiating such an annexation and to determine the possibility of annexing additional property south of this property. Moved by Brazier, seconded by Kurbitz that a resolution of congratulation be prepared for the Marquette Basket Ball Team and that a copy be sent to each member of the team as well as the School and Coach: carried, Brazier, Brown, Kurbitz, Lambert, Larson, L77nch and Robinson voting aye by voice vote. Councilman Brazier, having prepared a letter under the date of February 18, 1965 addressed to "Members of the City Council and City Manager George Smith" handed a copy to each member of the Council and staff and then read it. Therein he set forth a request for the reactivation of the Yakima Action Committee to study the needs of the City in the areas of service and administration No formal action was taken on this matter at this time. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Lynch that we do now adjourn at the hour of 5:20 P.M: carried,.
