The City Council met in regular session, Mayor Larson, Councilman Brazier, Brown, Kurbitz, Lambert, Lynch and Robinson and City Manager Smith & City Attorney Andrews present on roll call. Councilman Kurbitz gave the invocation. The minutes of February 8, 1965 having been read and certified accurate by two Councilmen and there being no one present wishing to have the minutes read, Mayor Larson declared said, minutes approved. Moved by Robinson, seconded by Lynch that Ordinance No. 620 an Ordinance relating to the . Planning Commission's recommendation regarding proposed amendments to Subdivisions Code be passed as read: carried, Brazier, Brown, Larson, Kurbitz, Lambert, Lynch and Robinson voting aye on roll call. ORDINANCE NO. 620, AN ORDINANCE relating to land subdivisions and plats; requiring application to the fanning Commission for tentative approval of a proposed plat; establishing a fee to be deposited on application of approval of a plat adopting minimum widths and other design standards for residential and local streets, alleys and service drives; amending Section 14.04.070 and 14.06.050(D) of the City of Yakima Municipal Code. This being the time set by the City Council for the hearing on the appeal of Petition No. 316 as filed by J. J. Bechtel asking for the rezone of certain property located -at 1302 South 16th Avenue from R -2, Two Family Zone to R -3, Multiple Fa mily zone, it was MOVED by Lambert, seconded by Robinson that Resolution No. D -773, a Resolution affirming action of the Planning Commission's decision in denying this rezone be passed as read: In discussion it was noted that Mr. ]Bechtel had made some improvements without a building permit and that the improvements that he had made did not meet city code standards. He had been informed by the City Planner as to what steps he should take to meet city requirements which Mr. Bechtel ignored. Mrs. A. J. Egley and Mrs. Alberta Olson present at this meeting, protested this rezone. All persons having been heard, Mayor Larson called for a vote on the original motion: carried Brazier, Brown, Kurbitz, Larson, Lambert, Lynch and Robinson voting aye on roll call. RESOLUTION NO. D -773, A Resolution affirming the action of the Planning Commission in denying the application of J. J. Bechtel to rezone property at 1302 South 16th Avenue in the City of Yakima from R -2, Two Family Zone, to R -3 Multiple Family Zone. The City Engineer reporting the following estimates due for work performed in the month of January, 1965. City Manager Smith having reported to the Council that one bid and one bid only was submitted by the Republic Publishing Co. for City Printing for the period beginning February 15, 1965 and ending the third Monday in February , 1966, and that said bid was the same amount as the bids of 1963 and 1964, it was MOVED by Lynch, seconded by Brown that the bid be awarded to the Yakima Daily Republic and that the Ckty Manager be and is hereby authorized to enter into an agreement with said Republic Publishing Co.: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on:roll call. Manager Smith reporting that Police Chief Soderstrom has recommended that Sgt. Ralph Chute be permitted to attend a 2 week conference on Accident Invetigation , to be held in Portland, Oregon from March 1 through March 12, 1965 ;'and that the estimated expense is $150.00, it was MOVED by Kurbitz, seconded by Lambert that Sgt. Chute be allowed to attend this conference and that expenses be paid: carried, Brier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Mananger Smith informed the Council that the Airport Restaurant Lease has been signed. There being no further business to. come before the Council, it was MOVED by Kurbitz, seconded by Brazier that we do now adjourn at the hour of'9 P.M.
