The City Council met in regular session, Mayor Larson, Councilmen Brazier, Brown, /Lambert, Lynch
and Robinson, City Manager Smith and City Attorney Andrews present on roll call.
Councilman Lynch gave the invocation.
The minutes having been corrected and certified accurate as corrected by two Councilmen -and they
being no one wishing to have the minutes read, Mayor Larson declared said minutes approved.
In accordance with action taken by the City Council at their regular meeting of January 11, 1965
on the matter of abatement of certain property at 1110 South Naches Avenue and the City Manager
and the Building Inspector reporting that Mr. Gary Chavers, property owner, has obtained a build-
ing permit in the amount -of $2,000.00 and recommending that this matter be again postponed and
this time for 60 days or until the regular meeting of April 5, 1965, it was MOVED by Lynch,
seconded by Robinson that the matter of the abatement of property at 1110 South Naches Avenue be
further postponed and placed on the agenda for the regular meeting of the City Council on April
5,.1965: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by
voice vote.
In accordance with action taken by the City Council at their regular meeting of February 1, 1965,
the hearing on Resolution No. D -765 being a resolution of intention to improve certain properties
on North lst Street by contructing Sanitary Sewers, was continued at this meeting. Mr. George-E.
Clark, Attorney representing certain property owners in this district filed 6 more-written protes
to said project. Public'Works Director, John Mayo indicated that there is a large enough protest
to delete all'of Block 2 and 3 between Oak"Street and Tamarack Street and west of Front Street,,
it was MOVED by ,Brazier, seconded by Robinson that all of Blocks 2 and 3 be deleted from said dis
and the ordinance as read be'so corrected: carried, Brazier, Brown, Kurbitz, Lambert, Larson,
Lynch and Robinson voting aye by voice vote. Mayor L rscn then called for a roll call vote on
the original motion to pass Ordinance No. 618/9§ N44 y Lambert, seconded by Lynch and said
motion carri 'ed: Brazier, Brown, Kurbitz, Lambert, Larson, Lvnch and Robinson voted aye on roll
call.
ORDINANCE NO., 61$, AN ORDINANCE providing for the improvement of certain property by construct-
ing a pipe sewer with the necessary wye branches and manholes; establishing a Local Improvement
District, providing for the method of payment thereof, and creating a special fund.
Petition-No'. 335 having been filed with the City Clerk on February 3, 1965 by California Packing
Corporationrrequesting the vacation of a portion of Pine Street, it was MOVED by Robinson, second
by,Lynch that said petition be referred to the Planning Commission and staff for study and recom-
mendation: carried, Brazier, Brown, Kurbitz; Lambert, Larson, Lynch and Robinson voting aye by
voice vote.
Petition No. 336 and 337 having been filed with the City Clerk on February 5, 1965, by Vic
Griesenger and others requesting the formation of a Sidewalk District and by Dr. R. W -. Hoight
requesting the formation of a Sewer District respectively, it was MOVED by Robinson, seconded by
Brown that said petitions be referred to the City Manager and Staff for study and recommendation:
carried, Brazier, Brown, Kurbitz, Lambert, Larson, L nch and Robinson voting aye by voice vote.
Moved by Lambert, seconded by Lynch that Ordinance No. 619 relating to leaves of absence for City
employees and restricting sick leave when the employee is gainfully employed by another employer,
be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting
aye on roll call.
ORDINANCE NO. 619, AN ORDINANCE relating to leaves of absence for City employees; specifying
reasons for which sick leave may be granted; and amending Section 2.40.030 (b) of the City of
Yakima Municipal Code.
The Planning Commission reporting on Petition No. 330 as filed by the Seventh Day Adventist
Church and recommending the rezoning of property located at 11 and 15 North 11th Avenue, it was
MOVED by Brown, seconded by Lambert that the regular Council meeting on February 23, 1965 be fix -
ed as the time for the public hearing by the City Council and that the City Clerk gi e d e noticE
by publication as required by law: carried, Brazier, Brown, Kurbitz, Larson, Lamber�y149 Robinsc
voting aye by voice vote.
The City Engineer reporting, the following estimates due for work performed in the month of

The.:following bids having been received by a bid board for the furnishing and installing of the
Sumac Sewage Lift Station as provided for in Schedule I of L.I.D. No. 915:

and the City Engineer recommending that said bid be awarded to the Central Heating and Plumbing
Company, it was MOVED by Robinson, seconded by Lynch that said bid be awarded in accordance with
said recommendation and that the City Manager be and is hereby authorized to enter into a con-
tract with said bidder upon the filing of the proper bond and insurance: carried, Brazier,
Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
The Planning Commission having submitted for study certain recommended amendments to the sub-
division code, it was MOVED by Robinson, seconded by Kurbitz that said amendments be put in
ordinance form and placed on the regular agenda for 'consideration by ... the"City Council: carried
Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by'voice void.
Manager Smith reported that the term served by Milton Martin on the Yakima Valley Regional
Library Board has expired and explained that Mr. Martin cannot be reappointed to this Board and
recommended that Dr. Klapstein be appointed to this position. Dr. Klapstein is the president of
the Yakima Valley Community College. It was MOVED by Lynch, seconded by Brazier, that-Dr. Earl
L. Klapstein be appointed to serve in this position on the Yakima Valley Regional Library Board:
carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and*Robinson voting aye by voice vote.
Mayor Larson having received a letter from the Mayor of Wapato, Mr. Ted `I'heroux requesting the
appointment of two persons from each community to participate in the formation of a County
Committee for Economic Progress, Manager Smith explained that $18,000.00 has been allocated to
Yakima County for the purpose of eliminating the causes and sources of poverty and that this
committee will study the Economic Opportunity Act of 1964 and that the first meeting will be hel
at 8:00 P.M. on February 10, 1965. Discussion indicated that the name of Father Dillon has bee
suggested as one representative and Councilman Kurbitz having suggested the name of Amenda Perry
for the second representative, it was MOVED by Kurbitz, seconded by Robinson that Father Dillon
and Mrs. Amanda Perry be appointed to serve on this committee: carried, Brazier, Brown, Kurbitz
Lambert, Larson, Lynch and Robinson voting aye by voice vote. Mrs. Perry was present at this
meeting and indicated that she could not accept if she must furnish her own transportation as sh
does not drive at night.
Councilman Kurbitz requested information on Petition No. 329 as filed by Sandra Coleman and other
requesting a traffic control signal at 4th and "C" Streets and Petition No. 334 as filed by Mrs.
Severns and others requesting a traffic control signal at llth.Avenue and Division. Public Worl
Director John Mayo submitted written reports on both of these petitions and recommended that a
traffic activated signal installation be installed at 11th and and Division street with a signal
always in display except when traffic enters from 11th Avenue. It was MOVED by Kurbitz, secondec
by Robinson that the staff's recommendation be approved and a traffic activated signal be,in-
stalled at 11th Avenue and Division: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch
and Robinson voting aye by voice vote. Discussion indicated that there is no money in the 1965
alloted for traffic signals. Discussion of the matter of traffic signal installation at "C" and
4th Streets, indicated that the problem.has been studied in detail and Mr. Mayo is recommending
that a stronger and better patrol be furnished at this intersection and tYat no traffic signal be
installed. Discussion further indicated that this matter will be held in abeyance for future
action.
Manager Smith announced that the Association of Washington Cities will hold it's convention on
June 16, 17, and 18, 1965 in Tacoma, Washington.
Snow and Ice Control Costs for December 1964 and January 1965 was reported as $51,813.68 for
.51..3" of Snow.
There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by
Brazier that we do now adjourn at the hour of 4 :15 P.M: carried, Brazier, Brown, Kurbitz,
Lambert, Larson, Lynch and Robinson voting aye by voice vote.
