HomeMy WebLinkAbout01/25/1965 Business Meeting4 1 1 1 1 623 JANUARY 25, 1965 Kurbitz The City Council met in regular session, Mayor Larson, Councilmen Brazier, /Brown, Lambert, Lynch, and Robinson, City Manager Smith and City Attorney Andrews present on roll call. The invocation was given by Councilman Brown. ,The.minutes of the regular meeting of January 18, 1965 having been read and certified accurate by _two Councilmen.and no.one.wishing to have the minutes read publicly, Mayor Larson declared said minutes approved as recorded. This being the time fixed for the hearing on the Assessment Roll for L.I.D. No. 909, South 38th and 40th Avenue and Various Others Curb, Gutter and Surfacing District, it was MOVED by Robinson, seconded by Lambert that Ordinance No. 614 co firming said assessment roll and every part thereof be passed as read: carried, Brazier, BrowPffEi pert, Larson, Lynch and Robinson voting aye on roll call. Written protests were filed by James K. Yu, M.D., who protests the cost of the improve- ment of Plath Avenue since his property has no exit on Plath and since he is faced with an assess ment for the improvement of 16th Avenue; by Gregg E. Hals who states that he believes that the cost should be shared by more than just those living along the north -south arterials leading to Eisenhower and.Wilson.Schools and Ward's Plaza; and Mr. & Mrs. C. J. Zimmerman, Mr. & Mrs. Lawrenc Olson, Mr. and Mrs. R. E. Maddox and Dr. and Mrs. E..R. Stephenson who are protesting the accept ance of the work done on the streets stating that it is continuing to ravel and sluf away. These protests were considered but no further action taken. ORDINANCE N6. 614, AN ORDINANCE confirming the assessment roll covering Local Improvement Distri No. 909.as created and established by Ordinances No. 453 and 458 of the Ordinances of the City ofl Yakima. This being the time fixed for the hearing on Petition No. 318 as filed by United Builders praying, for the annexation of certain property South of Mead between 16th and 18th Avenue and there being . no protests in writing or otherwise, it was MOVED by Lynch, seconded by Lambert that Ordinance CD No. 615 providing for said annex ti n and zoning said property as R -2, Two - Family Zone, be passed as read:, carried, Brazier, BroAu� � ert, Larson, Lynch and Robinson voting aye on roll call. ORDINANCE NO. 615, AN ORDINANCE providing for the annexation by the City of Yakima of certain property contiguous to the City. of Yakima and zoning the same.as R -2, Two- Family Zone. Also, the hearing on Petition No. 320 as filed by W. E. Guthrie praying for the annexation of certain property South of King Street between 16th and 18th Avenue having been fixed for this date and there being no protests in writing or otherwise, it was MOVED by Lynch, seconded by Brown that Ordinance No. 616 providing for said annexation a d zoning said property as R -2, Two Family Zone, be passed as read: carried, Brazier, Brow �uUert, Larson, Lynch and Robinson voting aye on roll call. ORDINANCE N0. -616, AN ORDINANCE providing for the annexation by the City of Yakima of certain property contiguous to the City of Yakima and zoning the same as R -2, Two - Family Zone. Petition No. 32S having been filed by Sparkman & Mc Lean praying for the annexation of certain property located south of the extension of King Street & Pierce Avenue between 12th and 16th Avenj and this being the date duly fixed for public hearing on said petition and there being no protest in writing or otherwise, it was MOVED by,rRWFonded by Lambert that Ordinance No. 617 providing foz said annexat'on� a d zoning said property as R -1, One Family Zone, be passed as read: carried, Brazier, Broil; jagFnbert, Larson, Lynch and Robinson voting aye on roll call. ORDINANCE NO. 617, AN ORDINANCE providing for the annexation by the City of Yakima of certain property contiguous to the City of Yakima and zoning the same as R -1, Ol °e Family Zone. Petition No. 332 having been filed with the City Clerk by Robert Alderson on January 19, 1965, praying for the annexation of certain property between Fruitvale Boulevard and the River Road and North 8th Avenue and 16th, it was MOVED by Robinson, seconded by Lynch that said petition be re- ferred to the City Manager and the Planning Commission for study and recommendation: carried, Brazier, BrowlurM ert, Larson, Lynch and Robinson voting aye by voice vote. (Notice of Inten- tion to Commence Annexation Proceedirgs filed January 19, 1965) Petition No. 333 having been filed with the City Clerk on November 20, 1965 by W. P. Fuller & Co.; requesting the improvement of South 4th Avenue between Maple and Pine Streets by Constructing Cur Gutter and Surfacing, it was MOVED by Robinson, seconded by Lynch that said petitio�i.E ferred to the City Manager and Staff for study and recommendation: carried, Brazier, Brown aMert, Larson, Lvnch and Robinson voting aye by -lice vote. (To serve Gene Shields property) RESOLUTION NO. D =770, A RESOLUTION authorizing the execution of a contract for work, labor and materials without calling for bids. Moved by Robinson, seconded by Brown. that Resolution No. D -771 authorizing the City Manager to engage the professional service of Ralph Korn for real estate appraisals in connection with''ccrC property for the Lenox.Avenue Improvement Project, be passed as read: carried, Brazier, Brow�i, Lambert, Larson, L,,nch and Robinson voting aye on roll call. D`7711 A RESOLUTION authorizing the City Manager to engage the professional services of Ralph Korn for real estate appraisals in connection with acquiring property for the Lenox Avenule improvement project. 11 The City Engineer reporting the completion of L. I. D. No. 920, Tieton Drive, Curb, Gutter and Paving District, it was MOVED by Robinson, seconded by Lynch that Tuesday the 23rd day of Februar 1965, be fixed as the date of hearing on the Assessment Roll for said district and that the City Clerk give notice of�ss''a d hearing by publication and to each property owner as required by statut carried, Brauer, Brov',�Y`K'iatr�bert, Larson, Lynch, and Robinson voting aye by voice vote. It was not that February 22, 1965 is a Legal Holiday and that the City Council meeting, therefor, will be he on Tuesday. Keltch Inc.., 15,600.00 16,016.00 20,$00.00 342235.24 (30,205.76)(4,029. 8) 36,427.04 (33,080.32) (3;346'.72).. 48,028.76 (43,724.20) (4,304.56) 55,130.92 (49,058.36) (6)072.56) Public Works Director, John Mayo recommended that all bids received on Schedule I be rejected as they run some 250 over-.the Engineer's estimate and he does not feel that this part of the project is difficult enough in nature or costly enough to warrant the bids received. He further recom- mended that the bids be awarded to De Blasio Bros for-Schedules II and III since these bids are low and below the Engineer's estimates. After discussion, it was MOVED by Robinson, seconded by Lambert that the City Council cnncur.with recommendations as made by the Director of Public Works and that all bids received on'Schedule I be rejected and that the Bid on Schedule II in the amount of $30,205.76 and Schedule III in the.amount of $4,029.48 be awarded to De Blasio Bros. and that the City Manager be and is hereby authorized to enter into a contract tb aid contract( upon the filing of the proper- bond.and insurance by him: carried, Brazier, Brown mbert, Larsoi Lynch and Robinson voting; aye by voice vote. Manager Smith recommended the reappointment-of Mr. S. Wright Hawkes to succeed himself' for another six -year term on the Board of Adjustment and it was MOVED by Lynch, seconded by Brown said re- appointment be approved and Mr. S. Wright Hawkes be appointed to serveK�Rtggyear term on the Board of Adjustment or until October 1, 1970: 'carried, Brazier, Brown, ert, Larson, Lyndl, and Robinson voting aye by voice vote. Also, Manager Smith recommended the reappointment of Dr. Rod Mc Intosh to succeed himself for another six year term on the Civil Service Commission for the Fire and Police Departments and it was MOVED by Lynch, seconded by Brown that said reappointment be approved and Dr. Mc Intosh be reappointed to serve s.x -year term on the Civil Service Commission or until January 1, 1971: carried, Brazier, Bro i�;'Wgert, Larson, Lynch and Robinson voting aye by voice vote. Manager Smith reported that the hearings on the written protests submitted protesting our Surface Water Application for a water right on the Naches River which vpere scheduled to be held in Olympia on the 2nd of February, 1.965 at the hour of 3:00 P.M., are now scheduled to be held on that date but at the hour of 11:00 A.M. He stated that Don Gray our Consulting Engineer will make the formal presentation on behalf of the City. He also reported that the! agreements between the City of Yakima and Northwest Airlines and West Coast Airlines expire March 31, 1965 and that meetings will be scheduled with these people, and requested that a committee from the Council be appointed to participate.. It was suggested that Mr. Kurbitz_ and Mr. Lynch. comprise such a committee but no formal action was taken on the matter.
