HomeMy WebLinkAbout12/14/1964 Business MeetingI DECEMBER 14, 1964 The City Council met in regular session, Mayor Larson, Councilmen Brazier, 'Broikm.,.Kurbitz, Lambert, Lynch and Robinson, City Manager Smith and City Attorney Andrews present on roll call. (Mr. Wray R. Brown took his oath of office on this date before the Superior Court Judge, Blaine Hopp) Councilman Lambert gave the invocation. The minutes of the regular meeting of December 7, 1964 having been read and certified correct by two Councilmen and no one present wishing said minutes read publicly, Mayor Larson declared them correct as recorded. Petition No. 325 having been filed with the City Clerk on December 11, 1964 by Sparkman & Mc Lean Company and others praying for the annexation of property East of 14th Avenue and South of Pierce Street extended, it was MOVED by Robinson, seconded by Lambert that said petition be referred to the City Manager and Planning Commission for study and recommendation: carried, Brazier, Brown, Kdrbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. ' Petition No. 326, 327 and 328 having been filed with the City Clerk on December 11, 1964 by Sparkman and Mc Lean and others requesting the formation of Local Improvement districts for the construction of sewers, water mains and the paving of certain streets, respectively, it was MOVED by Lambert, seconded by Lynch that said petitions be referred to the City Manager and staff for study and recommendation: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Moved by Robinson, seconded by Lambert that Ordinance No. 600 fixing the time of delinquency and providing for the issuance of installment notes for the payment of unpaid portion of L.I.D. No. 911, Airport Addition No. 1, Clif Plat, Sanitary Sewer, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. ORDIIANCE NO. 600, AN ORDINANCE fixing the time of delinquency of installments of assessments levied from the payment of the cost of the improvement in Local Improvement District No. 911 and providing for the issuance of Local Improvement District Installment Notes for the payment of the unpaid portion thereof. Moved by Lambert, seconded by Lynch that Ordinance No. 601 creating the City Garage Fund as a special fund and among other things establishing terms and rates for the rental of equipment, materials and supplies from such fund, be passed as read. Discussion indicated that this ordinance will expand the operation of the already existing Garage Fund to include the rates for rental of equipment materials and supplies to be paid in to said fund in accordance with the State Statue passed in 1963 and to include in our cost accounting system, aspects of depreciation It was further indicated that funds accumulated in this fund will be used for the purchase of new equipment and maintenance. In discussing the ordinance as written, it was agreed that since rentals to any city or town or any other governmental agency,will be passed on'by the City Counci it is not necessary to include this detail in Section 3 of the ordinance and City Attorney Andrew pointing out-that certain words have been deleted from Section 5, it was MOVED by Robinson, seconded by Lynch that "any city or town, or any other governmental agency," be deleted from Section 3 of Ordinance No. 601 and that Section 5, be corrected to read '?3.15.050 -------------- 35.21.0$$, and shall become effective on the lst day of January,.1965. J Moved by Lynch, seconded by Robinson that Resolution No. D -756 transferring materials equipment and supplies from the Street Division and Municipal Garbage Division of the Public Works Depart- ment of the City of Yakima to the City Garage Fund, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. RESOLUTION NO. D -756, A RESOLUTION transferring materials, equipment and supplies from the Stree- Division and Municipal Garbage Division of the Public Works Department of the City of Yakima to ti City Garage Fund. Moved by Robinson, seconded by Lynch that Resolution No. D -757, being a resolution of intention to create a local improvement district for the construction of sewers in certain areas, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch, and Robinson voting aye on roll call. Discussion indicated that all of the right- of- way-has been obtained for this project. RESOLUTION NO. D -757, A RESOLUTION of intention to create a local improvement district: The Planning Commission reporting back to the City Council in accordance with action taken by the Council on November 16, 1964 on the matter of Petition No. 299 as filed by John'Frates and others and again recommending that said rezone petition be denied, it was MOVED by Lynch, seconded by Lambert that this matter be brought on for hearing by the City Council at the next regular meetin, on December 21, 1964: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. The City Engineer reporting the following estimates for payment to Picatti Bros, Inc. on the Airport Well Pumphouse Schedule II Schedule IV 373.28 $$1.32 it was MOVED by Lynch, seconded by Robinson that said progress report dated December 10, 1964, be accepted and approved and that payment of the estimates therein set forth be approved and payment of same authorized: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Councilman Kurbitz brought forth for discussion and suggested that a traffic light is needed at 11th Avenue and Division indicating that the east -west traffic on Division has increaed in number and speed,creating traffic hazzards in this shopping area. Public Works Director Mayo suggested that this is a place for a traffic activated light on 11th Avenue and that this would cost approximately $7,000.00. He also stated that no money has been placed in the 1965 budget for new signal lights. It was then MOVED by Kurbitz, seconded by Lambert that this matter be referred to the staff for study and recommendation: carried, Brazier, Brown, Kurbitz, Lambert Larson, Lynch and Robinson voting aye by voice vote. It was also suggested that there is need of a signal light at Lincoln, 24th'Avenue and Powerhouse Road. i ae 1 1 1 1 1 615 DECEMBER 14, 1964 A vacancy.having been created on the Planning Commission by the resignation of Mr. Herb Frank, it was MOVED by Robinson, seconded by Lynch that Mr. John Fairbrook be appointed to the Planning Commission to serve out this unexpired term or until August 31, 1968: carried, Brazier,.Brown, Lambert, Larson, Lynch and Robinson voting ave by voice vote. City Manager Smith informed the City Council that there will be a meeting of the Planning Commis- sion with the Corporate Board and members of the faculty and interested persons, on matters of zoning and housing for college students in the vicinity of the Yakima Valley College. Manager Smith also reported on and read a letter dated December 9, 1964 from Mr. M. G. Walker, Supervisor, Division of Water Resources of the Department of Conservation, which informs the City that the Department of Fisheries and Department of Game, Olympia, Washington has filed a written protest against the City of Yakima's Application for grounA water rights No. 18733. He indicated that there at this time 3 protests filed and that public hearings will be had on them. There being no,further business to come before the Council, it was MOVED by Kurbitz, seconded by Brazier that we do now adjourn at the hour of 4:18 P.M. carried, Brazier, Brown, Kurbitz, Lambert Larson, Lynch, and Robinson voting aye by voice vote.
