The City Council met in regular session, Mayor Larson, Councilmen Brazier, Kurbitz, Lambert,
Lynch and Robinson and City Attorney Andrews present on roll call. A Councilman has not been
appointed to serve out the unexpired term of Councilman Munger. City Manager absent due to
illness.
The invocation was given by Councilman Kurbitz.
The minutes- of'November 16, 1964'having been duly read and certified accurate by two Councilmen
and no one present wishing to have the minutes read, Mayor Larson declared said minutes approved
as recorded.
This being the time fixed for the Council to meet with the signers of a Notice of Intention to
Commence Annexation Proceedings, namely Mr. James A. Wharton, Assistant Vice President who repre-
sents Sparkman & Mc Lean Company, said Notice having been filed with the City Clerk on November 1;
1964 and which fully describes certain property South of the Extension of King Street and Pierce
Avenue between South 12th and 16th Avenues, and Mr. Wharton being present and indicating that
his firm will assume its share of the City's indebtedness, it was MOVED by Robinson, seconded by
Lynch that said annexation be accepted by the City of Yakima and that the area to be annexed be
required to assume it's share of the City's existing indebtedness: carried, Brazier, Kurbitz,
Lambert, Larson, Lynch and Robinson voting aye by voice vote.
This being the time fixed for the Council to meet with the signer of a Notice of Intention to

Mr. W. E. Guthrie, said notice fully describing certain property South of King Street between
16th and 18th Avenues, and Mr. Guthrie being present and indicating that he is willing to assume
his share of the City's indebtedness, it was'MOVED by Lynch, seconded by Lambert that the annexa-
tion proposed,be accepted by-the City of Yakima and that the area to be annexed be required to
assume it's share of the City's existing indebtedness: carried, Brazier, Kurbitz, Lambert, Larso
Lynch and Robinson voting aye by voice vote.
This being the time fixed for the hearing on Petition No. 302 as filed by Mary Wakley praying for
the annexation of property located between East Spruce Street & Kiwanis Park, and there being no
protests in writing'or otherwise,-it was MOVED by Robinson, seconded by Lynch that Ordinance No.
591 providing for said annexation and zoning said property as R -4, Suburban Residence Zone, be
passed as read: carried, Brazier, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on rol
call.
ORDINANCE NO. 591, AN ORDINANCE providing for the annexation by the City of Yakima of certain
property contiguous to the City of Yakima and zoning the same as R -4, Suburban Residence Zone.
This being the time fixed for the hearing on Petition No. 304 as filed by Timberline Properties,
Inc., requesting the rezone of property at 2904 Nob Hill Boulevard, it was MOVED by Lynch,
seconded by Lambert that Ordinance No. 592 accepting the recommendation of the Planning Commissioi
and rezoning said property to B -2 Local Business Zone, be passed as read. Discussion of the
ordinance pointed out the need for clarification in Section 1 and it was MOVED by Lynch, seconded
by Lambert that the first six words in line three from the bottom of page one, be deleted:
carried, Brazier, Kurbitz, Lambert, Larson, Lynch, and Robinson voting aye by voice vote. Mayor
Larson then called for a roll call vote on. the original motion to pass said ordinance, as amender
and it carried, Brazier, Kurbitz, Lambert, Larson" Lynch and Robinson voting aye on roll call.
Councilman Robinson indicated that he believes that this action tends to choke traffic on Nob
Hill Boulevard:

ORDINANCE NO. 592, AN ORDINANCE accepting the recommendation of the Planning Commission and re-
zoning certain property located at 2904 Nob ,Hill Boulevard in the <City of Yakima, Washington,
from R -2, Two - Family Zone, to B -2 Local Business Zone.
Petitions No. 315, 316 and 317 having been filed with the City Clerk on November 17, 1964 by
Pault T. Findley,- requesting rezone of property located at 217 and 211 North Grandview, by J. J. I-D Bechtel requesting rezone of property located at 1302 South 16th Avenue and By Marvin Eberle re-
questing rezone of property located at 1201 South 16th Avenue, respectively, it was MOVED by
Lynch, seconded by Robinson that said petitions be referred to the Planning Commission for study
and recommendation: carried, Brazier, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye
by voice vote. I
Petition No. 318 having been filed with the City .Clerk on November 17, 1964 by United Builders anc
others praying for the annexation of certain property South of Mead between 16th and 18th Avenues,
it was MOVED by Robinson, seconded by Lynch that said petition_ be referred to the City Manager anc
the Planning Commission for study and recommendation: carried, Brazier, Kurbitz, Lambert, Larson,
Lynch and Robinson voting aye by voice vote.
Petition No. 319 having been filed with the City Clerk on the 23rd day of November, 1964 by Bonni
Jean Forler,'requesting the formation of a Local Improvement District for the'paving of an alley
in Block 414 Capitol Addition, it was MOVED by Robinson, seconded by Lynch that said petition be
referred to the City Manager and staff for study and recommendation: carried, Brazier, Kurbitz,
Lambert, Larson, Lynch, and Robinson voting aye by voice vote.
A resolution establishing annual irrigation maintenance rates and charges for 1965 having been
prepared for consideration and the Council wishing to give,this matter further consideration and
study, it was MOVED by Robinson, seconded by Lynch that said matter be continued to the next
regular meeting of the City Council on the 30th day of November, 1964: carried, Brazier, Kurbitz,
Lambert, Larson, Lynch and Robinson voting aye by voice vote. Mr. Jack Crimmin, Secretary - Treasur
for the Central Labor Council indicated that an interested committee will be present for this
hearing.
The City Engineer having submitted the following monthly estimates for work performed during the
month of October, 1964 and recommending payment of same:

it was MOVED by Robinson, seconded by Lambert that the Engineers report dated November 16, 1964
be approved and the progress estimates therein set forth, which are all final estimates, be paid:
carried, Brazier, Kurbitz, Lambert, Larson, Lynch, and Robinson voting aye by voice vote.
Discussion pointed out that there is a material and labor lein against Superior Asphalt and L.I.
No. 913 and that this final payment will not be made until said lein is satisfied.
Mr. Les Newlun urged the City Council to consider someone from. the East side as an appointee to
fill the existing vacancy and suggested the name of Mr. George Cahoon, of Cahoon's Super Giant
Market located at 201 South 6th Street. Mayor Larson indicated that this name would be added to
the list for consideration.
City Attorney Andrews and Chief Soderstrom reouestirg permission and approval for travel out of
state for Sergeant Amos to attend Northwestern University in Chicago, Illinois, from November 30,
1964 to December 11, 1964 with expenses paid,'it was MOVED by Lynch, seconded by Brazier that
permission be granted and the Sergeant's expenses paid: carried, Brazier, Kurbitz, Lambert,
Larson, Lynch and Robinson voting aye by voice vote. Discussion indicated that this schooling
will prepare the Sergeant to take over certain officer training duties now performed by Captain
Rach who is retiring after 25 years service with the City Police Department and that an administr
tive transfer within the 1.964 Budget will be necessary to take care of;the expenses.
There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by
Lynch that we do now adjourn a t the hour of 3 :37 P.M: carried, Brazier, Kurbitz, Lambert,
Larson, Lynch, and Robinson voting aye by voice vote.
