HomeMy WebLinkAbout09/08/1964 Business Meetingr 580 SEPTEMBER 8, 1964 September 7, 1964, being a Legal Holiday, the City Council met on this date, with Assistant Flavor Brazier, presiding and convening the meeting at the regular hour of 3:00 P.M. Councilmen Kurbitz, Lambert, Munger and Robinson, City Manager and City Attorney Andrews present on roll call. Mayor Larson absent. MOVED by Robinson, seconded by Munger that Mayor Larson be ex- cused from this meeting:carried, Brazier Kurbitz, Lambert, Munger and Robinson voting aye by voice vote. Councilman Lynch absent and excused. Councilman Kurbitz gave the invocation. The minutes of the regular meeting of August 31, 1964 were approved as read. Petiton No. 295 having been filed with the City Clerk on August 31, 1964 by Kenneth S. Matson and others requesting the formation of a local improvement district for the paving of Carriage Hill Drive from Conestoga Boulevard to approximately 346 feet north of Surrey Lane and Surrey Lane from North Nob Hill_ to Carriage Hill Drive, it was MOVED by Robinson, seconded. b:y Munger that said petition be referred to the City Manager and Staff for study and recommendation: carried., Brazier, Kurbitz Lambert, Munger and Robinson voting ave by voice vote. Larson and Lynch absent. Petition No. 296 also having been filed with the City C'le-rk on September 4, 1964 by Ronald W. Poole and. Wanda L. Poole, praying for the annexation of certain property west of the Tieton Irrigation Canal and north of Surrey Lane, it was MOVED by Munger, seconded by Lambert that said petition be referred to the City Manager and the Planning Commission for study and recommendation carried, Brazier, Kurbitz, Lambert, hiun,ger and Robinson voting aye by voice vote. Larson and Lynch absent. Moved by Robinson, seconded by Munger that the matter of a resolution authorizing the execution of a lease agreement with Shell Oil Company for an Airport Service Station, be continued for one week or until September llp, 1964: carried, Brazier, Kurbitz, Lambert, Munger and'Rob:inson voting alre by voice vote. Larson and Lynch absent. Moved by Munger, seconded by Lambert that. Resolution No. D -730 authorizing the execution of an agreement with the Nob Mill Water Company to accomplish a transfer of services of 108 custorners situated within the area between Walnut and Englewood Avenues and east of 40th Avenue, be passed as read: carried, Brazier, Kurbitz, Lambert, Nhinger and Robinson voting aye on roll_ call. Larson and Lynch absent. RESOLUION NO. D -730, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an Agreement with the Nob Hill Water Company. In accordance with action taken by the City Council at their regular meeting of August 31, 1964, Mr. Rudy Gast reported that his staff has checked the area in the vicinity of River Road and Franklin Avenue and Peck's Canyon Road as to the possibility of annexing property to the City of Yakima and that property owners have shown very favorable interest in annexation. He indicated that the Peck's Canyon Road area would involve some 80 acres and 11 owners,and`in the vicinity of the River Road and Franklin Avenue, some-60 acres and 8 owners. Mr. Ed Poulin; one of the pro-pert owners was present at this meeting and indicated that he is interested and in favor of the annexation but he is most interested a.t this time in obtaining immediate water service as he is ready to start building. After discussion it was MOVED by Kurbitz, seconded by Robinson that water service be extended to Mr. Poulin immediately upon his signing a hook -up agreement and if the Notice of Intention to Commence Annexation Proceedings be filed on or before the next regulr meeting of the Council: carried, Brazier, Kurbitz, Lambert, Munger and Robinson voting aye by voice vote. Larson and Lynch absent. Mr.- Poulin was urged to help with the circulation of the petition for annexation. ,Cornell, Howland, Hayes & Merryfield, consulting Engineers having submitted Monthly Estimate No. 4 in the amount of $136,91$.14 for _work done through the month of August, 1964 on the sewage treatment plant and industrial waste pump station under contract to G. R. Leischner Constructinn Company, it was MOVED by Robinson, seconded by Munger that this estimate be accepted and approv- ed and that payment be authorized: carried, Brazier, Kurbitz, Lambert, Munger and Robinson voting aye by voice vote. Larson and Lynch absent. Gray and Osborne, consulting engineers having submitted Monthly Estimate No. 3 in the amcuirt of $41',7$9.61 for work done through the month of August, 1964 on the Summitview Street Improvement project, it was MOVED by Munger, seconded by Lambert that said estimate be accepted and approved and that payment be authorized: carried, Brazier, Kurbitz, Lambert, Munger and Robinson voting aye by voice vote. Larson and Lynch absent. The City Engineer reporting the following estimates for work performed during the month of August, 1964: Carriage Hill - Larson's Lots No.2 Domestic Watermain - Sch. Larson and Lynch absent. r 1 1 C 58-1 SEPTEMBER 8, 1964 Mrs. Ethel Lambert, retired School Teacher and property owner in the North 5th Avenue and 6th Avenue area, attended this meeting and discussed with the Council the matter of making changes in-our water systems as set forth in a letter dated Sept6mber 3, 1964 and mailed to all property owners in the City of Yakima. She indicated that she represented a group of persons in her area who are on limited incomes. The Col--tncil indicated that both the irrigation and domestic water systers. might give out at any time and that they are using this method to determine the wishes of the people. No formal action was taken on this matter. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Robinson that we do now adjourn at the hour of 4:25 P.M: carried, Brazier, Kurbitz, Lambert, Munger and Robinson voting aye by voice vote.
