HomeMy WebLinkAbout08/24/1964 Business Meeting1 1 _7� 577 AUGUST 24, 1964 The City Council met in regular session, Mayor Larson, Councilman Brazier, Lambert, Lynch, Munger and Robinson and City Manager Smith present on roll call. City Attorney Andrews absent on vacation. Councilman Kurbitz absent. MOVED by Robinson, seconded by Munger that Councilman Kurbitz be ex- cused from this meeting: carried, Brazier, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote. The invocation was given by Councilman Munger. The minutes of the regular meeting of August.:17, 1964 were approved as read. Petition No. 293 having been filed with the City Clerk on August 18, 1964 by Verne E. Kukuk re- questing the rezone of property at 1208 Fruitvale Boulevard between 8th and 9th Avenue, it was MOVED by Lynch, seconded by Lambert that said petition be referred to the City Manager and the Planning Commission for study and recommendation: carried, Brazier, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote. Kurbitz absent. The City Engineer having reported the completion of L.I.D. No. 912, the Clift Plat and others Domestic Water District, it was MOVED by Robinson, seconded by Munger that September 21, 1964 be fixed as the date of hearing on the assessment roll for said district and that the City Clerk give notice of said hearing by publication and to each property owner as prescribed by statute: - carried, Brazier, Lambert, Larson, Lynch, Munger and Robinson votinT aye by voice vote. Kurbitz absent. The City Engineer also having reported the completion of L.I.D. No. 914, the South 41st Avenue Comestic Water District, it was MOVED by Munger, seconded by Lynch that September 21, 1964 be fixed as the date of hearing on the assessment roll for said district and that the City Clerk give due notice of said hearing by publication and to each property owner as prescribed by statu carried, Brazier, Lamber, Larson, Lvnch, Munger and Robinson voting aye by voice vote. Kurbitz absent. Gray and Osborne, Consulting- Engineers, having submitted a report together with Estimate No. 3 which is a semi - final, for work performed on the 16th Avenue and Tieton Drive Street Improvement project, it was MOVED by Lynch, seconded.by Robinson that said report dated August 20, 1964 be approved and accepted and that said estimate therein set forth be approved and payment of same authorized:- carried, Brazier, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote. Kurbitz absent. Manager Smith reviewed the matter of selecting a Planning Consultant Firm for preparation of a Central Business District Plan and stated that after due study,'.he. and.the-staff,are recommendin that the City Council accept the offer of Architects Associated and requested that the staff be authorized to work out the various details with the State Department of Commerce & Economic Development in order that a contract may be brought to the Council for consideration at a later date. He indicated that the $3,000,00 in the 1964 Budget will be the extent of the City's cash outlay, that our contributed services will be approximately $10,000.00 to 12,000.00 and that it is hoped that $5,000.00 will be contributed`by interested downtown groups, although they have no come forth with their offers as yet. The matter of off - street parking and its importance,in thi matter was discussed with Dr. Bittner who requested that off-street parking be given priority in order that the financing and even building can go ahead-while the central business study is bein made. Mr. Jim Cowan, representing Architects Associated was present and answered questions for Council members. All persons having been heard, it was MOVED by Lambert, seconded by Munger that the City Council does hereby approve the selection of Architects Associated as the Planning Consultant Firm for the preparation of a Central Business District Plan and that the City Manage and staff be authorized to work out the various details in order that a contract may be brou -ght in for consideration: carried, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote. Brazier Voting Nay by voice vote „/Councilman Brazier explained that he is not against th selection of this firm to do this job, but he is not convinced that this is the means to solve t problems faced by the downtown business district. Councilman Lambert was absent from this meeting after 4:00 P.M. Due to the Auto Accident suffered by Mrs. Gladys Richter, City Treasurer and the need for Mrs. Doris Hufferd, Deputy Treasurer to have surgery, Manager Smith explained the urgency and need for the immediate consideration of adding a new position, that of Assistant Finance Director, to the Finance Department. He indicated that this position was to be considered in the 1965 budget, but the nature of this emergency makes it necessary to consider it at this time. After discussion, it was MOVED by Robinson, seconded by Munger that the City Council approve the addition of this position and that the City Manager and staff proceed to prepare the necessary legislation to be considered berried., Larson, Lynch, Munger and Robinson voting aye by voice vote. : Kurbitz7apps reizier voting nay by .voice vote explaining that he believes a little more time and thought should be given to this matter. There being no further business to come before the Council, it was MOVED by Lynch, seconded by Munger that we do now adjourn at the hour of 4:20 P.M.: carried, Brazier, ' .: .
