HomeMy WebLinkAbout07/13/1964 Business Meeting1 1 1 a 6 5 JULY 13 , 1964 - The City Council met in regular session, Mayor Larson, Councilmen Kurbitz, Lambert, Munger Robinson and Acting City, Manager Fred Andrews present on roll call. Councilman Brazier absent on roll call but reporting in at 3:10 p.m. Councilman Lynch and City Manager Smith absent. It was MOVED by Robinson, seconded by Munger that Councilman Lynch be excused from attendance at this meeting; carried, Kurbitz, Lambert, Larson, Munger and Robinson voting aye by voice vote. The Invocation was given by Councilman Lambert. The Minutes of the regular meeting of July 6, 1964 were approved as read. A Notice of Intention to Commence Annexation Proceedings having been filed with the City Clerk on July 9, 1964 by Donald 0. & June J. Rice for certain property located 155 feet North of Tamarack and running 600 feet East of North lst'Street, and it being noted that Mr. Rice the signer of said Notice was present at this meeting, it was MOVED by Robinson, seconded by Munger that this date, July 13, 1964 be set as the time for meeting with the initiEtin.� rt carried, Brazier, Kurbitz, Lambert, Larson, Munger and Robinson voting aye by voice vote. xrs? ice having stated to the Council that their share of the city's existing indebtedness would be assumed, it was MOVED by Munger, seconded by Robinson, that the Annexation Proposed by Donald 0. & June J. Petition No. 284 having been filed with the City Clerk on July 8, 1964 by Ralph E. Bates re- questing';the rezone of certain property located at 1812 South Nob Hill from B -2, Local Business to R -3 Multiple Family Zone, it was MOVED by Robinson, seconded by `Munger that said petition be referred to the Planning Commission for study and recommendation: carried, Brazier, Kurbitz, Lambert, Larson, Munger and Robinson voting aye by voice vote. ORDINANCE NO. 543, AN ORDINANCE placing a parcel of real'property in the City of Yakima'on the Irrigation Maintenance Roll of Local Improvement No. 450. Moved by Lambert, seconded by Munger that Resolution No. D -710 , a Resolution granting a tem- porary Use Permit to Hubert 0. Wallingford to place a trailer house on property at 415 North 2nd Street, be passed as read: carried, Brazier, Kurbitz, Lambert, Larson, Munger and Robinson voting aye on roll call. Lynch absent. RESOLUTION NO. D -710, A Resolution granting a temporary Use.Permit to Hubert 0. Wallingford, Moved by Robinson, seconded by Munger that Resolution No. D -711, a Resolution of Intention to create a Local improvement District for the construction of curbs, gutters and surfacing -.:as per Petition No. 248 filed by W. R. Johnson and others; Petition No. 250 filed by Anna Mary Lamb;: Petition No.. 272 filed by Robert McGhee and others; and Petition No. 275 filed by Rex E. D -711, A Resolution to create a Local Improvement District Moved by Munger, seconded by Lambert that Resolution No.,D -712 , a Resolution of Intention to create*a Local Improvement District for the construction of curb, gutter and surfacing on South 28th;Avenue from Walnut Street to approximately 250 feet South as per Petition No. 263 filed by Yakima Valley,Memorial Hospital and setting the date of hearing on the 3rd day of August, 1964,�at 3 p.m. :carried, Brazier, Kurbitz, Lambert, Larson, Munger and Robinson voting aye on roll call.. Lynch absent. RESOLUTION NO. D -712,; A RESOLUTION of Intention to create a Local Improvement District Moved by Robinson, seconded by Munger that Resolution No. 713, a Resolution Of Intention to creat a Local Improvement District for the construction of Sewer as per Petition No. 280 filed by Max Seals; and Petition No. 281 filed by Lynn Buchanan and setting the date of hearing on the third day of August, 1964 at the hour of-3 p.m. be passed as read; carried, Brazier, Kurbitz, Lambert, Larson, Munger and Robinson voting aye by roll call. Lyhch absent. RESOLUTION NO. 713, A Resolution of Intention to create a Local Improvement District. Moved by Lambert, seconded by Robinson, that Resolution No. D -714 , a resolution of Appreciation by the City Council to the Chamber of Commerce, its Government Affairs Committee, and its City - County SubCommittee for thudy and recommendations made and submitted to the Council pertaining to procedures and policies on annexing territory to the city of Yakima: carried, Brazier, Kurbitz, Lambert, Larson Munger and Robinson voting aye on roll call. Lynch absent. RESOLUTION NO. D -714, A RESOLUTION OF APPRECIATION'TO THE,YAKIMA CHAMBER OF COMMERCE In accordance with action taken by the Council at their meeting of June 1, 1964 in the matter of the request for rezone by J. E. Laney for certain property located on the South Side of Lenox Avenue between Pleasant and 12th Avenue from B -2 Local Business zone to B -3 General Business Zone, it was MOVED by Brazier, seconded by Robinson that a date of hearing be set for the 27th day of July, 1964 and that the Clerk give notice of said hearing as required by lawn carried, Brazier, Kurbitz, Lambert , Larson, Munger and Robinson voting aye by voice vote. Lynch absent. r 5h JULY 13, 1964 The City Engineer having reported the completion of work for West Viola Barge and Mary Lint avin District, Local Improvement District 906, and thetotal cost being $4,'029.58, it was MOVED by Robinson , seconded by Brazier that the date of hearing be set for the 10th day of August,'1964 at the hour of 3 p.m. and that the city clerk give notice of publication and to each property owner in the district as required by law: carried, Brazier, Kurbitz, Lambert, Larson, Munger, and Robinson voting aye by voice vote. Mrs. Al Spicer, 1516 South 10th Avenue having asked the Council to consider her request to conne the private sewer and the city domestic water line near her residence even though this area is not contiguous to the city because she' felti' :that':.unsanitary_'.conditions existed in her neighborho created by septic tanks which she stated was a health hazard, it was MOVED by Robinson, seconded by Munger that this matter be referred to the City Manager and staff for study and that a report be given at the next regular meeting of the council: carried, Brazier, Kubitz, Lambert, Larson, Munger and Robinson voting aye by voice vote. Lynch absent. Mr. W. 0. Wikstrom, representing the Yakima Chamber of Commerce Aviation Committee asked the Cou: in considering their long range plans for the Yakima Airport that they extend the main runway 1200 feet rather than 800 feet as recommended by Ebasco Inc. Consulting Engineers, He further stated that the Aviation Committee felt that the Ebasco report regarding aviation was in error i many ways. He stated the Committee felt that the steady growth of Yakima will increase air frei needs as well as passenger needs and -hhat because of the many warm days in Yakima which affects all aircraft, a longer runway is needed to insure safety. Full gross loads are needed to make air freight more profitable, and the present runway does not now allow for full capacity loads. The 1200 feet will be ample for present aircraft, for jets now using Yakima as an alternate, and for DC8s and Boeing 707s which Airline Companies are converting to,for the future.
