JULY 6, 1964
The City Council met in regular session, Mayor Larson, Councilman Brazier, Kurbitz, Lambert,
Lynch, Munger and Robinson, City Manager Smith and City Attorney Andrews were present on roll
call.
The Invocation was given by Councilman Munger.
The Minutes of the regular meeting of June 29, 1964 were approved as read.
Petition No. 279 praying for the annexation of certain property North of Englewood and East
of Powerhouse Road having been filed with'the City Clerk on June la, 1964 by the Trinity Church
of the Nazarene, it was MOVED by Robinson, seconded by Munger that said petition for annexation
be referred to thekCity'Manager and Planning Commission for study & recommendation: carried,
Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote.
The following petitions having been filed with the "City'Clerk, Petition No. 280 filed on June 30,
1964 by Max Seal; Petition No. 281 filed on June 30, 1964 by Lynn Buchanan; Petition No. 282
filed on Juno 30, 1964 by Lynn Buchanan and Petition No.-283 filed by Church of the Brethren on
July 3, 1964, it was MOVED by Brazier, seconded by Munger that said petition&be referred to the
City Manager and Staff for Study and Recommendation: carried, Brazier, Kurbitz, Lambert, Larson,
Lynch, Munger and Robinson voting aye by voice vote.
MOVED by Lambert, seconded by Munger that Ordinance No. 542, an: 'Ordinance creating and establish
fire zones in the City of Yakima be passed as read; carried, Brazier, Kurbitz, Lambert, Larson,
Lynch, Munger and Robinson voting aye on roll call.'/Fire Chief Moore gave a brief explanation of
the revision and stated he thought it to be a sound revision and felt-it would not adversely
affect the fire safety of our city.
ORDINANCE NO. 542, AN ORDINANCE creating and establishing Fire Zones within the City of Yakima;
adopting an official map designating fire zones and providing for its amendment; and amending
Section 10.08.010 and 10.08.020 of the city of Yakima Municipal Code.
MOVED by Robinson, seconded by Lambert that the date of August 3, 1964 and the hour of 3 p.m.
be inserted in the resolution fixing the time and place of hearing on petition vacating a portion
of Minnesota Avenue before it is read to the Council: carried, Brazier, Kurbitz, Lambert, Larson,
Lynch, Munger and Robinson voting aye by voice vote.
MOVED by Robinson, seconded by Lambert that Resolution No. D -705 a'resolution fixing the time
and place of hearing on Petition No. 274'on August 3, 1964 at the hour of 3 p.m. , be passed as
read: carried, Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting aye on roll
call.
RESOLUTION NO. D -705, A RESOLUTION fixing the time and place for hearing on Petition for vacation
of public street.
MOVED by Munger, seconded by Lynch, that Resolution No. D 706 a resolution vacating a portion
of Public- Utility Easement in Larson's Lots as per Petition No. 277 filed.byriMarvin Jones and
others be passed as read; carried, Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson
voting aye on roll call.
RESOLUTION NO. D -9,06 , A RESOLUTION vacating a portion of Public Utility easement within Larson's
Lots in the City of Yakima
Moved by Robinson, seconded by Munger that Resolution No.. D 707 a resolution vacating a portion
of Public Utility Easement within Walnut Grove Addition as per Petition No. 278 as filed by
Ray Greenup, and others be pas8fid as read: carried, Brazier, Kurbitz, Lambert, Larson, Lynch,
Munger and Robinson voting aye roll call.
RESOLUTION NO. D 707 , A RESOLUTION V ACATING a portion of a public utility easement within
Walnut Grove Addition to the City of Yakima.
MOVED by Munger, seconded by Lambert that Resolution No. D 708 a resolution of Intention to
create a local improvement district for the construction of curbs, gutters and surfacing of
property South of Nob Hill from 24th to 28th Avenue as petitioned by Hilp & Rhodes Realty Corp.
on Petition No. 233, be passed as read: carried, Brazier, Kurbitz, Lambert, Larson, Lynch,
Munger and Robinson voting aye on roll call.
RESOLUTION NO. D -708 , A RESOLUTION of Intention to create'a Local Improvement District.
Moved by Lambert, seconded by Munger that Resolution No. D 709 , a Resolution appointing Fred
H. Andrews as Acting City Manager in the bbsence of City Manager George D. Smith who will be away
from the City from July 13, 1964 through July 19, 1964 be passed as read: carried, Brazier,
Kurbitz, Lambert , Larson, Lynch, Munger and Robinson voting aye on roll call.
RESOLUTION NO. D -709, A RESOLUTION appointing Fred H. Andrews as Acting City Manager
The City Engineer having submitted the following estimates for work performed during the month
of June 1964:

it was MOVED by Robinson, seconded by Munger that the Engineer's report dated July 1, 1964'be
accepted and that the.estimate be approved and payment be authorized: carried, Brazier, Kurbitz,
Larson, Lynch, Munger and Robinson voting aye by voice vote.
Cornell, Howland Hayes & Merryfield, Consulting Engineers having submitted monthly estimates No.2
in the amount of $54,248.O1 for work performed through June 25, 1964 on sewage treatment plant an
industrial waste pump station additions, it was MOVED by Robinson, seconded by Munger that this
report dated June 29, 1964 be accepted and that the monthly estimate due the w ntractor, G. R.
Leischner Construction Co. be approved and payment be authorized: carried, Brazier,'Kurbitz,
Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote.
Gray & Osborne, consulting engineers, having submitted Estimate No. 1, 1964 Street Improvement
Program, Summitview Avenue in the amount of $9,725.76 due the contractor for labor and materials
furnished for above project, it was MOVED by Munger, seconded by Lambert, that said engineer's
report dated July 2, 1964 be accepted, and that estimate be approved and payment authorized;
carried, Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote.
Gray & Osborne, Consulting Engineers, having submitted Estimate No. 2 , 1964 Street Improvement
Program for 16th Avenue & Tieton Drive , in the amount of $60,943.02 covering amount due the
contractor for labor and materials furnished for above project, it was MOVED by.Munger , seconedel
by Robinson that said report dated July 3, 1964 be accepted, and that Estimate No.. 2, be approved'
and payment authorized; carried, Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson
voting aye by voice vote.
Gray & Osborne, Consulting Engineer, having submitted Estimate No. 6 & Semi Final, 1964 Street
Improvement Program, Tieton , Division and Maple in the amount of $3,393.64 representing amount
due the contractor for labor and materials furnished for above project, it was MOVED by Robinson
seconded by Munger, that said report dated July 6, 1964 be accepted and that Estimate No. 6 be
approved and payment authorized; carried, Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and
Robinson voting aye by voice vote.
