Mayor Larson called the meeting of'the Council to order at the hour of 3 p.m., Councilman Brazier,
Kurbitz, Larson, Lambert, Lynch, Munger and City Manager Smith and City Attorney Andrews present
on roll call.
The Invocation was-given by Councilman Lynch.

vote. - Brazier not voting. ✓Chairman Brazier then called for nominations for Mayor. It was MOVED
by Robinson, seconded by Munger that Councilman Larson'be nominated for the position of Mayor;

was asked to cast a unanimous ballot for Councilman John M. Larson for Mayor of the City of
Yakima for the coming bienium; carried, Brazier, Kurbitz, Lambert, Lynch Munger and Robinson
voting aye by voice vote. Larson not voting. Mayor Larson then called for nominations for
Assistant Mayor and it was MOVED by-Lynch, seconded by Kurbitz, that Councilman Brazier be
nominated for the position of Assistant Mayor and there being no further nominations, the
nominations were closed and the clerk of the Council was asked to cast a unanimous ballot for
Councilman Donald,tR Brazier Jr. for Assistant Mayor for the coming bienium: carried, Kurbitz
Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote. Brazier not voting.
Mayor Larson welcomed Mrs. Lenore Lambert to the Council.
The minutes of the regular meeting of March 30, 1964•were approved as corrected.
This being the time fixed by the City Council for the hearing on assessment roll for L. I. D.
900 , Carriage Hill Sewer Lift Station, it was MOVED by Lynch, seconded by Brazier that Ordinance
No. 513 an ordinance confirming the assess ent roll covering L. I. D. 900 an ord- r anc-e raen fi r-mi —

as read: Under discussion it was noted that a protest had been submitted to the Clerk's Office
by Mr. Scott C. Hanson. There being no further protests either in writing or otherwise; Mayor
Larson called for a roll call vote on the motion: carried, Brazier, Kurbitz, Lambert, Larson,
Lynch, Munger and Robinson voting aye on roll call.
ORDINANCE NO. 513, AN ORDINANCE confirming the assessment roll covering Local Improvement District
No. 900 as created and established by Ordinance No. 352 of the Ordinances of the City of Yakima
Petition No. 258 having been filed by Yakima School District No. 7 with the City Clerk on April
1, 1964 to vacate Utility Easement on South 15th Avenue, Junior College property, it was MOVED
by Brazier, seconded by Munger that said petition be referred to the City Manager and staff for
study and recommendations; carried, Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson
voting aye on roll call.
Petition No. 259 having been filed by Yakima School District No. 7 with the City Clerk on April 1,
1964 to vacate utility easement on South 15th Avenue, Junior College property, it was MOVED by
Munger , seconded by Robinson that said petition be referred to the City Manager and staff for
study and recommendation: carried, Brazier, Kurbitz , Lambert; Larson, Lynch, Munger and Robinson
voting aye on roll call.
Petition No. 260 having been filed by J. E. Laney with the City Clerk on April 3, 1964 requesting
the rezone of property located at West Lenox Avenue, South Side between Pleasant and 12th Avenue
be referred to the Planning Commission for study and recommendation :carried, Brazier, Kurbitz,
Lambert, Larson, Lynch, Munger and Robinson voting aye on roll call. VC. Robinson suggested that
the matter of right of way be looked into by the city engineer's staff. Mr. Anderson, representin3
Mr. Laney of Circle L. Distributing Co. appeared after action had been taken on this petition an4
inquired about it, and the Council informed him that before Council can take action on this matter
of rezone, it must be reviewed by the Planning Commission for their recommendation, and they
suggested that Mr. Anderson attend the April 7, Planning Commission evening meeting where said
petition will be discussed.
Moved by Munger, seconded by Robinson, that Resolution No. D -678 a resolution accepting proposals
for process equipment to be used in the construction of additions to the sewerage treatment plant
and industrial waste pump station of the city of Yakima be passed as read: in discussion,
Councilmen asked for an explanation of this method of selecting certain items of manufacturers
equipment bids by the Consulting Engineering Firm, and then submitting these items which are con -
sidered to be best, to the contractor for their selection when preparing their bid. Mr. Wierson
of Cornell, Howland, Hayes and Merryfield stated that this is an accepted method of bidding for
this type of j;ab. Items are of similar quality in each category and the equipment is selected
on qulaity as well as price. It is muchless complicated resulting in less work and less gxpense.
After through discussion Councilmen felt this method had much merit. Mr. Wierson also stated
that the contractor assumes full responsibility for the items chosen from the preferred equipment.
Mayor Larson then called for a vote on the original motion: carried, Brazier, Kurbitz, Lambert,
Larson,Lynch, Munger and Robinson voting aye on roll call.
RESOLUTION NO. D -678, A RESOLUTION accepting proposals for process equipment to be used in the
construction of Additions to the Sewerage Treatment Plant and Industrial Waster Pump Station of th
City of Yakima.
Public Works Director Mayo reporting to the Council that Anddrson, Birkeland, Anderson and Mast
recommended that Dale M. Madden Construction Inc, be awarded the contract for the construction of
the Lenox'Avenue Overpass, slating that this company is both qualified and competent to do a good
job for the City of Yakima on this project, and the City Engineer's office concurring with this
recommendation, it was MOVED by Lynch, seconded by Robinson that the City Manager be authorized
to enter into a contract with said Dale M. Madden Construction Inc., Seattle, Washington, upon
the filing of the proper bond and insurance: Councilmen reviewed the bid summary and discussed
and compared the bids. Public Works Director Mayo answered councilmens questions relevant to
the bids. Mayor Larson then called for a votedon the motion: carried, Brazier, Kurbitz, Lambert,
Larson, Lynch, Munger and Robinson voting aye by voice vote.

Gray & Osborne, Consulting Engineers, having submitted estimates No. 2 and Semi Final ,
Schedules I & II, Storm Sewers and Irrigation Structures, in the amount of $6,015.37 under
Schedule I, representing the amount due contractor Jess E. McDonald, Yakima; and in the amount
of $9,142.62, under Schedule II representing the amount due contractor, Fred Traub, Selah,
for labor and materials furnished in connection with above referenced projects, it was MOVED
by Lynch, seconded by Robinson that said report dated April 6, 1964 be approved and that the
estimates therein set forth be approved and that payment of said estimates be authrozied;
carried, Brazier', Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice
vote.
Eornell, Howland, Hayes and Merryfield, Consulting Engineers, having submitted Industrial Waste
Irrigation System, Monthly Pay Estimate No. 3, in the amount of $42,128.01 for work accomplishes
and materials delivered to site from February 21, 1964 through March 27, 1964 and requesting
that payment be made to W. H. Gregory Co. Spokane Washington, it was MOVED by Lynch, seconded
By Brazier, that said report dated March 31, 1964 be accepted and,approved and that the esti-
mates therein set forth be approved and that payment of said estimates be authorized: carried,
Brazier, Kurbitz, Lambert, Larson, Lynch,aMunger and Robinson voting aye by voice vote.

it was MOVED by Robinson, seconded by Kurbitz that the City Treasurers report dated March 31,
1964, regarding the investments of the city .of Yakima be accepted and approved: carried Brazier
Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote.
Under new business Councilman Munger stated that much thought has been given as to how the
citizens of Yakima can be better informed on-city matters and how they can have a better under-
standing of city problems. Munger recommended to the Council that this might be accomplished
by the appointment by the Mayor of a number of committees, each representing a specific field,
to participate in council meetings in an advisory capacity. Councilman Munger suggested that
a committee composed of financial people could assist the Council in budget studies . ' Specific
committees could be formed for other phases of city operation. Councilman Brazier brought up the
matter of the water study and stated a committee experienced in this field with divergent view
could be of assistance to the Council. Councilman Lynch pointed but that the city is paying
qualified Consulting Engineering firms to advise and recommend the city'in matters of water -
sewer- irrigation and he would have to listen to their recommendations in making decisions on these
projects. C. Brazier stated that we -must still have public support to back up these recommendatic
Lynch stated he is not opposed to such committees in the role of promoting better understanding
to citizens of our city operation. Councilmen agreed that these committees would be of service
to the Council, as well as helpful in keeping the public informed on city government.
Councilman Lynch having requested that the 6 year arterial street plan be revised to include
provisions for a 5th lane on Summitview, it was MOVED by Lynch, seconded by Robinson that the
City Engineer's office be authorized to make this revision: carried, Brazier, Kurbitz, Lambert,
Larson, Lynch, Munger and Robinson voting aye by voice vote.
Mayor Larson having announced the appointment to the Health Board of Mrs. Lenor Lambert, to fill
the vacancy of George Lemon, and Mr. Walter Robinson and Mr. Al Kurbitz , it was MOVED by
Robinson seconded by Lynch that these appointments be confirmed: carried, Brazier, Kurbitz.
Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote.
City Manager Smith having reported to the Council that the city has not been able to acquire
much of the right of way property for the widening of Lenox Avenue between Broadway and 16th,
that he is recommending that an Ordinance commencing condemnation proceedings be'prepared'in the
immediate future for the Councils consideration.
Manager Smith also reported that the Sanitation Department will begin to pick up brush and other
bulky debris at no extra charge to property owners, starting next Monday, April 13.
Mayor Larson introduced his son, Dan Larson, to members of the Council.
There being no further business to come before the meeting, it was MOVED by Kurbitz, seconded
by Brazier that we db now adjourn at the hour of 4;50 p.m.
