HomeMy WebLinkAbout03/30/1964 Business Meeting529 MARCH 3.0, 1964 It I The Cityy Council met in regular session, Mayor Larson, Councilmen Brazier, Kurbitz, Larson, Lemon Lynci, Munger and Robinson, City Manager Smith and City Attorney Andrews present on roll call. The invocation was given by Councilman Lemon. The minutes of the regular meeting of March 23, 1964 were approved as read. In accordance with action taken by the City Council at their regular meeting of March 23, 1964 and the passage of Ordinance No. 509, for-the regulating of parking on certain arterials, it was MOVED by Munger, seconded by Kurbitz that Ordinance No. 510, relating to and fixing the time for part time parking restrictions on both sides of Lincoln Avenue from 24th Avenue to 40th Avenue on Both sides of Tieton Drive from.16th Avenue-to 42nd Avenue, be passed-as read: carried., Brazier, Kurbitz, Larson,' Lemon, Lynch, Munger and Robinson voting aye on roll call. Before the vote was taken on this motion, the matter was discussed with Mr. Bradley Emery, 419 South 18th Avenue, who protested the passage of the ordinance explaining that the City Council'is already pledged to provide 4 lanes for traffic on these arterials on a 24 hour basis as the result of the 1962 Bond Vote and by not makin them 4 lanes of traffic they are forgetting the majority °of the community who voted for the bonds and the widening of the streets as set forth at that time. He pointed out that.Tieton Drive is now carrying more traffic since it has been widened and that it will carry still more when Montgomery Ward has mooed to it's new location. Councilman Robinson indicated that there is much truth in Mr. Emery's statments, but-that there is no traffic count or other information to indicate that a two lane street will not be sufficient for the present, explaining that this is an experiment, recognizing the needs for parking where there are no alley, or driveways into private property in the area. He further indicated,that as soon as it is found to be necessary, he will be in favor of putting these streets back on full time four lane basis. Councilman Brazier indicated that he does-not believe that any pledge is being broken, but that, this system must be tried, and that he will be the first to support a ban of parkingif this plan fails. He also emphasized that he is reluctant to make regulation just for regulations sake. Councilman Lynch also indicated that he felt this system must be tried. Councilman Munger in- dicated that he believes that these streets should be four laned full time traffic and suggested hat traffic counts be made. ORDINANCE NO. 510:)3 AN ORDINANCE relating to stopping, standing and parking motor vehicles; pro- hibiting the parkir-:g of motor vehicles on certain streets and avenues with the City of Yakima at certain times; and adding a new section to the City of Yakima Municipal Code, to follow Section 9.36.070 thereof, and to be numbered Section 9.36.075 of the City of Yakima Municipal Co Mr. Emery also called to the Council's attention the matter of sidewalks which have been pushed up by trees and the need for more sidewalks and requested near future consideration be given to this matter. with the Citv.Clerk on March 23, 1964 Petition No. 256 having been'filed /by Mrs. Louis Ulrich requesting the rezone'of certain property located between 40th Avenue and 41st Avenue North on Summitview, it was MOVED by Robinson, secon d by Munger that said petition be referred to the Planning Commission for study and recommendation: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Petition No. 257 having been filed by E. F. Velikanje, executor of Fannie Kenney Estate, H. J. Templeton, and Frank Rosenstein, with the City Clerk on March 23, 1964, requesting the rezone of property at 1010 North 10th Ave., 1220 Fruitvale Blvd., and 1007 North 9th Avenue,.it was MOVED by Munger, seconded by Lynch that said petition be referred to the Planning Commission for study and recommendation: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. This bei g the time fixed by the City Council for the hearing on the assessment roll for L.I.D. No. 902, Flagg Addition Sanitary Sewer, and there being no protests in writing or otherwise, it was MOVED by Lemon, seconded by Robinson that Ordinance No. 511 confirming said assessment roll and every part thereof, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. ORDINANCE NO. 511, AN ORDINANCE confirming the assessment roll covering Local Improvement Distric No. 902 as created and established by Ordinance No. 359 of the Ordinances of the City of Yakima. Moved by Robinson, seconded by Munger that Ordinance No. 512 extending the time for repayment of a loan to the Municipal Airport Fund.and amending Ordinance No. 34.2 authorizing a temporary loan of $20,000. from the Water Deposits Fund to the Municipal Airport Fund, be passed as read: carr' d, Brazier, Kurbitz, Larson, Lemon, L,,nch, Munger and Robinson voting aye on roll call. ORDINANCE NO. 512, AN ORDINANCE extending the time for repayment of a loan to the Municipal Airport Fund, and amending Section 1 of Ordinance No. 342, passed on May 28, 1962, entitled "An Ordinance authorizing a temporary loan of $20,000 from the Water Deposits Fund to the Municipal Airport Fund, providing for repayment, and declaring an emergency ". Moved by L nch; seconded by Munger that Resolution No. D -674 extending the tine of repayment of a loan of 25,000 from the Cumulative Reserve for Domestic ,'later Supply Development Fund to the Municipal Airport Fund, and amending Resolution D -628 which authorized the transfer and loan of $25,000, be passed as read. carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. RESOLUTION NO. D -674, A RESOLUTION extending the time for repayment of a loan of $25,000 from the Cumulative Reserve for Domestic Uater Supply Development Fund to the Municipal Airport Fund, and amending Resolution No. D -628 passed December 2, 1963. Moved by Brazier, seconded by Lemon that Resolution No. D -675 authorizing the purchase of certai property for the Lenox Avenue right of way purposes, be passed as read. Discussion pointed out an error in describing the property and it was MOVED by Robinson, seconded by Lemon that said resolution, be amended in the 5th line of the property description to read P� a line paralled1 to the South line of Parcel A" and that the 6th and 7th line beamended to read "thence South to the point of beginning": carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Roll call vote was then taken on the original motion to pass Resolution No. D -675 as amended, and it passed: Brazier, Kurbitz, Larson, Lemon, L,,,nch, Munger and Robinson voting aye on roll call. RESOLUTION NO. D -675, A RESOLUTION authorizing and directing the purchasing of real property for Lenox Avenue right of way purposes I 530 MARCH 30, 1964 Moved by Munger, seconded by Lemon that Resolution No. D -676 being a resolution of intention to create a local improvement district for the construction of concrete curbs and gutters and the sur- facing of Tieton Drive from South 34th Avenue to a point approximately 560 feet West of South 40N Avenue and fixing the date of hearing on said resolution for April 20, 1964, be passed as read: II carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting azre on roll call. RESOLUTION NO.D -676, A RESOLUTION of intention to'create a local improvement district. Moved by Brazier, seconded by Munger that Resolution No. D -677 authorizing the execution of a supplemental'a.greement and permit with the Northern Pacific Railway Company to provide for the construction, maintenance and operation of an 8 inch water pipeline on their right of way, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, L,,nch, Munger and Robinson voting; aye roll call. RESOLUTION NO. D 6772 A RESOLUTION authorizing and directing the mayor and City Clerk of the City of Yakima to execute a supplemental agreement and permit with the Northern Pacific Railway Company. Upon request of the City Manager, it was MOVED by Lynch, seconded by Brazier that Mayor Larson an - Councilman Robinson be the voting delegates for the Association of Washington Citie Convention to be held May 13, 14, and 15th., 1964 in Spokane, Washington. carried, Brazier, Kurbi Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Councilman Robinson urged CounciL:;members to submit questions and ideas for use at this convention. There being no further business to come before the Council, Brazier, that we do now adjourn at the hour of 4:30 P.M.: Lv nch, Munger and Robinson voting aye by voice vote.
