HomeMy WebLinkAbout12/30/1963 Business MeetingF, 50 DECEMBER 30, 1963 The City Council met in regular session, Mayor Larson, Councilmen Brazier, Lemon, Lynch, Munger and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Councilman Kurbitz absent and excused. Councilman Brazier gave the invocation. The minutes of the regular meeting of December 23, 1963 were approved as read. In accordance with action taken by the City Council at their regular meeting of December 23, 1963, it was MOVED by Lynch, seconded by Brazier that Resolution No. D -637 expressing ap reciation for the painting entitled "Yakima's First Christmas - 1884T4 donated to the people of Yakima by the Pacific Northwest Bell Telephone Company, be passed as read: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Kurbitz absent. Mayor Larson suggested that copies of said resolution be sent to the artist, Jack Dumas and to Mr. Croy, Manager of the Pacific Northwest Bell Telephone Co.,. RESOLUTION? NO. D_637, A RESOLUTION of appreciation-for the painting entitled "Yakima's First Christmas - 188411 donated to the people of Yakima by the Pacific. Northwest Bell Telephone Company, Also in accordance with action taken by the City Council at their regular meeting of December 23r( 1963, and a resolution transferring $1,100.00 within the 1963 appropriations for the Planning Department having been read by the Clerk of the Council, it was MOVED by Robinson, seconded by Munger that said resolution be passed as read. In discussing this matter,Manager Smith explained that the amount requested in this resolution has been predicated on the cost of Dictaphone dictat• ing equipment and that the Planning Director has indicated that he would rather have Stenerett equipment which can be purchased for less and recommended that this transfer be reduced to $800.0( It was then MOVED by Robinson, seconded by Munger that said resolution be amended to read in all instances "transfer $800.00 in the 1963 appropriations for the Planning Department ": carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Kurbitz absent. In further discussing this matter,\/Mr. Gast, Planning Director assured the Council that this is not a last minute move to spend money in the 1963 budget, but explained that his dictating equip- ment is not workable and that the drafting table now in use has been made from a door and is un- satisfactory for efficient operation. He further informed the Council that some 12 to$14,000.00 will be unused in the 1963 Planning Budget. Councilman Lynch indicated that he is voting against the transfer because the planning staff is smaller and while the dictating equipment now in use needs repairs, he is not convinced that new equipment is needed. Councilman Munger reminded members that we are operating a million dollar busiriess and should look like it and requested the staff to take inventory of their equipment before the next budget in order that their need s may be taken care of by the regular budget. Mayor Lars--on then called for a roll call vote on the original Motion to pass Resolution No. D -638 as amended: carried, Brazier-, Larson, Lemon, Munger; and. Robinson voted aye on .roll call. Lynch voted Nay on roll call. Kurbitz absent. RESOLUTION NO. D -6381 A RESOLUTION transferring the sum of $800.00 within the 1963 appropriation for 04- Plannin7 Department. Moved by Munger, seconded by Lemon that Resolution No. D -639 authorizing the execution of a contract with W. H. Gregory Company for the construction of an Industrial Waste Irrigation System be passed as read:, carried, Brazier, Larson, - Lemon, Lynch, Munger and Robinson voting aye by voice vote. Kurbitz absent. In discussing this matter, Manager Smith referred to and reviewed a letter from, Corn6ll, Howland, Hayes & Merryfield, dated December 23, 1963 which is an analysis of the Proposals for constructing the Industrial Waste Irrigation System. This analysis and bid summary recommended the bid of 'W. H. Gregory of Spokane, Washington as the lowest and best proposal. RESOLUTION NO. D -6391 A RESOLUTION authorizing and directing the City Manager of the City of Yakima to execute a contract with W. H. Gregory Company for the construction of an Industrial Waste Irrigation System. Moved by Munger, seconded by Lemon that Resolution No. D -640 transferring $400.00 in the 1963 appropriation for tip City Garage, be passed as read: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Kurbitz absent. Manager Smith and Public Works Director Mayo explained the. revolving operation of this fund. RESOLUTION N0. D -640) A RESOLUTION transferring the sum of $400.00 within the 1963 appropriation for 34 -City Garage. Moved by Brazier, seconded by Lemon that Resolution No. D -641, designating depositories for funds of the City of Yakima and prescribing the policies for depositing City operating funds in various banks within the City, be passed as read. Councilmen agreeing that these acts can not always be accomplished by January 2,-bf'each year, it was MOVED by Brazier, seconded by Munger that said resolution be amended to read "by January 12, 1P in all instances rather than "on January 211 as read: carried, Brazier, Larson, Lemon, Lynch, Plunger and Robinson voting aye by voice vote. Kurbitz absent. Councilman Robinson,indicating that a certain amount of incovenience and loss of time will be experienced by---,the staff if the - checking account is placed 4 -ith the Bank of Yakima, MOVED and it was seconded by Plunger that this resolution be further amended to provide hat $100,000.00 be deposited with the Bank of Yakima and that the Bank of Yakima not be designatec as a depository for the active account but rather that the active account be rotated among the three remaining banks, namely the National Bank of Commerce, Bank of Washington and Seattle First National Bank :5 Councilmen Robinson and..Munger voted aye by voice vote. Councilmen Brazier, Larson, Lemon and Lynch voting nay by voice vote. This motion lost for the want. of a majority vote. Councilmen Lynch, Brazier and Lemon indicated in discussion that the matter of convenience is minor and that all banks should be treated alike. Mayor Larson reported that the investment committee has met with bank representatives and that the resolution as written is satisfactory. He then called for the roll call vote on the original motion to pass Resolution No. D -641 as amended and it carried: Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Kurbitz absent. RESOLUTION NO. D -641, A RESOLUTION designating depositories for funds of the City of Yakima, and prescribing the policies for depositing City operating funds in various banks within the City of Yakima. 1 1 1 1 501 DECEMBER 30, 1963 There being no further business to come before the Council, it was MOVED by Brazier, seconded by Lynch that we do now adjourn at the hour of 3:40 P.M. carried,' Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote.
