HomeMy WebLinkAbout12/23/1963 Business Meeting1 i I. 499 DECEMBER 23, 1963 The City Council met in regular session, Mayor Larson, Councilmen Brazier, Kurbitz, Lemon,-Lynch Munger and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Councilman Kurbitz gave the invocation. .day The minutes of the regular meeting of the 16th /of December, 1963 were approved as corrected. Mr': D. V. Croy, Manager of the Pacific Northwest Bell Telephone Company presented, on behalf of his Company, to the Citizens of the City of Yakima, an original water color entitled Yakimats First Christmas 1884, which was accepted with pleasure and gratitude by Mayor Larson. It was MOVED by Lynch, seconded by Brazier that a resolution expressing appreciation for this gift be prepared: carried, Brazier,,Larson, Lemon, Lynch, Munger and Robinson voting aye by voice.vote. This being the time fixed by the City Council for the hearing on Petition No. 236 as filed by Mr Leroy Brackett praying for the annexation of certain property North of Englewood and West of 5$t Avenue and there being no protests in writing or otherwise, it was MOVED by Robinson, seconded by Lynch that Ordinance No. 4$$ providing for said annexation and zoning said property as R -1, Single Family Residence Zone, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lync Munger and Robinson voting aye on roll--call;. Mrs. Leroy Brackett, petitioner, was present at this meeting. ORDINANCE NO. 4$$, AN ORDINANCE providing for the annexation by the City of Yakima of certain property contiguous to the City of Yakima, and zoning the same as R -1, Single Family Residence Zone. Petition No. 237,. having been filed with the City Clerk on December 18, 1963 by Mr. Charles Delk, requesting the rezoning of certain property located at 220 North 16th Avenue between Monroe and Brown Avenue, it was MOVED by Robinson, seconded by Brazier that said petition be referred to the City Manager and Planning Commission for study and recommendation: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Moved by Lynch, seconded by Munger that Resolution No. D -636 authorizing the execution of an agreement with the Yakima County Humane Society for the detention of animals impounded by the City, be passed as read: carried, Brazier, Kurbitz,,Larson, Lemon, Lynch, Munger aryl Robinson voting aye on roll call. Mr. Don Connor, 1317 South 11th Avenue, a candidate for Council in 196 being present at this meeting, related certain incidents regarding the enforcement of the animal control ordinance and indicated that the enforcement is not as good as it' should be. Council members explained that certain problems exist in this one man operation, but that his complaint will be investigated. RESOLUTION NO. D -636, A RESOLUTION authorizing and directing the City Manager and the City Cler to execute an agreement with Yakima County Humane.Society. Gray and Osborne, Consulting Engineers for the 40th Avenue Street Improvement Project, having submitted the 5th and'Final Estimate in the amount of $17,817.87, payable to Superior Asphalt and Concrete Company, contractor on said project, it was MOVED by Lynch, seconded by Munger that Gray and Osborne's report dated December 19, 1963 on said project, be approved and that the progress estimate therein set forth be approved: carried, Brazier, Kurbitz, Larson, Lemon, Lynb Munger and Robinson voting aye by voice vote. John Mayo, Public Works Director, explained that there is some cleanup work to be done on this job but that a Certified Check in the amount of $200.00 made payable to the City of Yakima has been filed with the City as guarantee that said, work will be satisfactorily done as soon as the weather permits, and recommended the holding of this certified check and the payment of the final estimate as submitted. Councilman Robinson suggested that the speed limit on 40th Avenue be checked indicating that perhaps it c(.n be raised to 30 miles per hour. The City Council indicating that they are interested in reconsidering the matter of a resolution transferring � $1100.00 within the 1963 Budget for the Planning Department which was considered by the Council at their regular meeting on _December 16, 1963 and lost for the want of a majori'v vote, it was MOVED by Munger , seconded by Robinson that said matter be brought on for re- consideration at the next regular meeting of the Council on December 30, 1963: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Upon the request of Councilman Kurbitz, it was MOVED by Brazier, 'seconded by Lynch that Mr. Kurbitz be excused from the next two meetings of the City Council on December 30, 1963 and Januar 6, 1964: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Manger and Robinson voting aye by voic vote. There being no further business to come before . they_ Council, 'it was.
