NOVEMBER 4, 1963
The City Council met in regular session, Mayor Larson, Councilmen Brazier, Lemon, Lynch, Munger
and Robinson present on roll call. Kurbitz absent. A letter having been read by the Clerk of
the Council from Councilman Kurbitz requesting that he be excused from attendance'at todays
meeting as he would be out of town, it was MOVED by Lynch, seconded by Munger that Councilman
Kurbitz be excused from said meeting; carried, Brazier, Larson, Lemon, Lynch, Munger and Robin-
son voting aye by voice vote. Kurbitz absent. A letter having been read by the Clerk of the
Council from Councilman Lynch requesting that he be excused from Council meeting of November 12,
1963 as he will be out of town, it was MOVED by Lemon, seconded by Robinson that Councilman Lynch
be excused from said meeting; carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting
aye by voice vote. Kurbitz absent.
The Invocation was given.by Councilman Munger.
The Minutes of the regular meeting of October 28, 1963 Were approved as read.
A Notice of Intention to Commence Annexation proceedings having been filed with the City Clerk by
Mrs. LeRoy Brackett on November 1, 1963 declaring the intention of the signer to commence annexa-
tion proceedings for certain property located North of,Englewood and Westof 58th Avenue, it was
MOVED by Brazier, seconded by Plunger that November 18, 1963 be set as the time for a meeting with
the initiating party, namely Mrs. LeRoy Brackett; carried, Brazier, Larson, Lemon, Lynch, Munger
and Robinson voting aye by voice vote. Kurbitz absent.
Public Works Director Mayo and Councilman Robinson having reported that Mrs. Brackett is requester
out side water hook up, and the notice of intention to Commence Annexation.proceedings having been
filed, it was MOVED by Robinson, seconded by Lemon that the City Manager be authorized to prepare
an agreement-to allow outside water hook up for Mrs. Bracketts property; carried, Brazier, Larson;
Lemon, Lynch, Munger and Robinson voting aye by voice vote. Kurbitz absent.
MOVED by Munger, seconded by Lynch that Ordinance No. 474 relating to the subordination of taxes
in connection with the issuance of $1,500",000 of water -sewer Revenue Bonds for the additions and
improvements of the combined water -sewer system be passed as read: carried, Brazier, Larson, Lemo
Lynch, Munger and Robinson voting aye on roll c °all. Kurbitz absent.
ORDINANCE NO. 474, ari ordinance of the City of Yakima, Washington relating to revenue and taxatio
subordinating the tax levied iipon-the gross revenue of the combined water and sewer department of
the city to the pledge of such gross revenue to the payment of water and sewer revenue bonds of
the city; adding a new section to Ordinance No. B -1938 and declaring an emergency.
The clerk of the Council having read Ordinance No. 475 in its entirety, including the Exhibit A
attached thereto, it was MOVED by Munger,'seconded by Lemon, that said-Ordinance providing for the
issuance of $1,500,000 of Water Sewer Revenue Bonds for the a3quisition, construction and installa-
tion of certain additions and.improvements to the combined Water -Sewer system of the City of Yakin
be passed as read:- carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll
call. Kurbitz absent.
ORDINANCE NO. 475 an ordinance of the City of Yakima, Washington specifying and adopting a plan
for the acquisition, construction and-installation of certain additions and improvements to and
extensions of the combined water and sewerage system of the city and declaring the estimated cott
thereof, authorizing the issuance of 41,500,000 par value of water and sewer revenue bonds of the
city to pay part of the cost of carrying out said plan, providing that Braid bonds will be issued
on a parity with the outstanding water and sewer revenue bonds, 1956, fixing the date, form, term;
maturities and covenants of said bonds to be issued, providing and adopting certain covenants
and protective feature "s safeguarding the payment of the principal of and interest on said bonds tc
be issued, and authorizing the sale thereof and declaring an emergenny.
Itsras MOVED by Munger, seconded by Robinson that Ordinance No. 476 an ordinance relating to
(business and occupation taxes upon certain utilities for 1964 and amending the Yakima Murficipal
Code be passed as 'read: carried, Brazier, Larson, Lemon,, Lynch, Munger and Robinson voting aye on
roll call. 4urbitz absent.
ORDINANCE NO. 476, an Ordinance relating to business and occupation taxes upon certain utilities,
fixing tax rates, providing for a surcharge, saving certain taxes and amending Section 5.50.050
of the city of Yakima Municipal Code.
It was MOVED btr Lynch, seconded by Munger that Ordinance No. 477 and ordinance repealing section
6.04.165 of the Yakima'Municipal Code regarding pool playing be passed as read: carried, Brazier,
Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Kurbitz absent.
(ORDINANCE NO. 477, an ordinance repealing Section 6.04.165 of the City of Yakima Municipal Code.
MOVED by Robinson, seconded by Munger that Ordinance No. 478, and ordinance relating to the
',classification and compensation plan for employees of the city, and amending the Municipal Code,
be passed'as read: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll
call." Kurbitz absent."
ORDINANCE NO. 478, an ordinance relating to the Classification and Compensation Plan for employees
of the City of Yakima, and amending Sections 2.20.040, 2.20.088, 2.20.093, 2.20.100 and 2.20.110
of the City of Yakima Munbipal Code.
MOVED by Munger, seconded by Lynch, that Resolution No. D -619 a resolution authorizing the
-execution of an agreement with Gray and Osborn for engineering service for 1964 be passed as read:,
carried, Brazier, Larson, Lemon, Lynch, Plunger and Robinson voting aye on roll call. Kurbitz
absent.
RESOLUTION NO. D -619, a resolution authorizing and directing the City Manager and City Clerk to
accept a proposal from and execute an agreement with Gray and Osborne for engineering services.
MOVED by Lynch, seconded by Munger that Resolution No. D -620 a resolution transferring the sum
of $21,000.00 within the 1963 appropriations for Water,- Sewer Fund be passed as read: carried,
Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Kurbitz absent.
RESOLUTION D -610 a resolution transferring the sum of $21,000.00 within the 1963 appropriation
for 52 - Water - Sewer.

Gray and Osborne, Consulting Engineers having submitted Progress Estimate No. 3, 1963 Street Im-
provement Project Tieton, Division & Maple in the amount of $45,442.69 covering the amount due
to Yakima Cement and Asphalt Paving Co., it was MOVED b.J Robinson, seconded by Munger that said
report dated October 30, be approved and the progress estimate therin set forth be approved and
payment aut horiz -ed; carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting ave by
voice vote,. Kutbitz absent.

it was MOVED by Lemon,, seconded by Lynch, that said report be accepted and approved: carried,
Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Kurbitz and Brazier absent.
City Manager Smith having informed the Council of the dedication of the freeway on November 12.,
at 3 p.m. and Council members indicating they would like to be present at this dedication, it
was decided to- convene the meeting at its regular time of 3 p.m. on November 12, 1963, and then
recess until 4;30 so that council members could attend the ceremony.
Manager Smith informed the Council that the Veteran's day parade on November 11, 1963 will
assemble at the starting point at 9:50 a.m.
There being no further business to come before the Council it was MOVED by Lynch, seconded by
Munger that we do now adjourn at the hour of 5 p.m.: carried, Larson, Lemon, Lynch, Munger and
Robinson voting aye by voice vote. Kurbitz and Brazier absent.
