The City Council met in regular session, Mayor Larson, Councilmen Brazier, Lemon, Lynch and
Robinson, City Manager Smith and City Attorney Andrews present on roll call. Councilman Kurbitz
and Munger absent and excused.
The invocation was given by Councilman Brazier.
The minutes of the previous meeting were approved as read.
Manager Smith introduced to Council - members, Mr.. Rudy Gast, who is to serve as Planning Director
for the City of Yakima.
In accordance with action taken by the Council at their regular meeting of October 21, 1963, it
was MOVED by Lemon, seconded by Lynch that Ordinance No. 470 accepting the recommendation of the
Planning Commission and rezoning certain property located between "A" and "B" Streets on Fourth
Avenue, from R -3, Multiple Family Residence to B -3 General Business Zone, be passed as read:
carried, Brazier, Larson, Lemon, Lynch and Robinson voting aye on roll call. Kurbitz and Munger
absent.
ORDINANCE NO. 470,. AN ORDINANCE- accepting the recommendation of the Planning Commission and re-
zoning certain property located between "A" and "B" Streets on Fourth Avenue in the City of
Yakima, Washington, from R-3, Multiple Family Residence Zone, to B-3, General Business Zone.
Mr. John Chesterly, Chairman of the Metropolitan Park Board, spoke on matters concerning the
Naches Avenue Park Strip. He related that the Lions Club has offered some $2500.00 for improve-
ments of this park and are suggesting a plan tb start with two blocks off Yakima Avenue. Mr.
Chesterly reviewed the history of the care and maintenance of the 15 block park by the Metropolitan
Park District by virtue of an agreement with the City of Yakima. He also reviewed the historical
background relating to the platting of North Yakima and further explained that Naches Avenue was
patterned after Unter Den Linden in Berlin, by Mr. Schulze for the Northern Pacific Railway
Company some 80 years ago. He urged that Naches Avenue be retained as a park in the central area
of the City and requested that the Metropolitan Park District enter into a 50 year lease With'_:the
City of;,- Yakima for this property. Discussion pointed out that the Park District now owns other
parks in the City which have been deeded to them by the City of Yakima. Councilman Lemon pointed
out that the Lions Club did not.specify Naches Avenue Park. Councilman Brazier indicated that a
50 year lease is too long. Mr. W. E. Draper, interested citizen, urged that caution be exercised
in determining the length of time for this lease in view of the changing complexion of the area
and suggested a 10 year lease with a 5 year option, indicating that this will allow time to make
improvements to buildings along Naches Avenue. Councilman Robinson expressed favor of Park Board's
proposal but expressed concern about a long term arrangement. Mayor Larson favored 10 year lease
with a 10 year option. Councilman Lynch pointed -out that the two adjoining blocks on Yakima
Avenue are of main concern and expressed disfavor to a long term lease of 50 years. Mr. Zirkle
representing the Lions Club Committee requested a 10 year lease with a 10 year option. All per-
sons having been heard, it was MOVED by Brazier, seconded by Lynch -that a 5 year lease with a
5 year option be proposed, rather than tie up the property for a long period of time: carried,
Brazier, Lynch and Robinson voting aye by voice vote. Larson and Lemon voting nay by voice vote.
Moved by Robinson, seconded by -Lemon that Ordinance No. 471 authorizing the execution of an
agreement with the Washington State Highway Commission for the acquisition of certain rights of
way in connection with the improvement of Lenox Avenue in connection with Lenox Overpass con-
struction: carried, Brazier, Larson, Lemon, Lynch and Robinson voting aye on roll call. Kurbit
and Munger absent.
ORDINANCE NO. 471, AN ORDINANCE authorizing and directing the City Manager and City Clerk of
the City of Yakima to execute.an Agreement with the Washington State Highway Commission for the
acquisition of rights of way, and declaring an emergency.
Moved by Robinson, seconded by Brazier that Ordinance No. 472 regulating fire service water
connections and amending the Yakima Municipal Code, be passed as read: carried, Brazier, Larson,
Lemon, Lynch and Robinson voting aye on roll call. Kurbitz and Munger absent. ¢
ORDINANCE NO. 472, AN ORDINANCE regulating fire service water connections, providing for fire
service connection charge, and amending Section 7.68.275 of the City of Yakima Municipal Code.
Moved by Robinson, seconded by Lemon that Ordina nc e ' No. 473 relating to the operation of billiard
rooms, pool rooms and bowling alleys, and amending the Yakima Municipal Code, be passed as read:
carried, Brazier, Larson, Lemon, Lynch and Robinson voting aye on roll call. Kurbitz and Munger
absent. VMr. Marden and Mr. Catlin showed pictures of proposed pool hall and explained their
plans. Discussion of age limitation pointed out that there is no age limitation if no liquor is
sold on the premises. Manager Smith recommended this Ordinance.
ORDINANCE NO. 473, AN ORDINANCE relating to the operation of billiard rooms, pool rooms and bond
ing alleys; prohibiting gambling therein; regulating closing hours; prohibiting the admission o
minors to billiard rooms, pool rooms and bowling alleys where alcoholic beverages are sold; and
amending Sections 5.18.060 and 5.1$.070 of the City of Yakima Municipal Code.
Moved by Lynch, seconded by Brazier that Resolution No. D -617 authorizing the execution of an
agreement with Cascade Natural Gas Corporation for the installation of a water main along the
extension of South lst Avenue South of Pine Street, be passed as read: carried, Brazier, Larson,,
Lemon, Lynch and Robinson voting aye on roll call. Kurbitz and Munger absent.
RESOLUTION No. D -617, A RESOLUTION authorizing the City Manager and City Clerk to execute an
Agreement with Cascade Natural Gas Corporation for the installation of a water main.
Moved by Robinson, seconded by Brazier that Resolution No. D -618 authorizing the City Manager to
contract for vao rk labor and materials for the Clift Plat Sanitary Sewer and the Airport Addition
Sanitary Sewer improverm nt projects, be passed as read: carried, grazier, Larson, Lemon, Lynch
and Robinson voting aye on roll call. Kurbitz and Munger absent. Public Work's Director, John
Mayo explained that bids were called for and since only one bid was received and it was far in
excess of the engineer's estimate, it was rejected and this action is taken pursuant to negotia-
tions with the contractors.

Manager Smith reported, that the City of Yakima was not accepted as a semi - finalist in application
for the All American City Award. He invited Council members to attend a meeting to be held in the
Republic Publishing Companyts Auditorium, Tuesday afternoon at 2:00 otclock p.m. by the Downtown
Coordinating Committee for the purpose of hearing Mr. Watts from San Francisco who will discuss
Urban Renewal in general.
Manager Smith having referred to a letter from Mr. Lloyd H. Belz, Consulting Engineer requesting
an invitation to present a proposal to the City Council for all or a portion of the engineering
services involved in the 1964 Street Improvement Program, it was MOVED by Robinson, seconded by
Lynch that we continue with Gray and Osborne and that no proposal be invited from Mr. Belz:
carried, Brazier, Larson, Lemon, Lynch and Robinson vot irg aye by voice vote. Kurbitz and Munger
absent.
Manager Smith reported on the matter of funds for Civic Center - Multi - Purpose Auditorium in accord-
ance with request received from the Chamber of Commerce. He related that he has inquired to Mr.
Durkee, HHFA and Ebasco Services regarding Wenatchee and Tacoma and has been advised that Federal
Funds are not advanced for feasibility studies and that more concrete plans must be presented by
the City before funds will be available. Application must be premised on cost of preliminary de-
sign, rather than for feasibility study. The site for the auditorium and the general feasibility
study must be out of the way before funds are available. With regard to Wenatchee he related that
funds were granted for preliminary design and that this city had their site picked and some funds
available to insure construction and to support the request for funds. Ebasco Services estimates
the cost at $25,000, and that it will take 6 months to prepare the study to submit with the
application. Mr. Lloyd Hammerstad, President of the Visitors and Convention Bureau and Mr. Bob
Bargewell urged that further effort be made and that the City Manager consult with Mr. Cavanaugh
of Ebasco relative to planning this project and that he alwo meet tivi th the Chamber Committee to
study further, the prospect of making application. I
There being no further business to come before the Council, it was MOVED by Lynch, seconded by
Brazier that we do now adjourn at the hour of 5:15 P.M.: carried, Brazier, Larson, Lemon, Lynch
and Robinson voting aye by voice vote. Kurbitz and Munger absent.
