HomeMy WebLinkAbout10/21/1963 Business Meeting1 r 1 1 479 October 21, 1963 The City Council met in regular session, Mayor Larson, Councilmen Brazier, Lemon, Lynch, Munger and Robinson,'City Manager Smith and City Attorney Andrews present on roll call. Councilman Kurbitz absent on roll call and present after 8:10 p.m. The Invocation was given by Councilman Lynch. The Minutes of the Regular Meeting of October 14, 1963 were approved as read. This being the time fixed for the hearing On Resolution No. D -608 a resolution of intention to improve Clift Plat and others by construction of Domestic Water System, and there being no pro- tests in writing.or otherwise, it was MOVED by Munger, seconded by Lemon that Ordinance No. 468 providing for these improvements and creating Local Improvement District No. 912 be passed as read, carried Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye by roll call. Kurbitz abstained. V The Engineer's report was read showing the total cost and expense of this improvement estimated at X13,984.14 of which amount it is estimated that $4,107.31 is to be borne by assessment against the properties within the proposed district, and the balance $9,876.83 is to be borne by the Water -Sewer fund. ORDINANCE NO. 468, an ordinance providing for the improvement of certain property by constructs the necessary mains, fire hydrants, valves-and other appurtenances for the purpose of applying water for domestic use and fire protection; establishing a Local Improvement District , providi for the method of payment thereof, and creating a special fund. This being the time fixed for the hearing of Resolution No. D -609 being a resolution of in- tention to improve certain property by paving certain streets and alleys, and there being person! present to be heard on this matter, it was MOVED by Munger, seconded by Robinson that the ordi- nance providing for these improvements and creating a local improvement district be passed as read. Mayor Larson opened -the hearing for discussion. Protests and approval of improvements under this Ordinance were as follows: No protests were registered for the area of N. 30th Ave. Lincoln Ave & Richey Rd. Mr. Alex Hoff and Mr. Robert Gangle made some inquiries about this improvement but stated they were not protesting. No protests were registered for the area of S. 45th Ave. and Drake Drive; Mr. Ron Andrews, favored this improvement. - Because of the many protests to the improvement on Knobel Avenue area, it was MOVED by Brazier, seconded by Lemon that Item 4, under Section 1 reading " Knobel Avenue from 40th Ave. to a point 260 ft., East thereof" be deleted from the ordinance; carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger, and Robinson voting aye by voice vote.' No protests were registered for the Queen Avenue im- provement; Mr. Don Woodside favored it. For the Prasch Avenue improvement, three protests in writing were filed with the City Clerk by Mr. Brandenhager, Mr. Wintgerter and Mr. Rice; this was a 25 percent protest. Mr. Brandenhager'in attendance, reaffirmed his disapproval. No pro- tests were registered for Englwood Hill area. One protest was filed with the Clerk by Mr. Robert Gedosch for the area on S. 38th Avenue. This was a 16.2 percent protest. There were no protests registered for the Walnut St. or So. 4th Aveneu improvement. The improvement.of the alley in Block 410 was protested in letter filed with the Clerk by Mr. John Detloff. This was a 4.3% protest. Mr. D. 0. Robertsoh'protested the improvement of Alley in Block 420, stating that he had only received notice of hearing on Friday which was not sufficient time to make in- quiries of other residents as to their wishes on this matter. Mayor Larson informed Mr. Robert- son and others that they have 30 days from date of passage of the ordinance to make further pro- test. Mr.'John Mayo, Public Works Director, explained letters had been sent o t 15 days prior to hearing, but that somewere returned by Post Office undelivered. As soon asProper add = resses were ascertained, the letters were immediately sent out again.- Mr. Callahan and Mrs. Ebeling favored 'this alley improvement. No protests were registered for the improvement of alley in Block 354; Mr. Earl Vadness`\stated he favored it. Mr. W. E. Tregloan made inquiry as to the degree of accuracy of the estimated assessment but stated this was not a protest. No protests were registered for improvement of alley in Block 76; Mr. Reitenour stated he had'no objection to the improvement but wished to know why lots of equivalent size were estimated at different amounts. Public Work Director Mayo stated he would look into this matter. Mrs. Clara Washburn filed a protest with the Clerk for the improvement of Alley in Block 4. No protests were re- ceived for the 3 items under section 4 of the ordinance. All persons having been heard both for and against these improvements Mayor Larson then called for a roll ]e lloKote on the original motion to Pass Ordinance No. 469 with deletion; carried, Brazier,Kurbitz,Lemon, Lynch, Munger, and Robinson voting aye by roll call. ORDINANCE NO. 469, an ordinance providing for the improvement of certain property by grading, ballasting, surfacing with asphaltic concrete, constructing concrete curbs and gutters, to- gether with necessary drainage features; establishing a Local Improvement District, providing for the method of payment thereof and creating a special fund. This being the time fixed by the Council for the hearing on Petition No. 225 as filed by Fred McDowell requesting the rezone of certain property on North 3rd & North 4th Avenues and on West B Street from R -3, Multiple Family Residence 'Zone to B -3; General Business zone, it was MOVED by Robinson, seconded by Lynch that the Planning Commission's recommendation -;to rezone only the West 55 feet of Lot 9, Block 249 Ker's second addition, be accepted and -that the City Attorney be instructed to prepare appropriate ordinance to be submitted at the next regular meeting of the Council on November 28, 1963 at 3 p.m.; carried, Brazier, Kurbitz, Larson,Lemon, Lynch, Munger and Robinson voting aye by voice vote. Petition No. 231 having been filed with the Pity Clerk on October 18, 1963 by.Hubert S. Melvin requesting the rezone of certain property located at 619 South 22nd Avenue from R -1, One Family Residence Zone, to R -2 Two Family Residence Zone, it was MOVED by Munger, seconded by Lynch. that said petition be referred to Planning Commission for study and recommendation: carried, Brazier, Kurbitz, Larson, Lemon, Lynch,. Munger and Robinson voting aye by voice vote. Petition No. 232 having been filed with the City Clerk on October 21, 1963 by Yakima Masonic Temple Association requesting the rezone of certain property located in the block between East "E" and East "F" streets and North 4th Street and N. Naches Avenue from R -3, Multiple Family zone, to B -2, Local Business Zone, it was MOVED by Lynch, seconded by Robinson that said petitio be referred to the Planning Commission for study and recommendation; carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. The City Engineer reporting the completion of L..I.D. No. 901, Carriage Hill Water District, and having filed the assessment roll for this district with the City Clerk, it was MOVED by Lynch, seconded by Lemon that the Engineer's report on this district be accepted and approved and that the city clerk be and.is hereby instructed to give notice of hearing on assessment roll by publication and to each property owner in this district for the hour of 8 p.m. on the 18th day of November 1963, carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting, aye bv.voice vote. F, OCTOBER 21, 1963 Under new business, Mr. H. A. Plith read a resolution passed by the Yakima Chamber of Commerce urging the City Council of Yakima to consider the possibility of securing federal funds already appropriated on a no interest loan basis, for a Planned Project Study of a multi- purpose auditorium to serve larger conventions, meetings, sporting events and all other types of visitor and community activities. Other representatives of the Chamber of Commerce and Visitors &: Convention Bureau in attendance were Mr. Tod Smith, Mr. Fred Lugar, Mr. Robert Bargewell and Mr..Lloyd Hammerstad. In answer to Councilman Brazier's comments disapproving the use of federal funds for this project, Mr. Lloyd Hammerstad, President of Visitors & Con- vention Bureau said this was a loan from already appropriated federal funds. He went on to say that a Chamber of Commerce Study shows a need for a multi - purpose center which will accomodate larger meeting groups for local activities, conventions and other events. He fur- ther stated that at present Yakima realizes 32 million dollars from convention business and this income can be increased considerably if adequate facilities can be provided so that group of 2000 or more could be invited to hold their meetings in Yakima. Mr. Hammerstad also stated that at the present time Yakima motels have 400 rooms which need occupancy and new motels are being constructed. The larger convention groups would help to utilize these extra xcomodation He suggested to the Council that Mr. Cavanaugh of Ebasco Inc., who is doing Yakima's Compehens Study, might also do the auditorium survey, that he thought an outside firm is able to do a better job of selling the need for an auditorium if it is feasible. Councilman Lynch reminded the Council of the fine service given by Hockenbury Co., an out of town firm, in the develop- ment of the old Skeleton Hotel building to our Chinook Hotel. In answer to Councilman Brazier question as to how much this study would cost, Mr. Hammerstad stated he could not give the exact cost, but that Wenatchee has been allocated a federal loan of $18,000 for a:similar study. Councilman Kurbitz stated he was opposed to.the use of federal funds that this project could be financed locally. Councilman Robinson stated we should not resort to "tin cup" solicitation. Mr. Todd Smith asked the council to consider applying for the loan for this study and stated that we should not have to pay our.own way. Councilman Lemon asked if the thinking had changed with regard to the'use of federal funds, that he felt the people who voted for hirr. were very much,opposed to the use of federal funds and if their thinking had changed he would likb to know. Mr. Hammerstad stated that he is-not for excessive federal spending, but that these funds are their, for use, that other cities in.the state are utilizing these funds and are rapidly moving ahead of Yakima in community development, that Yakima shoul( consider the use of these funds for the advancement of our city. Councilman Lynch stated he would hate to look back sometime in the future and find that other cities were far ahead of Yakima because we were afraid to utilize federal funds. It was MOVED by Lynch, seconded by .Robinson that the City Manager be instructed to investigate the possibility.of obtaining a federal loan, and:how much of a loan could be secured,'and other details surrounding the making of an application for such a loan; carried, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Brazier and Kurbitz voting Nay. City Manager Smith informed the "Council that the Metropolitan Park District is planning a long range program to improve the Naches Avenue P,�rkway'by the removal of old trees and replacing -them with.shrubs and flowers.. A local Service Club has instituted a project to help raise fund for these improvements. In order to insure the carrying I out'of this program, the Park District is requesting to lease from the City the 15 block Parkway for 25 years at $1-per year with an option to renew for an additional 25 years. City Manager Smith asked the Council.to give this matter some thought. Councilman Robinson stated that he would hope that Council could make a decision about this matter at the next regular'meeting of-the -Count and further stated that this was a.question of whether this area should be left as'a Park for the next 50 years or whether it can be used in the future for a Central Parking area.
