HomeMy WebLinkAbout10/14/1963 Business MeetingF 478 OCTOBER 14, 1963 The City Council met in regular session, Mayor Larson, Councilmen Brazier, Lemon, Lynch and Munger, City Manager Smith and City Attorney Andrews present on roll call. Councilmen Kurbitz and Robinson absent and excused. The invocation was given by Councilman Lemon. The minutes of the regular meeting of October 7, and the recessed meeting of October 10, 1963, were approved as read. In accordance with action taken by the City Council at their regular meeting of October 7, 1963, it was MOVED by Lemon, seconded by Munger that Resolution No. D -613 fixing the time of hearing on Petition No. 224 as filed by D. B. Davidson and others requesting the vacation of a portion of South 34th Avenue, be passed as read: carried, Brazier, Larson, Lemon, Lynch, and Munger voting aye on roll call. Kurbitz and Robinson absent. RESOLUTION NO. D -6131 A RESOLUTION fixing the time and place for hearing on petition for the vaction of a public street at their regular meeting of August 26, 1963, The City Council /having authorized Manager Smith to attend the annual meeting of the International City Manager's Association in Denver, Colorado, it was MOVED by Lynch, seconded by Munger that Resolution No. -D -614 appointing Fred H. Andrews as Acting City Manager commencing October 14, 196; through Thursday, October 17, 1963, be passed as read: carried, Brazier, Larson, Lemon, Lynch and Munger voting aye on roll call. Kurbitz and Robinson absent. RESOLUTION NO. D -614, A RESOLUTION appointing Fred H. Andrews as Acting City Manager. Moved by Munger, seconded by Lemon that Resolution No. D -615 appointing Frank Fairchild to the fi position on the Yakima City Employees' Civil Service Commission to serve a six -year term of offic be passed as read: carried, Brazier, Larson, Lemon, Lynch and Munger voting aye on roll call. Kurbitz and Robinson absent. Acting City Manager Andrews explained that Mr. Fairchild has served one term on this commission and has consented to serve the second term. He also explained that t Personel Director and other member of the commission are in favor and recommending this action. RESOLUTION NO. D -615, A RESOLUTION appointing Frank Fairchild to the first position on the Yak City Employees' Civil Service Commission to serve a six -year term of office.: The week of October 13 through October 19, 1963 being National Newspaper Week, it was MOVED by Lynch, seconded by Munger that Resolution No. D -616 expressing appreciation and commendation for services performed by Thomas H. Heuterman in connection with the reporting of news of government activities; be passed as read: carried, Brazier, Larson, Lemon, Lynch and Munger voting aye on roll call. Kurbitz and Robinson absent and excused.. ,RESOLUTION NO. D -616, A RESOLUTION of appreciation and commendation for the services performed b Thomas H. Heuterman in connection with reporting news of governmental activities. Acting City Manager Andrews reminded Council that the next regular meeting will be an evening meet's ing and also explained that Public Works Director Mayo will be attending a hearing in Prosser on October 15, 1963, concerning Highway No. 82. Mr. Mayo informed the Council that the Yakima Chambei of Commerce will also present a resolution endorsing Alternate Route C for proposed 'Interstate Highway NO. 82 which is the same as the Council'.s recommendation in Resolution No. D -612 which he will present at this hearing. Public,Works Director Mayo also reported that bids were received by a bid-board, on this date, for the construction of Sanitary Sewers in Airport Addition No. 1 and Cliff Plat, as provided for in L.I.D. No. 911. He explained that only one bid was received, that of De Blasio Bros., in the amount of $17,538-56 and- that this bid is some 51% higher than the estimate.. '.He suggested that the Council could reject this bid and authorize the staff to do this job since it is small,or authorizE the staff to negotiate with the contractors in the area and if this is not successful then authori: the staff to use our own labor forces for this, project. It was MOVED by Munger, seconded by Lemon that the bid of De Blasio Bros be rejected and the staff be and is hereby authorized and instructed to negotiate frith contractors in the area and report back to the Council: carried, Brazier, Larson Lemon, Lynch and Munger voting aye by voice vote. Kurbitz and Robinson absent. There being no further business to come before the Council, it was MOVED by Munger, seconded by Brazier that we do now adjourn at the hour of 3:40 P.M carried, Brazier, Larson, Lemon, Lynch, and Munger voting aye by voice vote.
