Councilmen Kurbitz & Robinson were absent and excused. -Ir The Invocation was given by Councilman Munger. Minutes of the Regular Meeting of September 30, 1963 were approved as corrected. In accordance with action taken by the City Council at their regular meeting of September 30, 1963 on the matter of the appeal from the Planning Commission's decision regarding the rezoning of property located at 3801 Tieton Drive requested by James E. & Mary L. Baumgartner, it was MOVED by Lynch, seconded by Munger that the revised Motion disapproving tI-e recommendation of the Planning Commission and requesting a further report from said Commission, be passed as read: carried, Brazier, Larson, Lemon, Lynch, and Munger voting aye on roll call. Councilmen Kurbitz and Robinson absent. An Ordinance- appropriating the sum of $41,000.00 from the unappropriated moneys of:-the Sewer Construction Fund to Other Structures and Improvements in order to pay the cost of design of sewage treatment facilities,having been read in its entirety and ordered laid on the table for one week, was read by-title only at this meeting, and it was MOVED by Lynch, seconded by Munger that Ordinance No. 465 providing for said appropriation be passed as read: carried, Brazier, Larson, Lemon, Lynch, and Munger voting aye on roll -call. Kurbitz and Robinson absent.. ORDINANCE NO. 465, an Ordinance appropriating the sum of $41,000.00 from the unappropriated moneys of the Sewer Construction Fund to Account 6 -30 Other Structures and Improvements, of the Capital or Betterment classification of the 1963 appropriatioh for 59.','Sewer Construction Fund. Moved by Lynch, seconded by Munger.that Resolution No. D 610 authorizing a temporary loan of $41,000.00 from the Cumulative Reserve for Domestic Water Supply Development Fund to the Sewer Construction Fund and providing for repayment, be passed as read: carried, Brazier, Larson, Lemons Lynch and Munger voting aye on roll call. Petition No. 228 having been filed with the City Clerk on September 30, 1963 by Country Shopping 6enter Inc. praying for annexation of certain property covering the area East of the State High- way beginning at Mead & Fair Avenues running in a Southerly direction to Washington Avenue, it was MOVED by Brazier, seconded by Lynch, that said petition be referred to the City Manager and ID Planning Commission for study and recommendation: carried, Brazier, Larson, Lynch, Lemon and Munger voting aye by voice vote. Moved by Brazier, seconded by Lemon that Ordinance No. 466 , a penal ordinance defining aidiriig and abetting in criminal offenses, and amending Yakima Municipal Code be passed as read: carried; Brazier, Larson, Lemon, Lynch, and Munger voting aye by voice vote. ORDINANCE NO. 466, an ordinance defining a principal, in relation to violators of city ordinances prescribing the method for proceeding against and punishing a principal; and adding a new section' to the City of Yakima Municipal Code to be known as Section 6.02.020, Principal Defined - How Punished. Moved by Munger, secondedby Lynch that Resolution No. D -611, a resolution authorizing and di- recting the City Manager and City Clerk to execute and deliver to the United States of America a transmission line easement, be passed as read: carried, Brazin, Larson, Lynch, Lemon and Munger voting aye by voice vote. I133 I P 41 6 October 7, 1963 continued In accordance with Resolution No. 603 which adopted the 1964 Preliminary budget for the City -of Yakima and the notice having been given by the City Clerk, Mayor Larson declared the meeting open for the hearing of any taxpayer either for or against all or any part of the proposed 196L� Pre- liminary Budget. It was noted that Gerrit Anderson, Sid Martin, Sam Rich, Dr. Joseph Bittner and Mrs. Dow Lambert were present at hearing. City Manager Smith informed the Council that the Budget for 1964 must be adopted by October 11, 1963 according to State Law. Manager Smith recommended to the Council the establishment of a Juvenile Division within the Police Department. Mrs. Dow Lambert commended the City Manager for this recommendation. Councilman Brazier stated he was not in favor of establishing a Juvenile Division at this time but preferred to consider it-at a later' date, that we must move slowly in creating a new department. He further stated that the Personnel', for this Division might not be filled this year because of the urgent need to fill 4 positions open in the Police Department. Gerrit Anderson agreed with Councilman' Braziers statement. Mr. Sid Martin suggested that possibly Chief Soderstrom could use present Police Officers of the Department for the juvenile work. Councilman Lynch favored a Juvenile Division if funds for the establishment of such a program might be obtained by reducing salary increases. Councilman Lemon asked that Tief Soderstrom be called to the meeting to express his views regarding a Juvenile Department for the City. In answer to various questions brought up by the Council during dis- cussion, Chief Soderstrom made the following statements: He said he must first bring his depart- ment to full strength by filling the 4 positions vacant. He further pointed out that certain functions of the Department have been neglected because of the lack of a -full compliment of office that filling the positions was a slow process because of the selectiveness in the choice of men. He further stated that the beginning salary was also a deterant to prospective applicants, es- pecially to men with college background. Councilman Brazier felt that the beginning salary was adequate under Yakima's economy, however, he did feel that the Seargeants should receive an in- crease in salary. Chief Soderstrom stated that an increase for the Sergeants -would be desirable moral wise, that the sergeants are entitled to a raise because of the immense responsibility of their position. In answer -to Councilman Lemon's question as to whether the Juvenile Division is needed, Chief Soderstrom stated that there is a need for it because of increased juvenile problems in the city and the establishing of such an agency could be a deterant in juvenile crimes. He stated that he would probably use a seasoned police officer for this division. In answer to to" Cbuncilmens-question as to which job he would fill first if he had a choice between the Policewomai or Policeman, Chief Soderstrom said it would be the Policewoman. Councilman Brazier than stated that in view of Chief Soderstroms statements,he would be willing to authorize the position of a policewoman, and give the sergeants a $20.00 raise. Lynch stated he did not favor this, but pre- ferred to adjust salary increases to cover the expense of establishing a Juvenile Department, and ftr ther stated that he could not understand why employees who received wage increases last year should receive another raise this year. He asked if a plan could be worked out to reduce salary increases in order to accept the Budget with Alternate "A ". Mayor Larson stated that you cannot save money by paying employees less than they are worth. Councilman Munger stated that jobs are competitive and in order to obtain good employees you must be in line with other salaries in the same classification. Manager Smith stated that in considering salary increases you must look at the whole picture, 'He realized the needs of the Sergeants, however, stated that if you give them a raise, than you cannot hold back others in the same classification. An alternative would be to create a separate classification. CouncilmanMunger stated that he had confidence in the City Manager and Staff's judgment in determining salary increases, that salaries have been compared with other cities our size, and they are not.out of line, that he is in favor of their recommendation. Mayor Larson and Councilman Lemon concurred with Munger on this matter. Councilman Lynch asked Manager Smith if it would �e possible to present a way to reduce salary increases from 14 to 20 thousand dollars in order to have funds to establish the Juvenile Division. Manager Smith said this.would pose a real problem, but that he could comply with this request if the council desired. Dr. Joseph Bittner asked Manager Smith if this money could be realized by eliminating the Senior Planning Director from the budget since Ebasco Services is doing the Comprehensive Study. Manager Smith stated that Mr. Cavanaugh, Consulting Planner with Ebasco Services Inc. and the State Department of Commerce had strongly advised against this, saying it would be very shortsighted. - Manager Smith stated that the Senior Planner is needed, that there is much work to be accomplished 'Councilman Brazier stated that the Council was in general agreement with the proposed budget and suggested that some action be started to adopt the budget. Mr. Sam Rich at this time stated that he was representing 125 persons, and he found the budget as a whole to be acceptable. Counci: Lynch stated that before the budget is adopted another public hearing should be held in order to lE interested citizens have the opportunity to express themselves. In answer to Councilman Lemon's question as to whether the budget could be adopted without another hearing, Manager Smith stated that this was permissible. Councilman Brazier stated that in order to start proceedings for acceptance of the budget that he would now MOVE that the City Council adopt as it 1964 Budget, the Preliminary Budget for 1964 without alteration. Motion was lost for want of a second. Council members - stated that the unaltered budget, did not provide for salary increases for the Mayor and City Manager and they,felt that this should be included. Reporter Tom Hueterman questioned the legality of the increase in the Mayors salary which is not provided for in the City Charter. Manager Smith stated that a 1957 State Law ozrerrides the provisions of the City Charter: It was-then MOVED by Councilman Brazier, seconded by Lemon that the City Council adopt - as its 1964 final budget, the Preliminary Budget for 1964 including the tax revisions, and that the City Manager's salary raise, and the Water Sewer Department Storekeeper's raise be included. In discussion, Lynch stated that the motion was premature -h excuse the public should be giver/the opportunity to express itself on the budget. Motion lost, Larson, Lynch and Munger voting Nay by voice vote. Brazier and'Lemon voting aye. Motion lost for want of a majority vote. Councilma7 Munger then MOVED that the City Council adopt as its 1964 Budget, the Preliminary Budget with Alternate A. Motion lost for want of a second. Councilman Lynch, MOVED that the City Council adopt as its 1964 budget, the Preliminary Budget with Alternate A, and adjust salaries by the amount of $726o.00 to retire the debt of the parking meters. Motion lost for want of a second. It was MOVED by Brazier that the City Council adopt as its 1964 Budget, the Preliminary Budget with Alternate A, with the exception of the Juvenile Departments Policeman's salary of $52220 and this amount be used to reduce the parking meter debt. RECESSED MEETING, OCTOBER 10, 1963) 10:00 0 ?CLOCK A.M. The City Council met pursuant to recession for the purpose of adopting a budget for 1964. Mayor Larson,.Cpuncilmep Brazier, Kurbitz, Lemon, Lynch and Munger present on roll call. Councilman Robi absent and excused. Councilman Brazier gave the invocation. Moved by Munger, seconded by Lemon that Ordinance No. 467 adopting a budget for the City of Yakima Washington for the year of 1964, appropriating funds and fixing and levying the amount of taxes n I ?son 1 1 �l 1 1 r"' 1 1 el 77 OCTOBER 7, 1963 (recessed meeting 10/10/63 continued) necessary to balance the estimated revenue' with the estimated expenditures, be,passed as read: carried, Larson, Lemon, Lynch and Munger voting aye on roll call. Brazier and Kurbitz voting nay on roll call. In discussing this motion before the votes of the Councilmen were cast, Mr. Frank Armstrong and Mrs. C'Ceal Coombs spoke on.matters of the budget. Mrs. Coombs commended the staff on the preparation of the budget and discussed the need for a juvenille department as a regular activity of the Police Department. Councilman Lynch again indicated that he is not in favor of a blanket raise at this time. Councilman Kurbitz apologized for being absent from Council Budget meetings and explained that personal business in Pasco has prevented him from participating in the preparation .of the budget. He then explained that he believes that the budget as submitted should be and can be cut; indicating that he is in sympathy with salary raises, but is opposed to such raises at this time, pointing out that City Employees have Civil Service, Retirement and Health Plans to compensate for salary raises. He further indicated that he believes the 1964 budget will be increased some 200 to 50,000 by subsequent appropriations because of bond issues which must be paid off. He indicated that the Council should decide the amount of thebidget and request the Manager to prepare a budget in this amount and that he feels that the Council is being told what is going to be spent. He pointed to the fact that jobs have been consolidated at the time of certain resignations during the past year, as evidence that the city is overstaffed and that he believes that further consideration should be given to combining services such as PlanninE with Engineering. All persons having been heard both for and against this matter, Mayor Larson commended the .Manage: and staff on the preparation of the budget, expressing regrets-that the Council could not cast a unanimous vote to pass said budget and it was MOVED by Kurbitz, seconded by Brazier that we do now adjourn at the hour of 10:35 A.M: carried, Brazier, Kurbitz, Larson, Lemon, Lynch and Munger voting aye on roll call.
