HomeMy WebLinkAbout09/03/1963 Business MeetingI 464 SEPTEMBER 3 , 1963 The City Council met in regular session, Mayor Larson, Councilman Brazier, Lemon, Lynch, Munger and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Kurbitz absent and excused. The invocation was given by Councilman Brazier. The minutes of the regular meeting of August 26, 1963 were approved as read. Moved by Munger, seconded by Robinson that a Resolution denying a damage claim filed against the City of Yakima by Carl W. Walker be held over for one week to the meeting of September 9, 1963: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Kurbitz absent. Manager Smith stated the staff is requesting more time for study on this resolution._ Moved by Munger, seconded by the City of Yakima to accept and additions to existing see Larson, Lemon, Lynch, Munger stated he is voting yes with Smith explained this was the Lynch, that Resolution No. D -598 authorizing the City Manager of .a federal grant.of $554,190.00, 30 % of total cost, for expansion gage treatment facilities , be passed as read: carried, Brazier -, & Robinson voting aye on roll call. Kurbitz absent. Brazier reservations for-reasons stated-at previous meetings. Manager final opportunity to formerly accept this grant. Resolution No. D -59$, a resolution authorizing the City Manager of the City of Yakima to accept a federal grant for sewage treatment works. Moved by Robinson, seconded by Lemon that Resolution D -599 ,- being a resolution of intention to im-:)ove certain property by constructing sewers and other appurtenances as requested by Petition No. 198 filed by Leonard Lacour and others, and 203 as filed by A. E. Clift and in- cluding other property not petitioned and fixing the date of hearing on said matters for Septem- ber 23, 1963, be passed as read: carried, Brazier, Larson, Lemon, Munger and Robinson voting aye.on roll call. Kurbitz absent. Resolution No. D -599, a resolution of intention to create a local improvement district. Moved by Munger,-seconded by Lemon that Resolution No. D -600 authorizing the purchase of cater- pillar parts, cost of same not to exceed $1,500.00, without calling for bids, be passed as read: carried, Brazier, Larson, Lynch, Lemon, Munger, Robinson voting aye on roll call. Kurbitz absent. Resolution No. D- 600, a resolution authorizing the purchase of caterpillar parts without callin for bids. Moved by Robinson, seconded by Munger that-Resolution No. D -601 transferring $6,690.00 in the Street Fund and $315.00 in the Municipal Airport Fund, all within the 1963 Budget for said funds, be passed as read: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Kurbitz absent. Resolution No. D -601, a resolution transferring funds within the 1963 appropriations for 31- Street Fuhd, and 39 - Murncipal Airport. Gray and Osborne, Consulting Engineers, having submitted the following estimates for work per- formed on Lincoln Avenue and 40th Avenue - Lincoln Avenue 40th Avenue Superior Asphalt $17,290.54 Superior Asphalt 31,791.1$ it was MOVED by Robinson, seconded by Munger, that said reports dated August 30, 1963 be approved and payment of same be and is hereby authorized: carried, Brazier, Larson, Lemon, Lynch Munger and Robinson voting ave by voice vote. Council members pointed out the urgency of repairing driveways as quickly as possible where street improvements are made, and requested that the street staff and inspector emphasize this to the contractors, as many busines merchants and others are complaining of the inconvenience of the rg length of time being used by contractors in repairing the driveways. Gra7.7 & Osborne, Consulting Engineers, also having submitted the following esti.mate;::for work performed on Tieton, Division and Maple. Yakima Cement & Asphalt Paving $5,706.65 it was MOVED by Lynch, seconded by Munger that said report dated August 30, 1963 be approved and the progress estimate therein set forth be approved and payment of same be and is hereby authorized: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote . Kurbitz absent. The following bids having been received and considered by a Bid Board on September 3, 1963: DeBlasio Brothers $100,471.74 Central Heating & Plumbing 104,377.53 Kenneth E. Beck 10$,603.74 Lester'N. Johnson Co. 109,604.9$ Bohannon Asphalt Paving 115,00$.50 for the construction of watermains on South 24th Avenue_, and Manager Smith reporting that said Board is recommending the bid of DeBlasio Brothers as the lowest " and;"bes'..bid, it was MOVED by Lynch, seconded "by Lemon that this bid be awarded to DeBlasio Brothers and the City Manager be and is hereby authorized to enter into a contract on behalf of the City of Yakima upon the filing of the proper bond and insurance by said constractor: carried, Brazier, Larson, Lemon, Lynch, Munger & Robinson voting aye by voice vote. The following bids having been received.and considered by a Bid Board on September 3, 1963 Superior Asphalt & Concrete $40,173.60 Bohannon Asphalt Paving 41,259.45 Yakima Cement & Asphalt 44,021.70 1 LI 1 1 1 a 1 1 465 September 3 , 1963 for the 38th Avenue Paving Project, and Manager Smith reporting that said board is recom- mending the bid of Superior Asphalt & Concrete Co. as the lowest.and best bid, it was MOVED by Robinson, seconded by Munger that this bid be awarded to Superior Asphalt and the City Manager be and is hereby authorized to enter into a contract on behalf of the City of Yakima upon the 'filing of the proper bond and insurance by said contractor: carried, Brazier, Larson, Lemon, Lynch, Munger & Robinson voting aye by voice vote. Kurbitz absent. The Preliminary Budget for 1964 having been officially filed with the City Council and the City Clerk on this date, City Manager Smith reported that a resolution adopting said budget as the official Preliminary Budget for the - ensuing year will be forthcoming e�zar�ee =trg r;, after which, the City Clerk will publish the notice fixing the dates of hearing and that the final budget must be adopted by October 7, 1963. Manager Smith stated that the preliminary budget shows a 3 percent increase over the current year. He also stated copies of the budget are available to anyone wishing one. Stephen Huza,- suggested that the City Council should consider an escrow account to be added to the preliminary budget, into which all moneys collected from Utilities as a Business and Occupation Tax be deposited unt -il final decision is reached by the Supreme Court. He also indicated that if this action is not taken now, a bond issue for the purpose of tefunding such money would have to be considered later. The parking situation in the central business district was brwght on for discussion. Manager Smith reported that a letter had been received last week from the Dowtown Development Association requesting about 1500 offstreet parking spaces to be added to the downtown area and that angle parking be establi :shed on side streets from Naches Avenue to lst Street, one block North of Yakima avenue, and that muriciple revenue bonds be issued and that revenue from meters and the new facili- ties be used to retire the bond. John Mayo,Public Works Director, gave a cost estimate of the proposed project stating that the estimate on certain portions of 2nd, 3rd and 4th streets, in the first block North and South of Yakima Avenue would provide 144 additional spaces at a total cost of x$14,070-.00 or about $97.70 per space. Another proposal made by Mr. Mayo would-be to re- instate diagonal parking from alleys to the street away from Yakima Avenue, giving 96 additional - stalls at a total cost of x$9,306.00. The Merchants Association of Yakima represented by Archie Buys, Merrill Scott and Norman Nashem stated their group opposed the return to angle parking, that it did not correct the problem, that it would be a step backward, that the flow of traffic would be jeopardized, that the extra 144 spaces provided did not justify the expense entailed. They further stated that off street parking would be more suitable',Wthat there is urgent need for &h" a- dditional 1000 spaces. Dr. Bittner representing the Downtown Development Association stated that his group would be in favor of utilizing the expenditures for the permanent off street parking, if it would expedite matters. Mayor Larson stated that if the city provided off street parking and would have to charge a fee, this would be in direct competition with the private parking lots. Councilman Robinson stated that the city could not provide' off street parking until a feasibility study is made by a competent firm; otherwise, prospective bond buyers would not be interested and the city would be faced with a financial problem of great magnitude, and the current expense fund would be heavily burdened. Councilman Robinson also stated that the Central Plaza parking provided by some of the Merchants is a very desirable arrangement for off street parking. Manager Smith extended an invitation to the.Downtown Development Association, Merchant's Association and others interested to a ttend-a meeting on Wednesday, 4 p.m., with Mr. Cavanaugh, Planning Consultant for Ebasco Services, who is making the Comprehensive Study of the.City. Manager Smith requesting that permiErsion-be granted to send Mr. Eakin, Airport Manager to the Northwest Airport Manager meeting to be h!�,ld.at Pendleton, Oregon, on September 5, 1963, one day only, and that expenses for approximately $30.00 be paid, it was MOVED by Lynch, seconded by Robinson that Mr. Eakins be allowed to attend said conference and that his expenses be paid: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote.
