HomeMy WebLinkAbout06/17/1963 Business MeetingI 442 JUNE 17, 1963 The City Council met in regular evening session, Mayor Larson,-Councilmen Brazier, Lemon, Lynch, Munger and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Council- man Kurbitz present at this meeting after 8:05 P.M. The invocation was given by Councilman Munger. The minutes of the regular meeting of June 10, 1963 were approved as read. In accordance with action taken by the City Council at their regular meeting of :June 10, 1963, it was MOVED by Munger, seconded by Lynch that Resolution No. D -570 authorizing the modification of the lease agreement with Yakima Airport Restaurant, Inc., to provide that the obligation for rental shall commence to accrue on April 15, 1963 rather than March 15, 1963 as provided in the original lease agreement, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. City Attorney Andrews indicated that this action will be agreeable with the lessee. RESOLUTION NO. D -570, A RESOLUTION authorizing a modification of a Lease Agreement with Yakima Airport Restaurant, Inc., Lessee, as an offer of compromise of a disputed claim. In accordance with action taken by the City Council at their regular meeting of June 3, 1963, an ordinanc relating to one -way traffic in certain alleys in the Central Business District was brought on for consideration and it was MOVED by Robinson, sec n ded by Munger that this matter be postponed indefinitely: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Councilman Robinson and Manager, Smith explained that it is feared that other and greater problems would result from a change to one -way travel in the alleys. Mr. F. R. Armstrong, representing the Liberty Savings and Loan Association and the tenants in their build- ing recognized the present problems and expressed belief that the situationiould be worse if changed. Mr. Gordon Smith, a tenant in the Liberty Savings and Loan Building concurred with Mr. Armstrong. Police Chie£ Oscar Soderstrom, also expressed concern as to the advisability.of the recommended change. Moved by Munger, seconded by Lemon that Resolution No. D -571 consenting to the assignment from Western Way Rental Systems, Inc., to William F. Janes, d /b /a Bill's Parking & Service of an interest in an automobile rental business at the Yakima Municipal Airport, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Manager Smith explained that it has been determined that Mr. Janes is now the Franchised Operator for Hertz Rent -A- Car instead of Mr. Chet Hollenbeck of Western Way and that this is the only way-to legally recognize this operation. RESOLUTION NO. D -5711 A RESOLUTION consenting to the assignment from Western Way Rental Systems, Inc., to William F. Janes, d /b /a Bill's Parking & Service,,of an interest in an automobile rental business at the Yakima Municipal Airport. Mrs. William H. Flood presented two applications for fire permits which must be finally approved by the Council but since they had not been approved by the Fire Marshall they were informally referred to the City Manager for completion and recommendation. Manager Smith reported that the following bids were received by a bid board on June 14, 1962 for the Lincoln Avenue Arterial Street Improvement: Superior Asphalt & Concrete Co. 70,495.60 Yakima Cement & Asphalt Paving Co. 73,191.32 Bohannon Asphalt Paving Inc., 176,153-14 He informed the Council that Gray and Osborne have prepared the specifications for this job and are recommending that the bid be awarded to Superior Asphalt and Concrete Co., since they are the lowest and best bidder. It was then MOVED by Robinson,.seconded by Lemon that this bid be awarded to Superior Asphalt and Concrete Company and that the City Manager be and is hereby authorized to enter into a contract on behalf of the City of Yakima upon the filing of the proper bond and insurance by said contractor: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. This matter was discussed with Mr. Don Gray, Consulting Engineer, who indicated that there will be more than the usual number of inspectors on this job and that the job ill be completed in 60 calendar days, begin -L .10 days after the signing of the contract and the filing of the bond and insurance. He further stated that the traffic pattern has not been completly worked out at this time, that Tieton Drive may not be completed this year and that Yakima Valley Transportation Company is ready with materials stockpiled to replace its tracks. Manager Smith further reported that the following bids were received by a bid board on the 17th day of June, 1963 for the asphaltic concrete paving of certain streets: Superior Asphalt Concrete Yakima Asphalt Paving Company $71,682.00 $70,052.00 He recommended that this bid be awarded to Yakima Asphalt Paving ,Company since they are the low- est and best bidder. Moved by Brazier, seconded by Munger that said bid be awarded to Yakima Asphalt Paving Company and the City Manager be and is hereby authorized to enter into a contract on behalf of the City of Yakima'upon the filing of the proper bond and insurance by said contract( carried, Brazier, Kurbitc, Larson, Lemon,. Lynch, Munger and Robinson voting aye by voice vote. There being-no fu rther business to come before the Council, it was MOVED by Kurbitz, seconded by Brazier, that we do now adjourn at the hour of 8:55 P.M: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote.
