HomeMy WebLinkAbout06/03/1963 Business Meetingr 438 JUNE 3, 1963 The City Council met in regular session, Mayor Larson, Councilmen Brazier, Kurbitz, Lemon, Munge and Robinson, City Attorney= Andrews and City Manager Smith present on roll call. Councilman Lynch absent and excused: The invocation was given by Councilman Lemon. The. minutes of the regular meeting of May 27, 1963 were approved as read. Petition No. 205 having been filed with the City Clerk on May 28, 1963 by William Young and othe requesting the formation of a local improvement district for the purpose of paving the alley in Block 76, Town of North Yakima, it was MOVEDby Munger, seconded by Lemon that said petition be 'referred to the City Manager and staff for study and recommendation: carried, Brazier, Kurbitz, Larson, Lemon, Munger and Robinson voting aye by voice vote. Lynch absent. Petition No. 206 having been filed with the City Clerk on May 31, 1963 by W. H. Snyder requesting the rezoning of certain property at 3516 Summitview Ave., it was MOVED by Robinson, seconded by Munger that said petition be referred to the Planning Commission for study and recommendation; carried, Brazier, Kurbitz, Larson, Lemon, Munger and Robinson voting aye by voice vote. Lynch absent. In accordance with action taken by the Council at their regular meeting of May 27, 1963 with re- gard to Petition No. 199 as filed by E. R. Stephenson and others requesting the change in street name'of Frances Avenue to Westover Drive, it was MOVED by Munger, seconded by Lemon that Ordinan No. 452 changing the name of said street, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Munger and Robinson voting aye on roll call. Lynch absent. ORDINANCE NO. 452, AN ORDINANCE changing the name of a street in the City of Yakima from Frances Avenue to Westover Drive. Moved by Brazier, seconded by Lemon that Resolution No. D -566, being a resolution of intention to improve certain property by constructing water mains and appurtenances in accordance with Petitio: No. 194 and fixing the date of hearing for the 24th day of June, 1963: carried, Brazier, Kurbitz, Larson, Lemon, Munger and Robinson voting aye on roll call. Lynch absent. RESOLUTION NO. D -566, A RESOLUTION of intention to create a Local Improvement District. Moved by Brazier, seconded by Munger that Resolution No. D -567 fixing the time of hearing on. Petiont No. 200 as filed by Marguerite Hackett and requesting the vacation of a portion of Hamm Avenue for June 24, 1963, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Munger and Robinson voting ave,on roll call. Lynch absent. RE- SOLUTION NO. D =5671 A RESOLUTION fixing the time and place for hearing on petition for vaca- tion of a street. Moved by Lemon, seconded by Robinson that Resolution No. D -568 transferring the sum of $1,000.00 in the 1963 Budget for the Fire Department, be passed as read: carried, Brazier, Kurbitz, Larso Lemon, Munger and Robinson voting aye on roll call. Lynch absent. RESOLUTION NO. D -56$, A RESOLUTION transferring the sum of $1,000.00 within the 1963 appropria- tion for 22 = Fire Department. Mr. G: E. Woodall. property owner at 908 North Naches Avenue, requested action by the Council to clean up the property next to him, relating that his neighbor has hauled seven inoperable cars on to the lot and is doing nothing with them, thus making an unsightly area in his neighborhood. He further related that he has referred this matter to the Fire Department and Building Inspector and has filed -with the City Attorney a petition signed by 26 persons in the neighborhood protest= ing this unsightlyness. Discussion pointed out that merely being offensive to the eye is not enou -;ht to cause action by the Council, thus no action can be taken until this condition violates a city safety code. It was then MOVED by Munger, seconded by Robinson that this matter be-refer- red to the City Manager for study and recommendation: carried, Brazier, Kurbitz, Larson, �emon Munger and Robinson voting aye by voice vote. Lynch absent. Councilman Robinson requested that the staff consider legislation to limit the number of inoperable cars that may be parked on a residential lot. Traffic Engineer, Miles Fuller, having submitted a memorandum to the Council recommending that certain alleys in the Central Business District be changed to one -way traffic, it was MOVED by Robinson, seconded by Brazier that the staff prepare an ordinance providing for the recommended changes and that those persons directly affected by such action be notified that said matter will be heard on June 17, 1963: carried, Brazier, Kurbitz, Larson, Lemon, Munger and Robinson voting aye by voice vote. Lynch absent. Councilman Robinson suggested that persons responsible for the parking in the Liberty Building and owners of off - street parking lots be notified of this hearing. Blasio Bros. 700.70 Extension it was MOVED by Robinson, seconded by Munger that the City Engineers progress reportedated June 3 1963, be approved and payment of same be authorized: carried, Brazier, .Kurbitz, Larson, Lemon, Munger and Robinson voting aye by voice vote. Councilman Munger requested information, from the staff concerning the financing of diagonal park- ing on Naches Avenue from Yakima to "All Street and from Yakima Avenue to Chestnut. He also re- quested the staff to consider the matter of patching broken curbs in the downtown area. Dr. Bittner being present at this meeting expressed interest in the matter of diagonal parking on 1 n J 1 E r u 4 JUNE 3, 1963 IINaches Avenue. 43 At the regular meeting of the City Council held on April 29, 1963, Council authorized the attend- ance and payment of expenses to sent Captain Robert Madden of the Police Department to the Westeri} States Crime Conference held in Boise Idaho on May 14 through 17, 1963 and since Mr. Madden was unable to attend this conference due to the May's trial, Manager Smith explained that Detective Richard Clark was sent to this conference and requested authorization for Mr. Clarkts trip and payment of his expenses. It was MOVED by Brazier, seconded by Munger that this trip be authorize and the expenses be paid. Lynch absent. Manager Smith also reported on the fire which occured at the City Warehouse on May 31, 1963 and informed the Council that the three trucks which were damaged may be covered by our insurance. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Brazier that we do now adjourn at the hour of 4:04 P.M: carried, Brazier, Kurbitz, Larson, Lemon, Munger and Robinson voting aye by voice vote.
