HomeMy WebLinkAbout07/10/2001 Special Meeting 245 CITY OF YAKIMA SPECIAL MEETING OF THE CITY COUNCIL JULY 10, 2001 - 2:00 P.M. 129 NORTH 2 STREET - COUNCIL CHAMBERS 1. ROLL CALL • Present: Council: Mayor Mary Place, presiding, Council Members Clarence Barnett, Henry Beauchamp, Lynn Buchanan, Larry Mattson, and Bernard Sims Staff: City Manager Zais and Acting City Clerk Watkins Absent: John Puccinelli (excused) 2. CONSIDERATION OF RESOLUTION MAKING APPOINTMENTS TO THE PUBLIC FACILITIES DISTRICT BOARD Council Member Sims described the process the Council subcommittee went through to arrive at the five recommended applicants listed below: Name Group Initial Term Richard Ostrander Group I 1 Year Brian Johnson Group II 2 Year Don Schussler Group III 3 Year Wanda Riel Group IV 4 Year Dan Marples Group IV 4 year He said the committee was very pleased with all of the applicants and it was a difficult decision. It was noted that the selection of a representative from Union Gap was on their Council agenda last evening but we have not received word as to who they selected. Selah's selection is scheduled for this evening. Council Member Beauchamp expressed concern that there was no one of color s elected for the Board. The list of which organizations were solicited for candidates was reviewed noting that, even with solicitation, no applications were received from any minorities. Council Member Beauchamp agreed that the effort was made but registered his concern about the need to be proactive in this problem. Council Member Sims stressed the urgency to notify the people and schedule a meeting in order to meet the Department of Revenue deadline. Rita Anson, Director of Finance and Budget, distributed a list of the items that need to be accomplished. The list also identified what will need to be done at the first meeting. The plan is to hold the first meeting the week of July 23 at the latest to allow time for the Board to adopt the resolution to impose the sales tax credit and submit it to the Department of Revenue by July 31, 2001. Ms. Anson explained there is a package of information that will be supplied to each Board Member for review prior 2 4. 6. JULY 10, 2001 to the first meeting. Council Member Barnett said he understood the Convention Center Advisory Committee would also need to be abolished. It was suggested that there be an overlap of the two groups to exchange ideas, and for staff to bring the item of abolishing the Yakima Convention Center Advisory Committee to Council in the future. The acting City Clerk read the resolution by title, BUCHANAN MOVED AND SIMS SECONDED TO ACCEPT THE SELECTION COMMITTEE'S RECOMMENDATION AND ADOPT THE RESOLUTION. The motion carried by unanimous roll call vote; Puccinelli absent. RESOLUTION NO. R- 2001 -103, A RESOLUTION appointing five board members to the board of directors of the Yakima Regional Public Facilities District. 3. ADJOURNMENT BUCHANAN MOVED AND MATTSON SECONDED TO ADJOURN. The motion carried by unanimous voice vote; Puccinelli absent.
