HomeMy WebLinkAbout05/06/1963 Business Meetingr 430 MAY 62, 1963 The City Council met in regular session, Mayor Larson, Councilmen,Brazier, Kurbitz, Lemon, Lynch, Munger, and Robinson; City Manager Smith and City `'ttorney Andrews present on roll call. Invocation was given by Councilman Lynch. The Minutes of the Regular Meeting of April 29, 1963 were approved as read. In accordance with action taken by'the Council at their regular meeting of April 29, 1963, re- garding the matter of the sale of city owned property to Gene Cahoon and all right -of -way for adjoining property having been checked and the adjacent property owners showing no interest in tr purchase of this property, it was MOVED by Munger, seconded by Lemon, that Resolution No. D -551 authorizing the sale to Gene Cahoon of real estate owned by the City of Yakima for $75.00, be passed as read: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Kurbitz not voting. RESOLUTION NO. D -551, A Resolution authorizing the sale to Gene Cahoon of real estate owned by the City of Yakima. An Ordinance appropriating $2,$30..00 from the Irrigation Fund to the 1963 Budget for the same fund having been read in its entirety at the regular meeting of the Council on April 29, 1963, was read by title only at this meeting arid::it was..MCVED;-!by Munger, seconded by Robinson that Ordinance No. 446 providing for said appropriation be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. ORDINANCE NO. 446, An Ordinance appropriating the sum of $2,830.00 from the unappropriated moneys in the Irrigation Fund to Account 7 -99, Miscellaneous, of the Maintenance & Operation classifi- cation of the 1963 appropriation for 51 - Irrigation fund. Moved by Munger seconded by Robinson that Ordinance No. 447 relating to leaves of absence by city employees be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll-call. Manager Smith stated that the primary purpose for new ordinance was to clarify the wording of our existing ordinance. ORDINANCE NO. 447 An Ordinance relating to leaves of absence by City employees; establishing a basic work week1, defining employees eligible for leave of absence privileges; providing for and regulating vacation leave, sick leave, civil leave, leave without pay, holidays with pay, and overtime pay and compensatory time,, providing for discharge of employees on account of un- authorized absences.; and amending Sections 2.40.010, .0201 0030, .0403 00601 .0702 .080, .090 an .100 of the City of Yakima Municipal Code. MOVED by Lemon, seconded by Munger that Resolution No.-D-5-52 authorizing and directing the City Manager and the City Clerk to enter into an agreement with the firm of Anderson, Birkeland, Anderson, and Mast for engineering and design services for the construction of Lenox Avenue Overpass, be passed as read: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Kurbitz not - voting, stating he had not made a study of this. In answer to Councilman Robinson's comment that he hoped it would not take 9 months to complete this, Public Director Mayo stated that.negoatiations with-the 2 railroad companies to sign contracts might take some time, however, if no problems arise, work could be completed in 6 months. In answer to Councilman Kurbitz's inquiry as to how many engineering firms were considered, Mayo stated that five firms had been screened, two were interviewed, and the Tacoma firm chosen was one of the best in the Northwest for this type of work, and very highly recommended to the Committee. RESOLUTION NO. D -552, A resolution authorizing and directing the City Manager and the City Clerk to'enter into an Agreement with the firm of Anderson, Birkeland, Anderson and Mast for engineering and design services for the construction of the Lenox Avenue Overpass. Moved by Lynch, seconded by Munger, that Resolution No. D -553 authorizing and directing the City Manager and the City Clerk to execute an Agreement with J. P. Surace Construction Company be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. RESOLUTION NO. D -553, A.Resolution authorizing and directing the City Manager and the City Clerk to execute an Agreement with J. P. Surace Construction Company. Moved by Robinson, seconded by Lynch, that-Resolution No. D -554 authorizing and directing the City Manager and -the City Clerk to enter into a Farm Lease Agreement with Congdon Orchards, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch,.Munger and Robinson voting aye on roll call. MOVED by Kurbitz, seconded by Lynch, that the Council lend support to the Yakima- Tieton Irrigation District application for a feasibility survey for proposed dam construction on Cowiche Creek: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson. Public Works Director Mayo stated this would be done mainly for flood control, however, the lake would be used for fishing, water skiing, and other recreational activities. Council members agreed that this project would benefit the whole community. There.-being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Brazier, that we do now adjourn at the-hour of 4:10 p.m. : carried, Brazier, Kurbitz, Larson, Lemon; Lynch, Munger and Robinson voting aye by voice vote.
