The City_ Council met in regular session, Mayor Larson, Councilmen Brazier, Kurbitz, Lanr,,sm,
Lemon, Lynch- Munger and Robinson, City Manager Smith and City Attorney Andrews present on roll
call.
The invocation was given by Councilman Brazier.
The minutes of the regular meeting of April 22, 1963 were approved as read.
In accordance with action taken by the Council at their regular meeting -of April 22, 1963, it
was MOVED by Robinson seconded by Lemon that the matter of the proposed sale of city owned real
estate to Gene Cahoon, be continued for another week: carried, Brazier, Kurbitz, Larson, Lemon
Lynch, Munger. and Robinson voting aye by voice vote. Manager Smith explained that all of the
right -of -way for the adjoining property has not been checked.
Also in accordance with action taken by the Council at their regular meeting of April 22, 1963,
the matter of 'diagonal parking on North 2nd, 3rd and 4th Street, North of "C" Street was brought
on for discussion. In reviewing this matter, it was pointed out that by changing -.to diagonal
parking on one side of these streets as recommended by Public Works Director May, some 105 new
parking.stalls will be available to all day parkers and shoppers seeking free parking and that
this will relieve some congestion in the down -town area without retarding traffic flow. Mr.
Miles Fuller, Traffic Engineer, explained that the East side of 2nd Street and the West side of
3rd and 4th street have been chosen because there are fewer curb cuts and the maximum number of
parking stalls can be gained. All persons having, been heard on this matter, it was MOVED by
Munger, seconded by Brazier, that diagonal parking be established on the east side of North 2nd
Street from "C" Street to "E" Street, and on the West side of. North 3rd Street and .4th Street fro
"C" Street to "E" Street: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson
voting aye by voice vote.
Petition No. 195 having been filed April 21, 1963 with the City Clerk, by Alden G, Goode, request
ing the rezone of certain property at 603 -05 Pleasant Avenue, it was MOVED by Kurbitz, seconded
by Lemon that said petition be referred to the Planning Commission for recommendation: carried,
Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote.
Petition No. 196 having been filed April 26, 1963 with the City Clerk,by Howard C. Light, request
ing the rezone of certain property at 811 North 5th Avenue, it was MOVED by Lynch,`seconded by
Robinson that said petition be referred to the Planning Commission for recommendation: carried,
Brazier, Kurbits, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote.
An ordinance appropriating $2,83'0.00' from the Irrigation 1"i4nd to the 1963 Budget for the same
fund was read-in its entirety and ordered laid on the table for one week or until the regular
meeting of the' Council on May 6, 19630
Mr. Bernard Homes, Service Station and Parking Lot owner, complimented the Council on their
action authorizing diagonal parking North of "C" Street on 2nd, 3rd and 4th Streets and stated
that he believes that off - street parking should be developed commercially; that this should not
be the Council's problem. Councilmen Brazier and Munger encouraged Mr. Homes to study this
matter further and bring any information and ideas.
Councilman Brazier announced that he has taken a stand on the federal accelerated public works
program and has handed his statement in writing to the news media and members of the Council.
Manager Smith having established that no requests have been received asking for Council's suppoi
Councilman Robinson stated that he has read "Ir. Brazier's statement and while he disagrees with
it in a number of aspects, he believes that it is premature to make a statment at this time.
Councilman Kurbitz indicated that he concurs with Councilman Brazier's 'statement on this matter.
Manager Smith having requested permission to send Captain Robert Madden of the Police Department
to the Western States Crime Conference to, be held in Boise,Idaho on May 14th through the 17th,
1963 and Fire Marshall, Wayne Schoonover to the National Fire'Protection Conference to be held
in Portland Oregon'on May 13th through the 17th, it was MOVED by Lynch, seconded by Brazier that
Mr. Madden and Mr. Schoonover be authorized to attend their seperate conferences and that their
.expenses be paid: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting
aye by voice vote.
There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by
Brazier, that we do now adjourn at the hour of 3:50 P.M: carried, Brazier, Kurbitz, Larson,
Lemon, Lynch, Munger and Robinson voting aye by voice vote.
