HomeMy WebLinkAbout04/01/1963 Business Meetingr C20 APRIL 1, 1963 The City Council met in regular session, Mayor Larson, Councilman Brazier, Kurbitz, Lynch, 11 Lemon, Munger and Robinson, City Manager Smith and City Attorney Andrews were present on roll call. Invocation was given by Councilman Kurbitz. Minutes-of previous meeting of March 25, 1963, were approved as corrected. In accordance with action taken by the City Council at their regular meeting of March 25, 1963, a resolution authorizing the sale of ,city owned real estate was brought on for consideration and it was MOVED by Robinson, seconded by Munger that the Resolution authorizing the sale to Genet: Cahoon of Real Estate owned by the City of Yakima be continued for three weeks or until the regular meeting of:the Council on•April,22, 1963: carried, Brazier, Kurbitz, Larson, Lemon, Lynch Munger and Robinson voting aye by voice vote. This action was taken to that more information can be obtained on the adjoining property. An Ordinance appropriateing $31,515.00 from unappropriated money of Municipal Airport Fund to 1963 Budget for said fund, having been read in its entirety by the Clerk of the Council, was ordered laid on the table for one week or until the next regular meeting of :the Council on April $, 1963. City Manager Smith gave the council a progress report on the work bein done at the Airport Restaurant. He informed the Council that the wiring was contracted for 1595.00 and the door, $797.00 which is less than original estimate. Moved by Munger, seconded by Robinson that Ordinance No. 437, classifying and designating City streets within the City of Yakima and adopting an Arterial Street plan and.amending Yakima Muni- cipal Code, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robin- son voting aye by roll call. Manager Smith explained that the changing of city design standards and nomenclature is being done to conform with State Standards, in order that we may receive our share of the half cent gas tax. At the request of Councilman Brazier, Public Works Director Mayo sumarized changes being planned for the Arterials in the City of Yakima. ORDINANCE NO. 4372 AN ORDINANCE classifying and-designating City Streets within the City of Yakima, and adopting.an Arterial Street Plan; and amending Secitions 8.08.010 and .020 of the City ,,of Yakima Municipal Code. Moved by Lynch, seconded by.Lemon, that Resolution No. D -542, authorizing a temporary loan of $23,515.00 from the Cumulative Reserve Fund for Domestic-.Water Supply Development Fund to the Muncicipal Airport Fund and providing for repayment, be passed as read: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye by.roll call. Kurbitz voting Nay. Councilman - Kurbitzcexplained that-he is against constantly dipping into this reserve, that it is not intend- ed for extra cost of city government. He further explained that it might be painful to pay -more interest, however, we should have some other source to pay for this improvement. Councilman - Robinson stated that this expense will most likely be paid through some other source-at a later date, possibly through an inside bond issue, but, that for temporary purposes, it is proper to pay this commitment fro;a �4*� fund, and -we-are not justified in paying more as far as interest is concerned. Councilman asked Councilman Kurbitz what alternative suggestion he might have to finance this project and Co u cilman Kurbitz suggested the Savings and Loan companies and,that possibly it could be finance through the installer. Councilman Kurbitz again emphasized his opposition that the fund should not be used unless absolutely necessary: City Manager Smith re- minded the Council tT -at in the acquisition of the land for the Airport Clear Zone,'w we have a 90 day offer to buy the property and that a resolution was passed approving this offer to buy the property thus obligating us to the property owner. Councilman Kurbitz having suggested that we could pay, by contract, Manager Smith stated that only cash offers would be.accepte�d. Mayor Larson stated that he failed to see the wisdom of paying interest at 6 per cent when we can use our own money at 3 percent. RESOLUTION NO. D. -54 ?, A RESOLUTION authorizing a temporary loan of x$23,515.00 from the .Cumulative Reserve for Domestic Water Supply Development Fund to the MurAcipal Airport Fund, and providing for repayment. Moved by Lemon, seconded by Munger that Resolution No. D -543 standardizing water meters for installation within City.of Yakima and authorizing and directing the purchase of water meters without calling for bids, be passed as read-.-, carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye by roll call. Manager Smith stated that this standardization will save money for the city in the future. Public Utilities Director, Burt Anderson, summarized for the Council the reasons for the s.tandardization. He recommended standardizing with Neptune and Hersey as they are the only companies in the Pacific Northwest who carry complete stock of both meters and parts, and these are available over nite.4 -This reduces the number of new meters for us to stock and cuts repair parts stock required to maintain the meters in service at a very minimum. RESOLUTION NO. D -5431 A RESOLUTION standardizing water meters for installation within the City of Yakima:, and authorizing and directing the purchase of water meters without calling for bids. The City Engineers reporting the following estimate for work performed on City projects during the month of March:- PROJECT Washington Avenue Interceptor Sewer CONTRACT AWARDED & CONTRACTOR December 10, 1962 John B. Knowles FUND Sewer Construction 58 -6 -30 AMOUNT $ 47,645.04 Willow Street Domestic January 21, 1963 Water Watermain Extension DeBlasio Brothers W,.0. 4799 $ 32227.09 it was MOVED by Lynch, seconded by Munger that said report dated April 1, 1963 be accepted and approved and that the estimate therein set forth be paid: carried, Brazier, Larson, Lemon, Lynch, Munger, and Robinson voting aye by voice vote. ✓ Public Works Director Mayo informed the Council triat this work is roughly about 75 percent complete of the total. f 1 L 1 42JL APRIL 1, 1963 1 1 City Manager Smith reported to the Council that on Thursday, April 4, a meeting will be held with Mr.-Cornell of Cornell, Howland, Hayes and Merryfield regarding the expansion and improvement of the Sewage Disposal Plant. Manager Smith also stated wthat within the next two weeks we should have a report on the Lenox Avenue Overpass. There being no further busine -ss on the agenda, it was MOVED by Kurbitz, seconded by Robinson, that we.do now adjourn at the hour of 4 p.m: carried, Brazier, Kurbitz, Larson, Lemon, Munger and Robinson.
