J. 418 MARCH 25, 1963 IIThe City Council met in regular session, Mayor Larson, Councilmen Brazieri Kurbitz, Lynch, Lemon, Munger and Robinson, City Manager Smith and City Attorney Andrews were present on roll call. Invocation was given by Councilman Munger. Minutes of previous meeting of March l$, were approved as corrected. MOVED by Robinson, seconded by Kurbitz that Resolution No. D -53$ authorizing the City Manager to contract for the installation of an air conditioning system to serve the restaurant area in the Administration Building at the Yakima Municipal Airport, the total cost of which shall not ex- ceed $13,500.00 exclusive of sales tax, the installation of electrical wiring from the basement panel to the second floor and the installation of a door on the stairway approach to said res- taurant area, be passed as read. carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. ✓ In discussing the motion, Manager Smith read the proposal for Air Conditioning the Airport Restaurant as submitted,to-.the Council by the Sub - Committee as appointed by the Council at their regular meeting of March 1$, 1963,.stating t.Y}a�� three proposals were received and that after due consideration, said committee is recommending he proposal of Buren Sheet Metal Company be accepted as the best over -all proposal e�9 Bin Sheet Metal CGMP � be aeeepted as the best ever -a1 pasa-1, ✓for a total cost of $13,000.00 including sales tax. Councilman Brazier, a member of-this sub - committee stated that the Committee spent considerable time with each bidder, taking extensive notes and reviewing all bids thoroughly. He further stated that all bids were good, but after considering several factors, the bid.of Buren Sheet Metal was thought to be the best bid. Councilman Munger concurred with the.Committee's recom- mendation as presented by Councilman Brazier. RESOLUTION NO. D -53$, A,Resolution authorizing and directing the City Manager to contract for the installation of an air conditioning system to serve the restaurant area in the Administration Building at the Yakima Municipal Airport:- MOVED by Kurbitz, seconded by Lemon, that the Council reconsider Ordinance No. 433 authorizing action for condemenation and acquisition of the Christoff'property, as announced by Councilman Kurbitz at Council Meeting of March 1$,.1963, carried, Kurbitz, Lemon, Lynch and Munger voting aye by roll call. Brazier, Larson, and Robinson voting nay. Councilman Kurbitz stated that he had hoped to present the Council with some figuresybut he had none available.at this time. Council man Lynch informe,d.the Council that he had checked with our City Engineer and found that the lowering of 16th Avenue would amount to in excess of $$50,000.004 This would be way out of reason' and the only alternative would be to relocate 16th Avenue. Mrs. Olson, daughter of Sam Christoff was again present at the Council" meeting and reiterated that they were in favor of the 12th Ave. opening but opposed to the 16th Avenue.relocation because of the hazard to motorists and tothem- selves. Mr. Munger informed Mrs. Olson that the Highway Engineer's plans conformed to Government and State Safety Standards. This was confirmed by Public Works Director Mayo. Councilman Lemon stated we are obligated by former contracts with the Federal Government on this matter. MOVED by Brazier, seconded by-Robinson that the original Ordinance No. 433 -be passed as read: Carried, Brazier, Lemon, Lynch, Larson, Munger and Robinson voting aye by roll call. Kurbitz voting Nay on roll call. ORDINANCE NO. 433, an ORDINANCE authorizing and directing the City Attorney of the City of Yakima to institute and prosecute an action in the Superior Court of the State of Washington, in and for Yakima County, for the condemnation and acquisition of certain real property for the enlargement and improvement of the Yakima Municipal Airport, and for appurtenances and facilities related thereto, and for the relocation of South 16th Avenue as an incident thereof; providing for the taking of said real property, and directing that compensation for the same shall be paid from the Municipal.Airport Fund of the City.of Yakima; and declaring the taking of said real property to be necessary for a public use required by the public interests. In accordance with Resolution No. D -527 authorizing the sale of city owned property,'namely'the "Old Police Station at 10 East Walnut Street" and Manager Smith recommending that the sale of this property be postponed for one year since only one bid was submitted and the Bid Board is recommending that this bid be rejected; it was MOVED by Lemon, seconded by Munger-that the City Council accept the Bid Board's recommendation to reject the bid submitted by Emil Weist in the amount of $9.,500.00 for the..11Old Police Station": carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Aobinson voting aye by voice vote. Councilman Kurbitz suggested that this building might be utilized by the City in the event we become over crowded. Manager Smith stated that it has been the experience o ' f other cities that a city operation can be better coordinated when all departments are in one location. (see correction page 419) Petition No. 190 having been filed with the City Clerk on March 19, 1963 by.Mabel.McPhee, re- questing the rezoning of property at 316 North Third Street, it was MOVED by Robinson, seconded by Lynch, that said petition be.referred to the planning commission for study and r ecommedationo Carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Petition No. 191 having been filed with the City Clerk on March/ 1963 by Robert J. Rennie,re- questing formation of a Local Improvement District for construction of Curbs, gutters and the surfacing of Knobel Avenue, it was MOVED by Munger, seconded by Lemon that said petition be re- ferred�to the City Manager and staff for study and recommendation:. Carried,.Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Moved by Lemon, seconded by Munger that-Ordinance No. 435 relating to speed limits within the City of Yakima and amending the Yakima Municipal Code, be passed as read. City Attorney Andrews explained that Subsection 3, Lines pand q, Subsection 4, lines e and f.are new additions to the code. He also pointed out that there was a discrepancy in subsection 3 line b. It was then MOVED, by Brazier, seconded by Robinson that Ordinance No. 435 be amended and that Paragraph 3, line b, be corrected to read "West Lenox Avenue and Nob Hill Boulevard from Third Avenue to 24th Avenue',:':. carried,,Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. \/ Mayor Larson then called for the roll call vote on the original motion to pass Ordinace No. 435, as amended, and Councilman Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voted aye .\/Motion carried. Mr. Dave Scrimgeour, a member of the Chamber of Commerce Trans portation Committee being present, emphasized the importance of changing the speed limit from I25 to 30 miles an hour on the truck routes, and explained that it makes it easier for the truck driver with a heavy load. Public Works Director Mayo stated that the signs will be erected with - in two weeks. 1 ■ 1 1 1 1 1 419 MARCH 25, 1963 ORDINANCE NO. 435, An Ordinance, relating to speed limits within the City of Yakima and, \ amending subsection (b) of Section 9.2$.060 of the City of Yakima Municipal Code. MOVED by Robinson, seconded by Munger that the Council deviate from regular agenda and take up the matter of a resolution authorizing and directing the City Manager to contract for the instal- lation of electrical wiring and ddors at the Yakima Municipal Airport: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Moved by Robinson, seconded by Munger that Resolution No. D -539 authorizing and directing the City Manager to contract for the installation of electrical wiring and doors at Airport without calling for bids be passed as read. Carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by -roll call. %Councilmen Lemon asked who would be drawing specificatio Manager Smith stated our own inspector will do so. Councilmen Lemon asked how they would go about selecting contractor. Manager Smith stated that they would have informal quotations and that the work will take about 7 days. RESOLUTION NO. D -539, a Resolution authorizing and directing the City Manager to contract for the installation of electrical wiring and doors at the Yakima Murtcipal Airport without calling. for bids. Moved by Robinson, seconded by Munger that the Resolution authorizing the sale td Gene Cahoon of real estate owned by the City of Yakima be passed as'read. Council members expressing the desire to have information on this matter', it was MOVED by Robinson, seconded by Munger that this matter be continued for one week: carried, Brazier, Kurbitz, Lemon, Lynch, Larson, Munger and Robinson voting aye by voice vote. Moved by Lynch, seconded by Munger that Resolution No. D -540 authorizing the City Manager and the City Clerk of the City of Yakima to enter into an Agreement with Western Way Rentals Systems and repealing Resolution'No. D -487 be passed as read: Carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger & Robinson voting aye by roll call. Resolution No. D -540, A Resolution authorizing the City Manager and the City Clerk of the City of Yakima to enter into an Agreement with Western Way Rental Systems, Inc. and repealing Resolution No. D -4$7. Moved by Munger, seconded by Robinson , that Ordinance No. 436'vacating a portion'of a Aublic Utility.Easement through Lot 25, Wallingford Subdivision, with the City of Yakima be passed as read: Carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by roll call. Discussion pointed out that there is a building over this easement. ORDINANCE NO. 436, An Ordinance vacating a portion of a public utility easement through.Lot 25, Wallingford Subdivision, within the City of Yakima. Moved by Lemon, seconded by Munger that Resolution No. D -541 transferring the sum of $960.00 within the 1963 appropriation for Police Department, be passed as read: Carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by roll call. RESOLUTION NO. D -541, A Resolution transferring the sum of $960.00 within the 1963 appropriation for 21 - Police Department. Petition No. 192 having been filed with the' City Clerk on March 25, 1963 by Michael Leiferman and others, and said.petition requesting the removal of two large locust trees from in front of the prop.erty at 1207 Roosevelt Avenue because they were gravely dangerous because of age, it was MOVED by Robinson, seconded by Lynch, that said petition be referred to the City Mgr. and staff for study and recommendation; carried, Brazier, Kurbitz, Larson, Lemon., Lynch, Munger, and Robinson voting aye'by voice vote. Mr. Specker of Simco Heating, coming in late at this meeting, asked the Council to review their action with regard'to bids_for the air conditioning at the Yakima Municipal Airport. Council- man Brazier related that all proposals were good and that they were close, pricewise. However, a few features of the-Buren Sheet Metal Company's bid, made in more desirable. He further ex- plained that Buren Sheet Metal offered 22 tons of_ai-r- cooling, whereas Simco Heating and Bemis Refrigeration offered 17 and 21 tons respectively. Another point considered by the Committee was how the air was to be distributed into the various rooms, and Councilman Brazier stated that after a complete review of the bids, it was decided by the Committee that Buren Sheet Metal's bid was the best. City Manager Smith reported on the tentative schedule on street projects. A lay out of work which is'to be completed this summer. Various street problems and the time table was discussed. Manager Smith requested Council members to attend a 12 Noon Luncheon meeting"on Tuesday., March 26, 1963 , so that they can review the Sewer Report. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Brazier that we do now adjourn at the hour of 5 p.m.,,-�rried.
