HomeMy WebLinkAbout02/25/1963 Business Meeting1 1 1 409 FEBRUARY 25 1_1963 The City Council met in regular session, Mayor ,arson, Councilmen Brazier, Lemon, Lynch, Munger and Robinson , City Manager Smith and City Attorney Fred Andrews present'on roll call. Council- man Kurbitz absent and excused.' The invocation was given by Councilman Lynch. The minutes'of the regular meeting of February 18, 1963 were approved as read. This being the time fixed by the City Council for the hearing on Petition No. 183, as filed by Mr. and Mrs. Arthur G. Holden requesting "the rezoning of eertain property located at 212 North 5th Avenue from R -3, Multiple Family dwellings, to B -3, General Business and the Planning Com- mission having recommended the rezoning of said property, it was MOVED by Lynch, seconded by Lemo: that the ordinance accepting said recommendation and rezoning said property be passed as read. Mr. Finley, Planning Director informed the Council that Mr. Bob Wilson, Property Manager for the Shell Oil Company, had brought in specifications and pictures to view at the Planning Commission hearing, but that these documents were not held on file. He further explained that the construc- tion will resemble residential in design and that the ingress and egress will be'moved back to prevent traffic hazard on Fifth Avenue and "C" Street. In discussing this matter it was determinf that the proponants for this action were not present and Councilman Robinson expressing desire to discuss this matter with them, MOVED and Councilman Munger seconded that this matter be continued for one week until the regular meeting of March 4, 1963 and that representatives be requested to attend said hearing: carried, Larson, Lynch, Lemon, Munger and Robinson voting aye by voice vote. Brazier voting nay by voice vote and Kurbitz absent, 'Mr. Pearson of Worthen & Pearson, Consulting Engineers, being present at this meeting, the Council d6_viat'6, from the regular order of business and considered the matter of a resolution authorizing the hiring of said firm in connection with the installation of an Air Conditioning System'to sere( the Restaurant•Area in the Administration Building'at the Yakima Municipal Airport. It was MOVED by Lynch, seconded by Robinson that Resolution No. D -524 authorizing said action, be passed as read: carried1 Brazier, Larson.,.-Leman, Lynch, Munger and Robinson voting aye on roll'call. Kurbitz absent. Vin the discussion of this matter, Councilmen Lemon and Munger protested the in- crease in cost of this project since the original estimate was not to- exceed $5000.00. 'Manager Smith explained that the original figure was not a contract figure but merely an estimate made in January -of this year by a'reputable local firm. He further explained that specifications were prepared by our Purchasing.Agent and .based on the 20 ton estimate furnished by the local firm which amount was thought to be sufficient, but when reviewing the 5 bids which were received on Thursday, February 21st, it was apparent that they did not meet minimum standards. He also re- lated that of the five bids received , one was entirely rejected because it did not meet speci- fications and that the low bid was $6,900.00 and the high bid was $9,142.00. He also stated that the services of the engineering firm was requested after it was found that the local consultant was out of town, and, that Mr. Pearson reviewed the bids and found that they do not meet the general requirements. He also pointed out that many new facets and technicalities were brought to his attention and that he feels that this approach is a more adequate one. Mayor Larson pointed out that the original proposal was that the City be responsible for providing adequate refrigeration through the existing ducts. Councilman Robinson stated that it is the land lords responsibility to provide adequate air conditioning and it would seem that we would have to follow along with the new procedure as it will provide a better system. Mr. Pearson confirmed Manager Smith's remarks and further explained that he believes that it will be necessary to have at least 25 tons to give adequate cooling. He further stated that the bids received and which he reviewed, were below professional standards and would barely push air into the room. He stated that his company's estimate will be a minimum of 4 air conditioners, that it will cost about $500 per ton amounting to $12,500,09n the basis of 25 tons and that it could cost as high as $13,000, 0plus engineering services of 1350.00, depending on the need. He also stated that the completed engin- eering report will be available by March 6, 1963 in order that the construction schedule can be met; that the kitchen will not be included in this estimate because it has its own ventilated hoods and recommended that the back office and the toilet rooms should have ventilation; that it will take until April 1, 1963 to complete construction and that four inspections will be made, one a week for the first three weeks and one final one. In answer to Councilman Lemon's ingiry he stated that the 4350. °charged for engineering services will include travel expenses and ex- plained that this figure may sound high but that there will be a lot of overtime involved, and Chey will keep a tabulation on all expenses and if the cost is'less the city will be charged less. ouncilman Lynch stated that he believed that Woodyard and Loomis should be asked to share the additional cost and that they should be contacted before the approval of the resolution, stating that we will lose our bargaining power if we contact them after the resolution is approved. Councilman Robinson urged approval.of the resolution and contacting the lessee later regarding the sharing of the cost. Councilman Lemon stated that he feels that he can not voice his approval for any amount over $15,000,�and that if it is over he will definitely disapprove. Mr. Pearson stated that he will let Councilman Lemon know if the figure is over the amount quoted. Mr, Burgess Carratt, Airport Manager, stated we- should not delay on this since the city is loosing money each day this project is delayed. It was then MOVED by Lynch seconded by Brazier that the City Manager contact Woodyard and Loomis, Owners of Yakima Airport Restaurant Inc,, to see if he can negotiate some portion of the additional cost of the air conditioning installtson'�: carried, Brazier, Larson, Lemon, Lynch, Munger, and Robinson voting aye by voice vote. Kurbitz absent. Mr. Jim Cain, Manager of Bart's Landing was introduced to the Council. Mr. Dwight Specker, a. bidder, spoke in favor of the Courdl's action on this matter. RESOLUTION NO. D -5241 A RESOLUTION authorizing the City Manager and the City Clerk to engage the firm of Worthen and Pearson for engineering services. The Council then returned to the regular agenda. This being the time fired by the City Council for the hearing on Petition No. 184 as filed by June Buchanan requesting rezoning of property located at 1402 West Yakima and it having been determined that the petitioner was not present to be heard, it wars MOVED by Robinson, seconded by Munger that this hearing be continued for one week in order that the petitioner may again be notified to be present at hearing: carried, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Brazier voting Nay and Kurbitz absent. Moved by Munger, seconded by Brazier that the resolution accepting an offer by Audrey Fuller to sell to the City of Yakima certain property within the Clear Zone of Yakima Municipal Airport and authorize and directing the pruchase there of, be continued for one week in order that the said Audrey Fuller may be again notified to be present at Council Meeting: carried, Brazier, Larson, Lemon, Lynch, Munger, and Robinson voting aye by roll call. Kurbitz absent. P 410 FEBRUARY 25, 1963 MOVED by Lemon seconded by Munger that Resolution No. D -522 a resolution authorizing a temporary' loan of not to exeed $60,000 from the Water*Sewer Fund to'th.e Current expense fund and providing' for repayment be passed as read. carried, Brazier, Lemon, Larson, Lynch, Munger, and Robinson voting aye by roll call. Kurbitz absent. Manager Smith explained °that this situation occurs:-, each year because the property tax revenue does not come in until latter part of April. RESOLUTION NO. D -522, A RESOLU`.I'ION authorizing a temporary loan of not to exceed $$60,000 from CD the Water -Sewer Fund to the Current Expense Fund, and providing for payment. Manager no- time is lost when widening of Lincoln RESOLUTION D -523, A RESOLUTION aiit,horizing the City Manager to negotiate and contract for work labor and materials without calling for bids. Manager Smith reported on the bids received in connection with the sale of the 01 -d Police Station 10 East Walnut, stating that one bid has been received from Mr. Weist offering $10,000 which bid ha.s' been rejected since it does not meet specifications. He suggested that the resolution be revised so that terms as well as cash can be accepted and the time extended to March 25, with some additional advertising to encourage others to consider the City's offer. Manager Smith also reminded'Council members of the meeting with the Consulting Engineers, Cornell Howland, Hayes and Merryfield -at the hour of 8 p.m.. on Wednesday, February 27, 1963 in the Counci: Chambers, at which time a report on-the Sewage Treatment Plant will be heard.
