The City Council met in regular session, Mayor Larson, Councilmen Brazier, Lemon, Lynch, Munger,
Robinson, and City Manager Smith and City Attorney Andrews present on roll call. Councilman
Kurbitz absent and excused.
The invocation was given by Councilman Lemon.
The minutes of the regular meeting of January 2$, 1963 were approved as corrected.
In accordance with action taken. by the City Council at their regular meeting on January 28, 1963
on a Notice of Intention to Commence Annexation Proceedings as filed by Don D. Noble and others,
for.the Annexation of property located between 15th and 16th Avenue North of Washington Avenue,
Mavor Larson called on Mrs. Wanda Ray, property owner and signer of said notice, who explained
that the other property owners were unable to attend this meeting. City Attorney Andrews having
explained that in order to comply with the State Law, all of the property owners must be present
or their representative must have power of attorney to act for them, it was MOVED by Robinson,
seconded by Lynch that the meeting with the signers of said Notice to determine whether or not
the property described is acceptable for annexation-and if said property owners will assume the
City's existing indebtedness, be postponed until the next regular meeting of the Council on
February 11, 1963: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye by voic,
vote. Kurbitz absent.
This being the time fixed by City Council for the hearing on Petition No. 178 as filed by
Clarence Franklund, requesting the Vacation of Public Utility Easement in the Thirty First Ave.
Addition, and there being no protest in writing or otherwise, it was MOVED by Munger, seconded
by Lemon that Ordinance No. 421, providing for the Vacation of said property be passed as read;
carried, Brazier, Larson, Lemon, Lynch, Munger, Robinson, voting aye on roll call. Kurbitz
absent.
ORDINANCE NO. 421, AN ORDINANCE providing for the vacation of a certain public utility easement
across the following described property, to -wit: The South 5 feet of Lot 13, the North 5 feet
of Lot 14, and the North 5 feet of Lot 15, all in Thirty -First Avenue Addition, according to the
plat thereof recorded in Volume "S" of Plats, page 49, records of Yakima County, Washington.
An Ordinance appropriating the sum of $28,855.00 from the unapropriated moneys in current
Fund to the 1963 Engineering Department, having been read in its entirety1`b , y the Clerk
of the Council Al as ordered laid on the table for one week or until the next regular meeting of
the Council on February 11, 1963.
MOVED by Lynch, seconded by Munger, that Resolution No. D -512 prescribing the form of contract
for City Advertising and Directing the publication of notice for proposals, be passed as read:
carried, Brazier, Larson, Lemon, Lynch, Munger, and Robinson voting aye on roll call. Kurbitz
absent.

MOVED by Brazier, seconded by Robinson that Resolution No. D -513 authorizing the sale of City
owned property known as the "Old Police Station at 10 East Walnut to the highest bidder for a
price of not less than $12,500.00 be passed as read. carried, Frazier, Larson, Lemon, Lynch,
Munger and Robinson voting aye on roll call. Kurbitz absent. In discussing this matter and in
answer to Councilman Lemon's inquiry as to whether this is a reasonable market price for this
property, City Manager Smith stated that old appraisals submitted by National Bank of Washington,
George Lemon Company and Yakima Federal Savings and Loan started with a low of $7,500.00 to a .
high $15,000.00 thus making $12,500.00 a reasonable figure. Councilman Robinson suggesting that
a date be set for receiving and opening bids, it was informally agreed that February 25, 19632
at the hour of 10 o'clock a.m. will be a satisfactory time for receiving said bids.
RESOLUTION NO. D =513 , A RESOLUTION authorizing the sale of real property owned by the City of
Yakima.
MOVED by Lynch, seconded by Munger that Resolution No. D 514 authorizing the purchase of
Wayne Sweeper parts amounting to approximately $3000.00 without calling for bids, be passed as
read: carried Brazier, Larson, Lemon, Lynch, Munger and Robinson, voting aye on roll call.
Kurbitz absent.
RESOLUTION NO. D -5141 A RESOLUTION? authorizing the purchase of parts for Wayne Sweepers without
calling for bids.
MOVED by Robinson , seconded by Lemon that Resolution No. 515 excluding certain lots, tracts
and parcels of land from the Irrigation Maintenance Assessment Rolls be passed as read. Carried,
Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Kurbitz absent.
RESOLUTION NO. D -5151 A RESOLUTION excluding certain lots, tracts and parcels of land from the
irrigation Maintenance Assessment Rolls for the year 1963.
MOVED by Lynch, seconded by Lemon that Resolution No. D -516 authorizing execution of an agree-
ment with Gray and Osborne for engineering services, for 1963 Street Projects, be passed as reads
carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Kurbitz
absent.
RESOLUTION NO. D -516, A RESOLUTION authorizing and directing the City Manager and the City Clerk
to accept a proposal from and execute an agreement with Gray & Osborne for engineering services.
The City Engineer reporting the following estimates on work performed on City projects during

Councilman Munger asked that Council members try to attend the Planning Commission Meeting on
Tuesday, February 5, 1963. He stated that he was speaking as a citizen of Yakima and not as a
Councilman, that Yakima needs more parking s ��e regardless of what has been said. As a rule
there should be three parking spaces for eacR�uare foot of selling area. The seven major stores
in Yakima have between 350 to 400 thousand square feet of selling area. This means that 12,000
spaces are needed to park. We have about 1400 parking meters, $00 off street parking spaces,
combined with the unmetered areas,.this would amount to about 3400 spaces in the down town area.

e custome's parking needs. The formation of the Downtown
Development Association is a step forward.. He mentioned some of the reasons for the closing
of downtown stores: Lack of traffic, bad locations, lack of landlord cooperation, inadequate
building space. Mr. Munger further stated that the downtown area is the Heart of the City,
that there should be a revitalization of Yakima, and Yakima should be the leader of Central Wash -
ington. It could be a third place city in the State . Mr. Munger asked if any action is being
contemplated by the Planning Commission and Park Board. City Manager Smith stated that the.
Planning Commission and Park Board are getting information together perhaps coming up with some
alternatives and recommendations which could possibly be made at a March meeting. Robinson
suggested that the staff might consider the cost of the financing of not just the one proposal
but any alternatives that have been discussed, including some limited development that may be
desirable, including some of the ideas mentioned at the Park Proposal meeting, such as angle
parking on A Street and Chestnut. He said we are all interested in the Health of the Downtown
area. We may differ in the exact way to do it, but we are strongly sold on doing something to
revitalize Central Yakima. Munger urged the Council to move quickly on this.
Manager Smith reported that snow removal for two days starting January 31st amounted to $14,500.
Public Works Director Mayo stated that 1146 loads of snow have been removed to date and equipment
private contractors was rented to help. The Council and Manager Smith having extended thanks -
and commending Mr. Mayo and the crews for their round the clock efforts in removing the snow,
it was MOVED by °Brazier, seconded by Lemon that a resolution be drawn, thanking them for their
efforts: carried,. Brazier, Larson, Lemon, Lynch , Munger and Robinson voting aye by voice vote.
Kurbitz absent.
There being no further business to come before the Council, it was MOVED by Lynch, seconded by
Brazier, that we do now adjourn at the hour of 4:30 p.m. carried, Brazier, Larson, Lemon, Lynch,
Munger and Robinson,-voting aye by voice vote.
